Immigration of Foreign Workers: Labor Market Tests and Protections

Description: This report discusses §1611, the American Recovery and Reinvestment Act of 2009, which requires companies receiving Troubled Asset Relief Program (TARP) funding to comply with the more rigorous labor market rules of H-1B dependent companies if they hire foreign workers on H-1B visas.

Assessment of the Idaho National Laboratory Hot Fuel Examination Facility Stack Monitoring Site for Compliance with ANSI/HPS N13.1 1999

Description: This document reports on a series of tests to determine whether the location of the air sampling probe in the Hot Fuels Examination Facility (HFEF) heating, ventilation and air conditioning (HVAC) exhaust duct meets the applicable regulatory criteria regarding the placement of an air sampling probe. Federal regulations require that a sampling probe be located in the exhaust stack according to the criteria of the ANSI/HPS N13.1-1999, Sampling and Monitoring Releases of Airborne Radioactive Subst… more

Competitive repair by naturally dispersed repetitive DNA during non-allelic homologous recombination

Description: Genome rearrangements often result from non-allelic homologous recombination (NAHR) between repetitive DNA elements dispersed throughout the genome. Here we systematically analyze NAHR between Ty retrotransposons using a genome-wide approach that exploits unique features of Saccharomyces cerevisiae purebred and Saccharomyces cerevisiae/Saccharomyces bayanus hybrid diploids. We find that DNA double-strand breaks (DSBs) induce NAHR-dependent rearrangements using Ty elements located 12 to 48 kilob… more

Final Report on "Rising CO2 and Long-term Carbon Storage in Terrestrial Ecosystems: An Empirical Carbon Budget Validation"

Description: The primary goal of this report is to report the results of Grant DE-FG02-97ER62458, which began in 1997 as Grant DOE-98-59-MP-4 funded through the TECO program. However, this project has a longer history because DOE also funded this study from its inception in 1985 through 1997. The original grant was focused on plant responses to elevated CO2 in an intact ecosystem, while the latter grant was focused on belowground responses. Here we summarize the major findings across the 25 years this study… more

Experimental Study of Reversed Shear Alfven Eigenmodes During The Current Ramp In The Alcator C-Mod Tokamak

Description: Experiments conducted in the Alcator C-Mod tokamak at MIT have explored the physics of reversed shear Alfven eigenmodes (RSAEs) during the current ramp. The frequency evolution of the RSAEs throughout the current ramp provides a constraint on the evolution of qmin, a result which is important in transport modeling and for comparison with other diagnostics which directly measure the magnetic field line structure. Additionally, a scaling of the RSAE minimum frequency with the sound speed is used … more

A New Two-Faced Scalar Solution and Cosmological SUSY Breaking

Description: We propose a possible new way to resolve the long standing problem of strong supersymmetry breaking coexisting with a small cosmological constant. We consider a scalar component of a minimally coupled N = 1 supermultiplet in a general Friedmann-Robertson-Walker (FRW) expanding universe. We argue that a tiny term, proportional to H{sup 2} {approx} 10{sup -122} in Plank's units, appearing in the field equations due to this expansion will provide both, the small vacuum energy and the heavy mass of… more

Swift-BAT Survey of Galactic Sources: Catalog and Properties of the Populations

Description: We study the populations of X-ray sources in the Milky Way in the 15-55 keV band using a deep survey with the BAT instrument aboard the Swift observatory. We present the logN-logS distributions of the various source types and we analyze their variability and spectra. For the low-mass X-ray binaries (LMXBs) and the high-mass X-ray binaries (HMXBs) we derive the luminosity functions to a limiting luminosity of L{sub X} {approx} 7 x 10{sup 34} erg s{sup -1}. Our results confirm the previously foun… more

Frequently Asked Questions about IMF Involvement in the Eurozone Debt Crisis

Description: On May 2, 2010, the Eurozone member states and the International Monetary Fund (IMF) announced an unprecedented €110 billion (about $145 billion) financial assistance package for Greece. The following week, on May 9, 2010, EU leaders announced that they would make an additional €500 billion (about $636 billion) in financial assistance available to vulnerable European countries, and suggested that the IMF could contribute up to an additional €220 billion to €250 billion (about $280 billion to $3… more
