It includes the report submitted by the Inspector-General of the Army, messages and orders from the president, a list of men discharged from the Twenty-fifth Infantry, and the majority and minority reports of the committee. It also includes proposed legislation by the committee to authorize the reenlistment of soldiers who were discharged by orders from the president.
