Addressing Significant Vulnerabilities in the Department of State's Passport Issuance Process

Description: Correspondence issued by the Government Accountability Office with an abstract that begins "A genuine U.S. passport is a vital document, permitting its owner to travel freely into and out of the United States, prove U.S. citizenship, obtain further identification documents, and set up bank accounts, among other things. Since May 2005, we have issued several reports identifying significant fraud vulnerabilities in the passport issuance process. This report (1) describes our recent work on passpo… more

Addressing the Recalcitrance of Cellulose Degradation through Cellulase Discovery, Nano-scale Elucidation of Molecular Mechanisms, and Kinetic Modeling

Description: This research project was designed to play a vital role in the development of low cost sugars from cellulosic biomass and contributing to the national effort to displace fossil fuel usage in the USA transportation sector. The goal was to expand the portfolio of cell wall degrading enzymes through innovative research at the nano-scale level, prospecting for novel cellulases and building a kinetic framework for the development of more effective enzymatic conversion processes. More precisely, the … more

Adequacy of the Army’s FY2004 Funding for Operations in Iraq

Description: The article summarizes the deficiency in the Army's budget as tensions rose in Iraq in 2004. Moreover, the report includes monthly data on the cost of military action in Iraq and recommends the gathering of further data to better assess the cost. Richard Myers, Chairman of the Joint Chiefs of Staff estimated a budget shortfall of 4 billion dollars, and explained that the Department of Defense (DOD) was assessing if further funds would be needed.

Adjusted Field Profile for the Chromaticity Cancellation in FFAG Accelerators.

Description: In an earlier report they have reviewed four major rules to design the lattice of Fixed-Field Alternating-Gradient (FFAG) accelerators. One of these rules deals with the search of the Adjusted Field Profile, that is the field non-linear distribution along the length and the width of the accelerator magnets, to compensate for the chromatic behavior, and thus to reduce considerably the variation of betatron tunes during acceleration over a large momentum range. The present report defines the meth… more

ADMINISTRATIVE AND ENGINEERING CONTROLS FOR THE OPERATION OF VENTILATION SYSTEMS FOR UNDERGROUND RADIOACTIVE WASTE STORAGE TANKS

Description: Liquid radioactive wastes from the Savannah River Site are stored in large underground carbon steel tanks. The majority of the waste is confined in double shell tanks, which have a primary shell, where the waste is stored, and a secondary shell, which creates an annular region between the two shells, that provides secondary containment and leak detection capabilities should leakage from the primary shell occur. Each of the DST is equipped with a purge ventilation system for the interior of the … more

Adopting a Long-Term Budget Focus: Challenges and Proposals

Description: Report concerning the current federal budget process, including criticisms of that process. Information is provided regarding the current horizons used in the budget process, including already existing long-term components; the rationale for increased focus on long term budgeting; general challenges to long-term budgeting; and an analysis of general proposals that have been made to increase the focus of long-term budgeting in the budget process.

The AdS/CFT Correspondence and Light-Front QCD

Description: We identify an invariant light-front coordinate {zeta} which allows the separation of the dynamics of quark and gluon binding from the kinematics of constituent spin and internal orbital angular momentum. The result is a single-variable light-front Schroedinger equation for QCD which determines the eigenspectrum and the light-front wavefunctions of hadrons for general spin and orbital angular momentum. This frame-independent light-front wave equation is equivalent to the equations of motion whi… more

Adsorption and Precipitation of Aqueous Zn(II) on Hematite Nano- and Microparticles

Description: As part of a study of the effect of particle size on reactivity of hematite to aqueous metal ions, the sorption of Zn(II) on hematite nanoparticles and microparticles was examined over a wide range of Zn(II) concentrations using Zn K-edge EXAFS. When reacted with nanoparticles at pH 5.5 and low Zn(II) sorption densities (0.04 {le} {Lambda} < 2.76 imol/m{sup 2}), Zn(II) formed five-coordinated or a mixture of four- and six-coordinated surface complexes with an average Zn-O distance of 2.04({+… more

Adsorption Mechanisms of Trivalent Gold onto Iron Oxy-Hydroxides: From the Molecular Scale to the Model

Description: Gold is a highly valuable metal that can concentrate in iron-rich exogenetic horizons such as laterites. An improved knowledge of the retention mechanisms of gold onto highly reactive soil components such as iron oxyhydroxides is therefore needed to better understand and predict the geochemical behavior of this element. In this study, we use EXAFS information and titration experiments to provide a realistic thermochemical description of the sorption of trivalent gold onto iron oxy-hydroxides. A… more

ADVANCED HYBRID PARTICULATE COLLECTOR

Description: A new concept in particulate control, called an advanced hybrid particulate collector (AHPC), is being developed under funding from the US Department of Energy. The AHPC combines the best features of electrostatic precipitators (ESPs) and baghouses in a manner that has not been done before. The AHPC concept consists of a combination of fabric filtration and electrostatic precipitation in the same housing, providing major synergism between the two collection methods, both in the particulate coll… more

Advanced Mixing Models

Description: The process of recovering the waste in storage tanks at the Savannah River Site (SRS) typically requires mixing the contents of the tank with one to four dual-nozzle jet mixers located within the tank. The typical criteria to establish a mixed condition in a tank are based on the number of pumps in operation and the time duration of operation. To ensure that a mixed condition is achieved, operating times are set conservatively long. This approach results in high operational costs because of the… more

Advanced Recombinant Manganese Peroxidase for Biosynthesis of Lignin Bioproducts, Phase I Final Report, STTR Grant #: DE-SC0007503.

Description: The core purpose of this Phase I STTR was to evaluate the feasibility of a new method of producing a recombinant version of manganese peroxidase (MnP) enzyme. MnP is a potentially valuable enzyme for producing high value lignin products and also for industrial de-coloring operations such as biobleaching of pulp and color removal from textile dye effluents. This lignin-modifying enzyme is produced in small amounts by the native host, a white rot fungus. Previous work by Oregon State University d… more
