Export Controls: Observations on Selected Countries' Systems and Proposed Treaties

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. government annually controls billions of dollars worth of U.S. arms and dual-use items exported to its allies and partners through a system of laws, regulations, and processes. Weaknesses in this system led GAO in 2007 to include export controls as part of a high-risk area and called for a reexamination, including evaluating alternative approaches. Increasing international collaboration on defe… more

Centroid Position as a Function of Total Counts in a Windowed CMOS Image of a Point Source

Description: We obtained 960,200 22-by-22-pixel windowed images of a pinhole spot using the Teledyne H2RG CMOS detector with un-cooled SIDECAR readout. We performed an analysis to determine the precision we might expect in the position error signals to a telescope's guider system. We find that, under non-optimized operating conditions, the error in the computed centroid is strongly dependent on the total counts in the point image only below a certain threshold, approximately 50,000 photo-electrons. The LSST… more

What Happened with Spectrometer Magnet 2B

Description: The spectrometer solenoid is supposed to be the first magnets installed in MICE [1]-[4]. This report described what happened during the test of the MICE spectrometer solenoid 2B. First, the report describes the temperatures in the magnet, the cooler top plate and the shield during the run where the magnet quenched at 258 A. During this quench, a lead between the bottom of the HTS leads and the diode bank burned out causing the magnet to quench. Second, three methods for measuring the net heat f… more

Optimizing Stellarators for Turbulent Transport

Description: Up to now, the term "transport-optimized" stellarators has meant optimized to minimize neoclassical transport, while the task of also mitigating turbulent transport, usually the dominant transport channel in such designs, has not been addressed, due to the complexity of plasma turbulence in stellarators. Here, we demonstrate that stellarators can also be designed to mitigate their turbulent transport, by making use of two powerful numerical tools not available until recently, namely gyrokinetic… more

A prototype station for ARIANNA: a detector for cosmic neutrinos

Description: The Antarctic Ross Iceshelf Antenna Neutrino Array (ARIANNA) is a proposed detector for ultra-high energy astrophysical neutrinos. It will detect coherent radio Cherenkov emission from the particle showers produced by neutrinos with energies above about 1017 eV. ARIANNA will be built on the Ross Ice Shelf just off the coast of Antarctica, where it will eventually cover about 900 km2 in surface area. There, the ice-water interface below the shelf reflects radio waves, giving ARIANNA sensitivity … more

Ion Mobility Mass Spectrometry Direct Isotope Abundance Analysis

Description: The nuclear forensics community is currently engaged in the analysis of illicit nuclear or radioactive material for the purposes of non-proliferations and attribution. One technique commonly employed for gathering nuclear forensics information is isotope analysis. At present, the state-of-the-art methodology for obtaining isotopic distributions is thermal ionization mass spectrometry (TIMS). Although TIMS is highly accurate at determining isotope distributions, the technique requires an element… more

Gap Closing/Finishing by Targeted Genomic Region Enrichment and Sequencing

Description: Gap Closing/Finishing of draft genome assemblies is a labor and cost intensive process where several rounds of repetitious amplification and sequencing are required. Here we demonstrate a high throughput procedure where custom primers flanking gaps in draft genomes are designed. Primer libraries containing up to 4,000 unique pairs in independent droplets are merged with a fragmented genomic template. From this millions of picoliter scale droplets are formed, each one being the functional equ… more
