Comparative assessment of energy-economy interactions

Description: This analysis is concerned with the impact of energy-policy measures on the level, growth, and structure of the US economy. In particular, the nature and magnitude of the causal relationship between variations in the prices of various energy forms and economic performance, as measured by real gross national product (GNP), is studied. The combined Brookhaven National Laboratory/Dale W. Jorgenson Associates (BNL/DHA) energy-economy model system is used to determine the economic effects of three e… more

Nuclear power in the Soviet Bloc

Description: The growth of Soviet Bloc nuclear power generation to the end of the century is evaluated on the basis of policy statements of objectives, past and current nuclear power plant construction, and trends in the potential for future construction. Central to this study is a detailed examination of individual reactor construction and site development that provides specific performance data not given elsewhere. A major commitment to nuclear power is abundantly clear and an expansion of ten times in nu… more

State legislatures and energy policy in the Northeast: energy facility siting and legislative action

Description: At the Federal level, a vast array of bureaucratic and legislative institutions are presently immersed in various explorations of energy policy and its national ramifications. Almost each of the 50 states has Energy offices. One element of the institutional/political equation, however, often is missed in studies of energy policy: the state legislature. This institution may well be vitally important to formulation of broad policies, and certainly is critical to successful implementation of certa… more

Energy conservation and energy decentralization: issues and prospects

Description: Views are presented of the seemingly paradoxical nature and irrationality of the energy system and the decisions that determine its evolution. An economic approach to energy decisions, while widely espoused and generally believed to be the underpinning of our system, appears not to be functioning in very-important areas. The result is enormous waste of economic and intangible resources to produce energy that could be effectively replaced by energy conservation at low costs. This inefficiency in… more

Exploding the myths about the fast breeder reactor

Description: This paper discusses the facts and figures about the effects of conservation policies, the benefits of the Clinch River Breeder Reactor demonstration plant, the feasibility of nuclear weapons manufacture from reactor-grade plutonium, diversion of plutonium from nuclear plants, radioactive waste disposal, and the toxicity of plutonium. The paper concludes that the U.S. is not proceeding with a high confidence strategy for breeder development because of a variety of false assumptions.

Fiscal year 1987 program plan

Description: The Defense TRU Waste Program (DTWP) is the focal point for the Department of Energy in national planning, integration, operation, and technical development for TRU waste management. The scope of this program extends from the point of TRU waste generation through delivery to a permanent repository. The TRU program maintains a close interface with repository development to ensure program compatibility and coordination. The defense TRU program does not directly address commercial activities that … more

Support of International Waste Management Agreements in the field of TRU Waste Management

Description: The USDOE has implemented technical information exchange agreements in the field of TRU waste management with the United Kingdom, Federal Republic of Germany, Japan, and France. This has been done in an effort to minimize research and development costs, and ensured maximum safety to man and the environment during waste handling and disposal. In this report, the technical work plan for fiscal year 1986 is presented. (JDL)

Impact of selected energy conservation technologies on baseline demands

Description: This study is an application of the modeling and demand projection capability existing at Brookhaven National Laboratory to specific options in energy conservation. Baseline energy demands are modified by introducing successively three sets of conservation options. The implementation of improved building standards and the use of co-generation in industry are analyzed in detail and constitute the body of this report. Two further sets of energy demands are presented that complete the view of a lo… more

The quest for greenhouse-constrained technologies amid other concerns for environment and energy

Description: As we approach the 21st century, sentiments run high in the US for improved air quality in our cities and for a more secure energy future, hopefully to be manifest in lesser dependence on foreign supplies of oil. These sentiments are reflected in intense political activity on both the federal and state levels to enact legislation that will help alleviate both problems. At the same time though, the recent emergence of awareness of a threat of global warming due to ever increasing emissions of gr… more

Impacts of the national energy programme on solar economics

Description: The National Energy Plan (NEP) sets as a goal the use of solar energy in two and a half million homes in 1985. A key provision of the NEP (as well as congressional alternatives) provides for the subsidization of solar equipment. The extent to which these subsidies (income tax credits) might offset the impact of continued energy-price control is examined. Regional prices and availability of conventional energy sources (oil, gas, and electricity) were compiled to obtain a current and consistent s… more

Study of federal microwave standards

Description: Present and future federal regulatory processes which may impact the permissible levels of microwave radiation emitted by the SPS Microwave Power Transmission (MPTS) were studied. An historical development of US occupational and public microwave standards includes an overview of Western and East European philosophies of environmental protection and neurophysiology which have led to the current widely differing maximum permissible exposure limits to microwaves. The possible convergence of microw… more

Federal role in dry and wet-dry cooling tower research, development, and demonstration

Description: It is concluded that it is appropriate for the Energy Research and Development Administration (or its successor) to sponsor a program of fiscal, technical and management support directed at providing a commercial advanced concept wet/dry (or dry) cooling technology for electric utility use within ten years. This federal role is thought to be appropriate for several reasons, including: the need for such technology, although expected to grow only slowly at first, will eventually be quite widespre… more

Managing for success: developing and exploiting international opportunities in geothermal energy

Description: This study is designed to assist the Division of Geothermal Energy (DGE) in deciding what kind of strategy it wants and needs in order to make its international effort as cost-effective and appropriate as possible. The purpose of this study is to construct a logic base on which DGE can, in turn, establish its own strategy for international cooperation, and can begin to plan for necessary organization, procedural and policy reforms. This report will constitute a set of decision guidelines for DG… more

Political side of risk: a new approach

Description: The resolution of many of the Nation's most-serious problems today is hampered by our apparent inability to systematically deal with the socio-political dimensions of the societal acceptance of risks in areas of technical development, decision making, and policy formulation. Nowhere is this more apparent than in the energy field. The nature of public hazards has changed drastically during the past half century or so, driving public considerations of risk into the political realm. This has given… more
