Energy Program annual report

Description: The national economy is particularly dependent on efficient electrical generation and transportation. Electrical demand continues to grow and will increasingly rely on coal and nuclear fuels. The nuclear power industry still has not found a solution to the problem of disposing of the waste produced by nuclear reactors. Although coal is in ample supply and the infrastructure is in place for its utilization, environmental problems and improved conversion processes remain technical challenges. In … more

Research and development of methods and tools for achieving and maintaining consensus processes in the face of change within and among government oversight agencies: Volume 1

Description: This progress report summarizes our research activities under our consensus grant. In year four of the grant, we continued to capitalize on and benefit from historical events which drove our early emphasis on group process studies. Following our work on various procedures for bringing together groups such as the State and Tribal Government Working Group and the Stakeholders' Forum (both of which provide input to the Five-Year Waste Plan), we continue to observe these groups and collect data. We… more

The Soviet American Gallium Experiment (SAGE)

Description: A radiochemical experiment using the reaction v/sub e/ = /sup 71/Ga + e/sup e/ to determine the integral flux of low-energy neutrinos from the sun is currently under preparation at the Baksan Neutrino Observatory in the USSR. Measurements are scheduled to commence by late 1988 using /approximately/30 tonnes of metallic gallium. With this amount of gallium it should be possible to obtain a fractional statistical accuracy of 12 to 15% after one year (assuming the standard solar model neutrino flu… more

Krakow Clean Fossil Fuels and Energy Efficiency Project

Description: In Karkow, Poland almost half of the energy used for heating is supplied by local, solid-fuel-fired boilerhouses and home stoves. These facilities are referred to as the low emission sources'' and are primary contributors of particulates and hydrocarbon air pollution in the city and secondary contributors of sulfur dioxide and carbon monoxide. The Support of Eastern European Democracy Act of 1989 directed the US Department of Energy to undertake an equipment assessment project aimed at developi… more

Audit unto others hor ellipsis

Description: My first encounter with a quality assurance auditor is reminiscent of an old Dodge commercial. You remember The old sheriff, masked in mirrored sunglasses, paunch hanging over his gun belt, prophesying, You're in a heap o' trouble boy '' Well, my auditor could have been kin to the sheriff; they had the same posture, attitude, and mirrored sunglasses. Plus, my auditor wore a black leather vest and sported a Buffalo Bill'' goatee. While certainly memorable, both gentlemen were far from pleasant. … more

Managing for success: developing and exploiting international opportunities in geothermal energy

Description: This study is designed to assist the Division of Geothermal Energy (DGE) in deciding what kind of strategy it wants and needs in order to make its international effort as cost-effective and appropriate as possible. The purpose of this study is to construct a logic base on which DGE can, in turn, establish its own strategy for international cooperation, and can begin to plan for necessary organization, procedural and policy reforms. This report will constitute a set of decision guidelines for DG… more

The IGAC activity for the development of global emissions inventories: Description and initial results

Description: Modeling assessments of the atmospheric chemistry, air quality and climatic conditions of the past, present and future require as input inventories of emissions of the appropriate chemical species constructed on appropriate spatial and temporal scales. The task of the Global Emissions Inventories Activity (GEIA) of the International Global Atmospheric Chemistry Project (IGAC) is the production of global inventories suitable for a range of research applications. Current GEIA programs are general… more

Studies of human mutation rates

Description: The three objectives of the program are: To isolate by the technique of two-dimensional polyacrylamide gel electrophoresis (2-D PAGE), proteins of special interest because of the relative mutability of the corresponding gene, establish the identity of the protein, and, for selected proteins, move to a characterization of the corresponding gene; To develop a more efficient approach, based on 2-D PAGE, for the detection of variants in DNA, with special reference to the identification of a variant… more

Research and development of methods/utilities and rules for managing cooperation for performance improvement in government offices

Description: On September 1, 1991, Defense Programs (DP) within the US Department of Energy entered into a research grant with Management Systems Laboratories (MSL) of Virginia Polytechnic Institute and State University (Virginia Tech), to study Tools, Methods, and Rules for Managing Cooperation for Performance Improvement. Continuous performance improvement is a gradual, systematic process. The idea is to do a little better each day by knowing where you are, where you want to be, what you have to do to get… more

Benchmark field study of deep neutron penetration

Description: A unique benchmark neutron field has been established at the Lawrence Livermore National Laboratory (LLNL) to study deep penetration neutron transport. At LLNL, a tandem accelerator is used to generate a monoenergetic neutron source that permits investigation of deep neutron penetration under conditions that are virtually ideal to model, namely the transport of mono-energetic neutrons through a single material in a simple geometry. General features of the Lawrence Tandem (LATAN) benchmark field… more

How much will pollution reduction in Krakow cost

Description: This report is on the status of US/Polish efforts to reduce air pollution from low emission sources (coalfired house stoves and local boilers) in Krakow, Poland. The region around Krakow in Southern Poland is one of the most heavily polluted areas in the world. In 1989, while visiting Poland, President George Bush made a commitment on behalf of the US to assist in the reclamation of the Krakow environment; Congress in 1990 authorized $20 million to address pollutants from low emissions sources,… more

Cooperation between the US and the USSR in the peaceful uses of atomic energy

Description: The decade of the 1960's saw a marked expansion of cooperation between the United States and the Soviet Union for the peaceful uses of atomic energy. In my opinion, this development constituted one of the most encouraging elements in the international scene. Until 1955 contacts between American and Soviet nuclear scientists were virtually nonexistent, as indeed (after World War II) were US-USSR contacts in other fields except as required in formal intergovernmental relations. Then, in July 1955… more

Conservation and economic development

Description: This oral presentation is about the Espanola Power Savers Project which involves both the utility and for the community. I'm going to spend much of my time today discussing why this project makes sense for the community, but I would like to start with a brief word about why community-based conservation makes sense for utilities. A number of reasons are listed to show why conservation is today's energy resource of choice. But if, for a moment, we take that as a given and ask why community-based … more
