In order to study alternatives to these downward trends, the Central Business District Association of Dallas commissioned Alexander Cooper to make. an analysis of the possibilities for one alternative, namely, housing. The feasibility of dointovm housing construction will 'be examined as it is presented in the Cooper Report.
