Second Nuclear Era

Description: The Institute for Energy Analysis with support from The Andrew W. Mellon Foundation has studied the decline of the present nuclear era in the United States and the characteristics of a Second Nuclear Era which might be instrumental in restoring nuclear power to an appropriate place in the energy options of our country. The study has determined that reactors operating today are much safer than they were at the time of the TMI accident. A number of concepts for a supersafe reactor were reviewed a… more

Incentives and the siting of radioactive waste facilities

Description: The importance of social and institutional issues in the siting of nuclear waste facilities has been recognized in recent years. Limited evidence from a survey of rural Wisconsin residents in 1980 indicates that incentives may help achieve the twin goals of increasing local support and decreasing local opposition to hosting nuclear waste facilities. Incentives are classified according to functional categories (i.e., mitigation, compensation, and reward) and the conditions which may be prerequis… more

Trends in household energy conservation attitudes and behaviors in the northwest: 1983-1987

Description: The objective of this report is to present the results of a 1987 telephone survey on attitudes and behaviors toward energy conservation and to compare them with the results of similar surveys in 1983 and 1985. The surveys were conducted in the Bonneville Power Administration (BPA) service area: Washington, Oregon, Idaho and Western Montana. Data collected during the surveys were analyzed by Pacific Northwest Laboratory to assist the BPA in its energy conservation program planning, design, and m… more

Political side of risk: a new approach

Description: The resolution of many of the Nation's most-serious problems today is hampered by our apparent inability to systematically deal with the socio-political dimensions of the societal acceptance of risks in areas of technical development, decision making, and policy formulation. Nowhere is this more apparent than in the energy field. The nature of public hazards has changed drastically during the past half century or so, driving public considerations of risk into the political realm. This has given… more

Public opinion factors regarding nuclear power

Description: This paper is an effort to identify, as comprehensively as possible, public concerns about nuclear power, and to assess, where possible, the relative importance of these concerns as they relate to government regulation of and policy towards nuclear power. It is based on some two dozen in-depth interviews with key communicators representing the nuclear power industry, the environmental community, and government, as well as on the parallel efforts in our research project: (1) review of federal co… more

Considerations in recycling contaminated scrap metal and rubble

Description: Management options for the Department of Energy's increasing amounts of contaminated scrap metal and rubble include reuse as is, disposal, and recycling. Recycling, with its promise of resource recovery, virgin materials conservation, and land disposal minimization, emerges as a preferred management technique. Implementing a cost effective recycling program requires resolution of several issues including: establishing release limits for contaminants, controlling use of recycled materials creati… more

Public opinion and nuclear power decision-making

Description: This document discusses public opinion regarding nuclear power which is particularly difficult to tie down because of five important paradoxes that characterize it: it can be based on sound reason, but also on intense emotion; it is both national and local in perspective; at varying times it has seen nuclear power as both clean'' and dirty''; it believes nuclear power is both economic, and uneconomic; and nuclear power is perceived as having a fairly safe record, but being potentially unsafe. Public acceptability of the use of gamma rays from spent nuclear fuel as a hazardous waste treatment process

Description: Three methods were used to estimate public reaction to the use of gamma irradiation of hazardous wastes as a hazardous waste treatment process. The gamma source of interest is spent nuclear fuel. The first method is Benefit-Risk Decision Making, where the benefits of the proposed technology are compared to its risks. The second analysis compares the proposed technology to the other, currently used nuclear technologies and estimates public reaction based on that comparison. The third analysis is… more

Social values and solar energy policy: the policy maker and the advocate

Description: Solar energy policy makers and advocates have significantly different hierarchies (clusters) of values upon which they evaluate the adoption of solar technologies. Content analysis, which examines the frequency with which policy makers identify different types of values, indicates that they hold economic values to be of primary importance. Environmental, social, and national security values are also substantial elements of the policy makers' value clusters associated with solar energy. This fin… more

Estimating and coping with public response to radioactive waste repository siting

Description: The siting and construction of a radioactive waste disposal operation is likely to be controversial in the communities being considered, and at the state and national levels as well. Public response can be conceptualized at two levels: individual, and group or organizational. At the individual level, public response is the behavior of people motivated by their attitudes, knowledge, and perceptions of radioactive waste and its hazards and risks. On the group or organizational level, public respo… more

Framework for evaluating the utility of incentive systems for radioactive waste repository siting

Description: The importance of social and institutional issues in siting radioactive waste repositories has been recognized in recent years. Within this set of issues, the siting of repositories over the objections of members of potential host communities is viewed as especially problematic. Incentives to potential host communities have been suggested as a means of increasing local support for and offsetting local opposition to such facilities. Incentives are classified according to their function as mitiga… more
