Assessment of the risk of transporting liquid chlorine by rail

Description: This report presents the risk of shipping liquid chlorine by rail. While chlorine is not an energy material, there are several benefits to studying chlorine transportation risks. First, chlorine, like energy materials, is widely used as a feedstock to industry. Second, it is the major purification agent in municipal water treatment systems and therefore, provides direct benefits to the public. Finally, other risk assessments have been completed for liquid chlorine shipments in the US and Europe… more

Preliminary assessment of tree mortality near F- and H-area seepage basins

Description: A preliminary assessment was conducted to evaluate factors that may have been responsible for the vegetation damage that has occurred in groundwater seeps downslope from the F- and H-area seepage basins. The factors that were considered included altered hydrology, toxicity from hazardous chemical constituents associated with seepage basin operation, and toxicity from non-hazardous constituents associated with basin operation. It was concluded that the observed damage was not likely to have resu… more

The potential of passive-remote Fourier transform infrared (FTIR) spectroscopy to detect organic emissions under the Clean Air Act

Description: The Clean Air Act of 1990 regulates the emission of 198 air toxics. Currently, there is no existing technology by which a regulatory agency can independently determine if a facility is in compliance. We have successfully tested the ability of passive-remote Fourier transform infrared (FTIR) spectroscopy to detect chemical plumes released in the field. Additional laboratory releases demonstrated that FTIR spectroscopy can detect target analytes in mixtures containing components which have overla… more

Assessment of the need for dual indoor/outdoor warning systems and enhanced tone alert technologies in the Chemical Stockpile Emergency Preparedness Program

Description: The need for a dual indoor/outdoor warning system as recommended by the program guidance and Alert and Notification (A N) standard for the Chemical Stockpile Emergency Preparedness Program is analyzed in this report. Under the current program standards, the outdoor warning system consists of omnidirectional sirens and the new indoor system would be an enhanced tone alert (TA) radio system. This analysis identifies various tone-alert technologies, distribution options, and alternative siren conf… more

1990 Environmental monitoring report, Tonopah Test Range, Tonopah, Nevada

Description: There is no routine radioactive emission from Sandia National Laboratories, Tonopah Test Range (SNL, TTR). However, based on the types of test activities such as air drops, gun firings, ground- launched rockets, air-launched rockets, and other explosive tests, possibilities exist that small amounts of depleted uranium (DU) (as part of weapon components) may be released to the air or to the ground because of unusual circumstances (failures) during testing. Four major monitoring programs were use… more

Waste minimization via destruction of hazardous organics

Description: Los Alamos National Laboratory is developing technologies that are capable of destroying hazardous organics, that is, converting them basically to water and carbon dioxide. If these technologies were incorporated into the main processing operation where the waste is produced, then the volume and toxicity of the hazardous or mix hazardous waste generated would be significantly reduced. This presentation will briefly discuss some of the waste treatment technologies under development at Los Alamos… more

Treatment of radioactive mixed wastes in commercial low-level wastes

Description: Management options for three generic categories of radioactive mixed waste in commercial low-level wastes have been identified and evaluated. These wastes were characterized as part of a BNL study in which a large number of generators were surveyed for information on potentially hazardous low-level wastes. The general management targets adopted for mixed wastes are immobilization, destruction, and reclamation. It is possible that these targets may not be practical for some wastes, and for these… more

Public acceptability of the use of gamma rays from spent nuclear fuel as a hazardous waste treatment process

Description: Three methods were used to estimate public reaction to the use of gamma irradiation of hazardous wastes as a hazardous waste treatment process. The gamma source of interest is spent nuclear fuel. The first method is Benefit-Risk Decision Making, where the benefits of the proposed technology are compared to its risks. The second analysis compares the proposed technology to the other, currently used nuclear technologies and estimates public reaction based on that comparison. The third analysis is… more

Immobilization of incinerator ash in a concrete matrix

Description: The ashcrete process will solidfy ash generated by the consolidated Incinerator Facility (CIF) at the Savannah River Plant (SRP). The ashcrete unit produces ashcrete, a stable cement-based wasteform, by remotely adding cement and water and tumbling drums of ash. Ashcrete product homogeneity, temperature rise during setting, and compressive strength were measured and product formulations were developed for several nonradioactive dry ash types. Saturation level and wet and dry ash densities for s… more
