Federal Contracting: Opportunities Exist to Increase Competition and Assess Reasons When Only One Offer Is Received

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Competition is a critical tool for achieving the best return on the government's investment. While federal agencies are generally required to award contracts on the basis of full and open competition, they are permitted to award noncompetitive contracts in certain situations. Agencies are also required to establish competition advocates to promote competition. GAO assessed (1) trends in noncompetitive c… more

Department of Defense: Additional Actions Needed to Improve Financial Management of Military Equipment

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Major defense acquisition programs (MDAP) are used to acquire, modernize, or extend the service life of the Department of Defense's (DOD) most expensive assets, primarily military equipment. The Weapon Systems Acquisition Reform Act of 2009 (P.L. 111-23), section 304(b), directed us to perform a review of weaknesses in DOD's operations that affect the reliability of financial information for assets acqu… more

Defense Acquisitions: Guidance Needed on Navy's Use of Investment Incentives at Private Shipyards

Description: A letter report issued by the Government Accountability Office with an abstract that begins "As fiscal constraints increasingly shape Navy shipbuilding plans, the pressure to increase efficiency mounts. Modernizing facilities and equipment at shipyards that build Navy ships can lead to improved efficiency, ultimately reducing the cost of constructing ships. In response to a request from the House Appropriations Subcommittee on Defense, GAO (1) identified investments in facilities and equipment … more

A nanocrystal strain gauge for luminescence detection of mechanical forces

Description: Local microscale stresses play a crucial role in inhomogeneous mechanical processes from cell motility to material failure. However, it remains difficult to spatially resolve stress at these small length scales. While contact-probe and non-contact based techniques have been used to quantify local mechanical behavior in specific systems with high stiffness or stress and spatial resolution, these methods cannot be used to study a majority of micromechanical systems due to spectroscopic and geomet… more

Energy-Water Nexus

Description: Conclusions of this presentation are: (1) energy and water are interconnected; (2) new energy sources will place increased demands on water supplies; (3) existing energy sources will be subjected to increasing restrictions on their water use; and (4) integrated decision support tools will need to be developed to help policy makers decide which policies and advanced technologies can address these issues.

RAPID SEPARATION METHOD FOR 237NP AND PU ISOTOPES IN LARGE SOIL SAMPLES

Description: A new rapid method for the determination of {sup 237}Np and Pu isotopes in soil and sediment samples has been developed at the Savannah River Site Environmental Lab (Aiken, SC, USA) that can be used for large soil samples. The new soil method utilizes an acid leaching method, iron/titanium hydroxide precipitation, a lanthanum fluoride soil matrix removal step, and a rapid column separation process with TEVA Resin. The large soil matrix is removed easily and rapidly using this two simple precipi… more

Determination of 237NP and Pu Isotopes in Large Soil Samples by Inductively Coupled Plasma Mass Spectrometry

Description: A new method for the determination of {sup 237}Np and Pu isotopes in large soil samples has been developed that provides enhanced uranium removal to facilitate assay by inductively coupled plasma mass spectrometry (ICP-MS). This method allows rapid preconcentration and separation of plutonium and neptunium in large soil samples for the measurement of {sup 237}Np and Pu isotopes by ICP-MS. {sup 238}U can interfere with {sup 239}Pu measurement by ICP-MS as {sup 238}UH{sup +} mass overlap and {sup… more

Calibration of the modulation transfer function of surface profilometers with binary pseudo-random test standards: Expanding the application range

Description: A modulation transfer function (MTF) calibration method based on binary pseudo-random (BPR) gratings and arrays [Proc. SPIE 7077-7 (2007), Opt. Eng. 47(7), 073602-1-5 (2008)] has been proven to be an effective MTF calibration method for a number of interferometric microscopes and a scatterometer [Nucl. Instr. and Meth. A 616, 172-82 (2010]. Here we report on a significant expansion of the application range of the method. We describe the MTF calibration of a 6 inch phase shifting Fizeau interfer… more

Transport of Heat, Water Vapor and Carbon Doxide by Long Period Eddies in the Stable Boundary Layer

Description: The vertical transport of heat and trace chemicals for a night in April has been studied with a wavelet analysis and conventional one-hour averages. It was found that for the night of April 20, 2009, turbulent kinetic energy, heat and trace chemicals were transported directed downward from the jet core. The most significant periods for this transport were less than 5 minutes and greater than one hour with intermittent transport taking place in the 5 min to 1 hour time frame. The nocturnal bound… more

Animal Waste and Hazardous Substances: Current Laws and Legislative Issues

Description: The animal sector of agriculture has undergone major changes in the last several decades: organizational changes within the industry to enhance economic efficiency have resulted in larger confined production facilities that often are geographically concentrated. These changes, in turn, have given rise to concerns over the management of animal wastes and potential impact on environmental quality.

Reaction Mechanisms for Barite Dissolution and Growth

Description: In Stack and Rustad (2007), the reactive flux method (Rey and Hynes, 1996) and molecular dynamics (MD) were used to simulate the {001} barite-water interface structure and water exchange rate of aqueous barium ions and barium surface species. Atomic-level mineralwater interfacial structure and kinetics are being studied with increasing precision due to advances in spectroscopic methods at synchrotron x-ray sources as well as improved computational capacity. Better characterization of these inte… more
