Airport Improvement Program: FAA Complying With Requirement for Local Involvement in Noise Mitigation Projects

Description: A letter report issued by the General Accounting Office with an abstract that begins "Pursuant to a congressional request, GAO determined whether the Federal Aviation Administration (FAA) must enforce grant assurance as a condition of providing noise mitigation grants to the Seattle-Tacoma International Airport."

Mechanical and Cryogenic Teting of VLPC Flex Circuits Made by Litchfield, Cirexx, and Speedy Circuit

Description: Four flex circuits were tested. They are categorized as: (1) Litchfield narrow; (2) Litchfield wide; (3) Cirexx wide; and (4) Speedy Circuit green. The cross sectional area of copper was calculated from trace resistance measurements. All the flex circuits had an acceptable amount of copper cross section. about 6 e-8 m{sup 2} for all except the Cirexx flex which had 4.5 e-8 m{sup 2}. The thickness of the ribbons was 0.006-inch for the Litchfield and about 0.004-inch for the Cirexx and Speed circ… more

Performance Evaluation of O-Ring Seals in Model 9975 Packaging Assemblies (U)

Description: The Materials Consultation Group of SRTC has completed a review of existing literature and data regarding the useable service life of Viton{reg_sign} GLT fluoroelastomer O-rings currently used in the Model 9975 packaging assemblies. Although the shipping and transportation period is normally limited to 2 years, it is anticipated that these packages will be used for longer-term storage of Pu-bearing materials in KAMS (K-Area Materials Storage) prior to processing or disposition in the APSF (Acti… more

Timetable for Sequestration Actions

Description: Sequestration--the automatic across-the-board cancellation of budgetary resources for the purpose of enforcing budgetary goals--was first established by the 1985 Balanced Budget and Emergency Deficit Control Act (Title II of P.L. 99-177). Section 254 of this act, as amended, provides a timetable for sequestration actions.

The Sequestration Process

Description: Sequestration is the cancellation of budgetary resources for the purpose of enforcing statutory budget limits and pay-as-you-go (PAYGO) requirements. This process is triggered automatically when these statutory limits or PAYGO rules have been violated as a result of legislative actions.

Simulations of implosions with a 3D, parallel, unstructured-grid, radiation-hydrodynamics code

Description: An unstructured-grid, radiation-hydrodynamics code is used to simulate implosions. Although most of the problems are spherically symmetric, they are run on 3D, unstructured grids in order to test the codes ability to maintain spherical symmetry of the converging waves. Three problems, of increasing complexity, are presented. In the first, a cold, spherical, ideal gas bubble is imploded by an enclosing high pressure source. For the second, we add non-linear heat conduction and drive the implosi… more

Effect of Americium-241 Content on Plutonium Radiation Source Terms

Description: The management of excess plutonium by the US Department of Energy includes a number of storage and disposition alternatives. Savannah River Site (SRS) is supporting DOE with plutonium disposition efforts, including the immobilization of certain plutonium materials in a borosilicate glass matrix. Surplus plutonium inventories slated for vitrification include materials with elevated levels of Americium-241. The Am-241 content of plutonium materials generally reflects in-growth of the isotope due … more

Research on High-Bandgap Materials and Amorphous Silicon-Based Solar Cells, Final Technical Report, 15 May 1994-15 January 1998

Description: This report describes work performed by Syracuse University under this subcontract. Researchers developed a technique based on electroabsorption measurements for obtaining quantitative estimates of the built-in potential Vbi in a-Si:H-based heterostructure solar cells incorporating microcrystalline or a-SiC:H p layers. Using this new electroabsorption technique, researchers confirmed previous estimates of Vbi {yields} 1.0 V in a-Si:H solar cells with ''conventional'' intrinsic layers and either… more

Electrical resistance tomography of unsaturated flow and transport in Yucca Mountain

Description: Electrical Resistance Tomography (ERT), a new geophysical imaging technique, was used to study the movement of a tracer through the test block at the Unsaturated Zone Transport Test (UZTT) at Busted Butte, Nevada. Data were collected four times starting in July and ending in early September, 1998. ERT baseline images show a resistivity structure which is consistent with the known lithology in the rear part of the test block. There appears to be a low resistivity region in the front half of the … more
