Nuclear safety guide TID-7016 Revision 2

Description: The present revision of TID-7016 Nuclear Safety Guide is discussed. This Guide differs significantly from its predecessor in that the latter was intentionally conservative in its recommendations. Firmly based on experimental evidence of criticality, the original Guide and the first revision were considered to be of most value to organizations whose activities with fissionable materials were not extensive and, secondarily, that it would serve as a point of departure for members of established nu… more

Assessment of light water reactor fuel damage during a reactivity initiated accident

Description: This paper presents an assessment of LWR fuel damage during a reactivity initiated accident and comments on the adequacy of the present USNRC design requirements. Results from early SPERT tests are reviewed and compared with results from recent computer simulations and PBF tests. A progression of fuel rod and cladding damage events is presented. High strain rate deformation of relatively cool irradiated cladding early in the transient may result in fracture at a radial average peak fuel enthalp… more

De-entrainment on vertical elements in air droplet cross flow. [PWR]

Description: De-entrainment phenomena on vertical elements in air-water droplet cross flow are generated using a horizontal array of water spray nozzles and a draft-induced wind tunnel. These conditions are used to obtain experimental values of the de-entrainment efficiency of isolated elements (25.4-, 63.5-, and 101.6-mm-diam cylinders and a 76.2-mm-square tube), and of an array of 101.6-mm-diam cylinders. A flow model is developed that extrapolates the de-entrainment efficiency of isolated elements throug… more

Technician support for operation and maintenance of large fusion experiments: the tandem mirror experiment upgrade (TMX-U) approach

Description: As experiments continue to grow in size and complexity, a few technicians will no longer be able to maintain and operate the complete experiment. Specialization is becoming the norm. Subsystems are becoming very large and complex, requiring a great deal of experience and training for technicians to become qualified maintenance/operation personnel. Formal in-house and off-site programs supplement on-the-job training to fulfill the qualification criteria. This paper presents the Tandem Mirror Exp… more

Health effects models for nuclear power plant accident consequence analysis: Low LET radiation

Description: This report describes dose-response models intended to be used in estimating the radiological health effects of nuclear power plant accidents. Models of early and continuing effects, cancers and thyroid nodules, and genetic effects are provided. Weibull dose-response functions are recommended for evaluating the risks of early and continuing health effects. Three potentially lethal early effects -- the hematopoietic, pulmonary, and gastrointestinal syndromes -- are considered. In addition, model… more

Environmental assessment for the Satellite Power System (SPS) Concept Development and Evaluation Program (CDEP). [Microwave and non-microwave health and ecological assessment]

Description: In the satellite power system (SPS), satellites in geosynchronous earth orbit would collect solar energy in space, convert it to microwaves, and transmit the microwaves to receiving antennas (rectennas) on earth. At the rectennas, the microwave energy would be converted to electricity. This SPS environmental assessment considers the microwave and nonmicrowave effects on the terrestrial environment and human health, atmospheric effects, and effects on electromagnetic systems. No environmental pr… more

Westinghouse independent safety review of Savannah River production reactors

Description: Westinghouse Electric Corporation has performed a safety assessment of the Savannah River production reactors (K,L, and P) as requested by the US Department of Energy. This assessment was performed between November 1, 1988, and April 1, 1989, under the transition contract for the Westinghouse Savannah River Company's preparations to succeed E.I. du Pont de Nemours Company as the US Department of Energy contractor for the Savannah River Project. The reviewers were drawn from several Westinghouse… more

Operating experience and procedures at the tritium systems test assembly

Description: Operating procedures are important for the safe and efficient operation of the Tritium Systems Test Assembly (TSTA). TSTA has been operating for four years with tritium in a safe and efficient manner. The inventory of tritium in the process loop is 100 grams and several milestone runs have been completed. This paper describes the methods used to operate TSTA. 3 refs., 1 fig.

Response of a glass melter to steam explosion

Description: As part of the safety assessment in the design of the glass melter for large-scale immobilization of high-level radioactive wastes, structural considerations of the containment shell include its dynamic responses to abnormal loading conditions such as that caused by a steam explosion. The postulated steam explosion, conservatively given an energy content equivalent to 13 pounds of TNT, is capable of exerting sudden pressures greater than 300 psi but less than 410 psi on the melter wall. By use … more

Innovative approach to asbestos removal

Description: The most common asbestos materials used at the Savannah River site include: steam pipe insulation; powerhouse boiler insulation; wallboards; roofing materials; and cement products. Asbestos was also found in a number of other materials: aprons; gaskets; laboratory hot pads; and talcum powder used for gloves. Techniques for removal; personnel training; mechanical ventilation; and personnel isolation techniques are described for completing asbestos removal safely and without boiler downtime. (PSB) more

A theoretical prediction of critical heat flux in subcooled pool boiling during power transients

Description: Understanding and predicting critical heat flux (CHF) behavior during steady-state and transient conditions are of fundamenatal interest in the design, operation, safety of boiling and two-phase flow devices. This paper discusses the results of a comprehensive theoretical study made specifically to model transient CHF behavior in subcooled pool boiling. This study is based upon a simplified steady-state CHF model in terms of the vapor mass growth period. The results obtained from this theory in… more

Rapid quenching of molten lithium-aluminum jets in water under loss-of-control-rod-cooling conditions

Description: A series of fifteen tests were performed to investigate the thermal interactions between molten LiAl control rod material and water under conditions prototypic of the loss-of-control-rod-cooling (LCRC) accident scenario. The experimental parameters such as melt mass, stream diameter, melt temperature and flowrate, water depth and water temperature were controlled or varied to agree with analytically determined conditions, thus insuring prototypicality of the experiments and applicability of the… more
