Description: A paper with handwritten notes from Karl Rove detailing which states and groups should be focused on during Charles C. Francis' campaigning. The notes read "1st Priority/ Calif., Washington State, Illinois, N. J., Pa., NY. 2nd Priority/ Ohio - Southern Ohio Catholics, Michigan - Suburban Union Democrats and Independents, [Oregon - Suburban & East Oregan Rural --s]". Some of Francis' own notes on the paper clarify some of the text.
