Public Housing: HUD's Oversight of HOPE VI Sites Needs to Be More Consistent

Description: A letter report issued by the General Accounting Office with an abstract that begins "Congress established the HOPE VI program to revitalize severely distressed public housing. In fiscal years 1993 to 2001, the Department of Housing and Urban Development (HUD) awarded approximately $4.5 billion in HOPE VI revitalization grants. The Ranking Minority Member, Subcommittee on Housing and Transportation, Senate Committee on Banking, Housing, and Urban\ Affairs, asked GAO to examine HUD's process for… more

Transient Inverse Calibration of the Site-Wide Groundwater Flow Model (ACM-2): FY03 Progress Report

Description: DOE and PNNL are working to strengthen the technical defensibility of the groundwater flow and transport model at the Hanford Site and to incorporate uncertainty into the model. One aspect of the initiative is developing and using a three-dimensional transient inverse model to estimate the hydraulic conductivities, specific yields, and other parameters using data from Hanford since 1943. The focus of the alternative conceptual model (ACM-2) inverse modeling initiative documented in this report … more

Fundamental Studies of the Durability of Materials for Interconnects in Solid Oxide Fuel Cells, Volume 1

Description: This report describes the result of the first eight months of effort on a project directed at improving metallic interconnect materials for solid oxide fuel cells (SOFCs). The results include cyclic oxidation studies of a group of ferritic alloys, which are candidate interconnect materials. The exposures have been carried out in simulated fuel cell atmospheres. The oxidation morphologies have been characterized and the ASR has been measured for the oxide scales. The effect of fuel cell electric… more

STEADY STATE FLAMMABLE GAS RELEASE RATE CALCULATION & LOWER FLAMMABILITY LEVEL EVALUATION FOR HANFORD TANK WASTE [SEC 1 & 2]

Description: Flammable gases such as hydrogen, ammonia, and methane are observed in the tank dome space of the Hanford Site high-level waste tanks. This report assesses the steady-state flammability level under normal and off-normal ventilation conditions in the tank dome space for 177 double-shell tanks and single-shell tanks at the Hanford Site. The steady-state flammability level was estimated from the gas concentration of the mixture in the dome space using estimated gas release rates, Le Chatelier's ru… more
