Abortion and Family Planning-Related Provisions in U.S. Foreign Assistance Law and Policy

Description: This report details legislation and policies that restrict or place requirements on U.S. funding of abortion or family planning activities abroad. The level and extent of federal funding for these activities is an ongoing and controversial issue in U.S. foreign assistance and will likely continue to be a point of contention during the 113th Congress.

Abortion Law Development: A Brief Overview

Description: This report summarizes the history of legislation on abortion. Moreover, the report discusses the conflict that surrounds the history of the court cases and how it has effected legislation passed since Roe v. Wade. The report also covers how Roe v. Wade and Doe v. Bolton did not cover a variety of issues that have since been raised by states seeking to restrict abortion.

Abortion: Legal Control

Description: The U.S. Supreme Court decisions in Roe v. Wade, 410 U.S. 112 (1973), and Doe v. Bolton, 410 U.S. 179, which held generally that a State could no longer prohibit abortions in the first 6 months of pregnancy, caused several House and Senate members to move for an abortion prohibition effectuated by congressional action. To this end, proposed bills and constitutional amendments have been introduced in both Houses. Rather than having settled the abortion question conclusively, the Supreme Court de… more

Abortion: Legislative Response

Description: The primary focus of this issue brief is legislative action with respect to abortion. However, discussion of those legislative proposals necessarily involves a brief discussion of the leading U.S. Supreme Court decisions concerning a woman’s right to choose whether to terminate her pregnancy. For a more detailed discussion of the relevant case law, see CRS Report 95-724, Abortion Law Development: A Brief Overview.

Absorbance and Photoluminescence of Si, Ge, and MoS2 Nanoparticles Studied by Liquid Chromatography

Description: The authors have successfully synthesized highly crystalline, size-selected indirect band-gap nanocrystals (NC) of Si, Ge and MoS{sub 2} in the size range 2-10 nm in inverse micelles and studied their optical absorption and photoluminescence (PL) properties using liquid chromatography. Room temperature, visible PL from these nanocrystals was demonstrated in the range 700-350 nm (1.8-3.5 eV). their experimental results are interpreted in terms of the corresponding electronic structure of the bul… more

Abusive Tax Avoidance Transactions: IRS Needs Better Data to Inform Decisions about Transactions

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Abusive tax avoidance transactions (ATAT) range from frivolous tax schemes to highly technical and abusive tax shelters marketed to taxpayers by promoters selling tax advice. ATATs threaten the U.S. tax system's integrity if honest taxpayers believe that others do not pay their fair share of taxes. GAO was asked to (1) describe what is known about trends in ATAT usage; (2) describe results of IRS's ATAT… more

Accelerated Gibbs Sampling for Infinite Sparse Factor Analysis

Description: The Indian Buffet Process (IBP) gives a probabilistic model of sparse binary matrices with an unbounded number of columns. This construct can be used, for example, to model a fixed numer of observed data points (rows) associated with an unknown number of latent features (columns). Markov Chain Monte Carlo (MCMC) methods are often used for IBP inference, and in this technical note, we provide a detailed review of the derivations of collapsed and accelerated Gibbs samplers for the linear-Gaussian… more

Acceleration of polarized protons in circular accelerators

Description: The theory of depolarization in circular accelerators is presented. The spin equation is first expressed in terms of the particle orbit and then converted to the equivalent spinor equation. The spinor equation is then solved for three different situations: (1) a beam on a flat top near a resonance, (2) uniform acceleration through an isolated resonance, and (3) a model of a fast resonance jump. Finally, the depolarization coefficient, epsilon, is calculated in terms of properties of the particl… more

An Acceleration Schedule Control for Accelerating a Turbojet Engine and Its Use With a Speed Control

Description: Memorandum presenting a study of an acceleration-limiting control on a turbojet engine in order to determine its feasibility as an acceleration control. A proportional-plus-integral type of controller was used in the investigation. Results regarding the one-loop control and two-loop control are provided.

Accelerator-based validation of shielding codes

Description: The space radiation environment poses risks to astronaut health from a diverse set of sources, ranging from low-energy protons and electrons to highly-charged, high-energy atomic nuclei and their associated fragmentation products, including neutrons. The low-energy protons and electrons are the source of most of the radiation dose to Shuttle and ISS crews, while the more energetic particles that comprise the Galactic Cosmic Radiation (protons, He, and heavier nuclei up to Fe) will be the domina… more

Accelerator Mass Spectrometry Allows for Cellular Quantification of Doxorubicin at Femtomolar Concentrations

Description: Accelerator mass spectrometry (AMS) is a highly sensitive analytical methodology used to quantify the content of radioisotopes, such as {sup 14}C, in a sample. The primary goals of this work were to demonstrate the utility of AMS in determining cellular [{sup 14}C]doxorubicin (DOX) concentrations and to develop a sensitive assay that is superior to high performance liquid chromatography (HPLC) for the quantification of DOX at the tumor level. In order to validate the superior sensitivity of AMS… more

Acceptance and Operational Test Report for Neutron and Gamma Probe Application to Tank 241-SY-101 MITs

Description: This Operational Test Report (OTR) presents the results of the ATP/OTP testing performed to verify that newly procured neutron and gamma probes (reduced diameter design modifications) for operation in the Tank 241-SY-101 MITs are compatible with existing LOW van instrumentation and hardware. This verification was accomplished and a set of moisture data versus elevation were obtained from the Tank 241-SY-101 MITs as part of this testing program.

Acceptance Criteria Framework for Autonomous Biological Detectors

Description: The purpose of this study was to examine a set of user acceptance criteria for autonomous biological detection systems for application in high-traffic, public facilities. The test case for the acceptance criteria was the Autonomous Pathogen Detection System (APDS) operating in high-traffic facilities in New York City (NYC). However, the acceptance criteria were designed to be generally applicable to other biological detection systems in other locations. For such detection systems, ''users'' wil… more

Acceptance test report MICON software exhaust fan control

Description: This test procedure specifies instructions for acceptance testing of software for exhaust fan control under Project ESPT (Energy Savings Performance Contract). The software controls the operation of two emergency exhaust fans when there is a power failure. This report details the results of acceptance testing for the MICON software upgrades. One of the modifications is that only one of the emergency fans will operate at all times. If the operating fan shuts off or fails, the other fan will star… more
