Nuclear Nonproliferation: DOE Needs to Address Uncertainties with and Strengthen Independent Safety Oversight of Its Plutonium Disposition Program

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The end of the Cold War left the United States with a surplus of weapons-grade plutonium, which poses proliferation and safety risks. Much of this material is found in a key nuclear weapon component known as a pit. The Department of Energy (DOE) plans to dispose of at least 34 metric tons of plutonium by fabricating it into mixed oxide (MOX) fuel for domestic nuclear reactors. To do so, DOE's National N… more

Unmanned Aircraft Systems: Comprehensive Planning and a Results-Oriented Training Strategy Are Needed to Support Growing Inventories

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) requested about $6.1 billion in fiscal year 2010 for new unmanned aircraft systems (UAS) and for expanded capabilities in existing ones. To support ongoing operations, the Air Force and Army have acquired a greater number of larger systems. GAO was asked to determine the extent to which (1) plans were in place to account for the personnel, facilities, and communications i… more

Bureau of the Public Debt: Areas for Improvement in Information Security Controls

Description: Correspondence issued by the Government Accountability Office with an abstract that begins "In connection with fulfilling our requirement to audit the financial statements of the U.S. government, we audited and reported on the Schedules of Federal Debt Managed by the Bureau of the Public Debt (BPD) for the fiscal years ended September 30, 2009 and 2008. As part of these audits, we performed a review of the general and application information security controls over key BPD financial systems. As … more

Integrated Nucleosynthesis in Neutrino Driven Winds

Description: Although they are but a small fraction of the mass ejected in core-collapse supernovae, neutrino-driven winds (NDWs) from nascent proto-neutron stars (PNSs) have the potential to contribute significantly to supernova nucleosynthesis. In previous works, the NDW has been implicated as a possible source of r-process and light p-process isotopes. In this paper we present time-dependent hydrodynamic calculations of nucleosynthesis in the NDW which include accurate weak interaction physics coupled to… more

RESPONSE OF ALUMINUM SPHERES IN SITU TO DETONATION

Description: Time sequence x-ray imaging was utilized to determine the response of aluminum spheres embedded in a detonating high-explosive cylinder. The size of these spheres ranged from 3/8-inch to 1/32-inch in diameter. These experiments directly observed the response of the spheres as a function of time after interaction with the detonation wave. As the spheres are entrained in the post-detonation flow field, they are accelerating and their velocity profile is complicated, but can be determined from the… more

FPGA Based Real-time Network Traffic Analysis using Traffic Dispersion Patterns

Description: The problem of Network Traffic Classification (NTC) has attracted significant amount of interest in the research community, offering a wide range of solutions at various levels. The core challenge is in addressing high amounts of traffic diversity found in today's networks. The problem becomes more challenging if a quick detection is required as in the case of identifying malicious network behavior or new applications like peer-to-peer traffic that have potential to quickly throttle the network… more

Financial Regulatory Reform: Systemic Risk and the Federal Reserve

Description: The recent financial crisis contained a number of systemic risk episodes, or episodes that caused instability for large parts of the financial system. The lesson some policymakers have taken from this crisis is that a systemic risk or "macroprudential" regulator is needed to prevent similar episodes in the future. This report defines the potential duties and responsibilities of a systemic risk regulator, relating those duties to events that potentially contributed to the recent crisis. It then … more

The U.S. Motor Vehicle Industry: Confronting a New Dynamic in the Global Economy

Description: This report provides an in-depth analysis of the 2009 crisis in the U.S. auto industry and its prospects for regaining domestic and global competitiveness. It also analyzes business and policy issues arising from the unprecedented restructurings that occurred within the industry. The starting point for this analysis is June-July 2009, with General Motors Company (GM or new GM) and Chrysler Group LLC (or new Chrysler) incorporated as new companies, having selectively acquired many, but not all, … more

Recall of Legislators and the Removal of Members of Congress from Office

Description: Under the United States Constitution and congressional practice, Members of Congress may have their services ended prior to the normal expiration of their constitutionally established terms of office by their resignation or death, or by action of the house of Congress in which they are a Member by way of an "expulsion," or by a finding that in accepting a subsequent "incompatible" public office, the Member would be deemed to have vacated his congressional seat. Extraterritorial Application of American Criminal Law

Description: Crime is ordinarily proscribed, tried, and punished according to the laws of the place where it occurs. American criminal law applies beyond the geographical confines of the United States, however, under certain limited circumstances. A surprising number of federal criminal statutes have extraterritorial application, but prosecutions have been few. This may be because when extraterritorial criminal jurisdiction does exist, practical and legal complications, and sometimes diplomatic consideratio… more

Calibration of the Total Carbon Column Observing Network using Aircraft Profile Data

Description: The Total Carbon Column Observing Network (TCCON) produces precise measurements of the column average dry-air mole fractions of CO{sub 2}, CO, CH{sub 4}, N{sub 2}O and H{sub 2}O at a variety of sites worldwide. These observations rely on spectroscopic parameters that are not known with sufficient accuracy to compute total columns that can be used in combination with in situ measure ments. The TCCON must therefore be calibrated to World Meteorological Organization (WMO) in situ trace gas measure… more

Near infrared spectral imaging of explosives using a tunable laser source

Description: Diffuse reflectance near infrared hyperspectral imaging is an important analytical tool for a wide variety of industries, including agriculture consumer products, chemical and pharmaceutical development and production. Using this technique as a method for the standoff detection of explosive particles is presented and discussed. The detection of the particles is based on the diffuse reflectance of light from the particle in the near infrared wavelength range where CH, NH, OH vibrational overtone… more

Calcifying Cyanobacteria - The Potential of Biomineralization for Carbon Capture and Storage

Description: Employment of cyanobacteria in biomineralization of carbon dioxide by calcium carbonate precipitation offers novel and self-sustaining strategies for point-source carbon capture and sequestration. Although details of this process remain to be elucidated, a carbon-concentrating mechanism, and chemical reactions in exopolysaccharide or proteinaceous surface layers are assumed to be of crucial importance. Cyanobacteria can utilize solar energy through photosynthesis to convert carbon dioxide to re… more
