Information Technology Reform: Progress Made; More Needs to Be Done to Complete Actions and Measure Results

Description: Testimony issued by the Government Accountability Office with an abstract that begins "As discussed in our report, OMB and key federal agencies have made progress on selected action items identified in the IT Reform Plan, but there are several areas where more remains to be done. Of the 10 key action items we reviewed, 3 were completed and the other 7 were partially completed by December 2011. The action items that are behind schedule share a common reason for the delays: the complexity of the … more

Bureau of the Public Debt: Areas for Improvement in Information Systems Controls

Description: Correspondence issued by the Government Accountability Office with an abstract that begins "During our fiscal year 2011 audit, we identified eight new general information systems control deficiencies related to access controls, configuration management, and segregation of duties. We made nine recommendations to address these control deficiencies. In a separately issued Limited Official Use Only report, we communicated to BPD management detailed information regarding our findings and related rec… more

DOD Strategic Communication: Integrating Foreign Audience Perceptions into Policy Making, Plans, and Operations

Description: Correspondence issued by the Government Accountability Office with an abstract that begins "DOD officials are seeking to approach strategic communication as a process that leaders, planners, and operators should follow to integrate foreign audience perceptions into policy making, planning, and operations at every level. However, descriptions of strategic communication in several key documents—including the Quadrennial Defense Review and the National Framework for Strategic Communication—charact… more

Information Technology: HUD's Fiscal Year 2011 Expenditure Plan Satisfies Statutory Conditions

Description: A letter report issued by the Government Accountability Office with an abstract that begins "HUD’s fiscal year 2011 expenditure plan, which seeks to obligate about $114 million for seven modernization projects, along with enterprisewide services and program management, satisfies both sets of statutory conditions contained in the 2011 appropriations act. Specifically, for the first set of statutory conditions, the plan identified the functional and performance capabilities, mission benefits, lif… more

A METHODOLOGY FOR DETERMINING THE DOSE RATE FOR BOUNDING MASS LIMITS IN A 9977 PACKAGING

Description: The Small Gram Quantity (SGQ) concept is based on the understanding that the hazards associated with the shipment of a radioactive material are directly proportional to its mass. This study describes a methodology that estimates the acceptable masses for several neutron and gamma emitting isotopes that can be shipped in a 9977 Package compliant with the Title 10 of the Code of Federal Regulations, Part 71 (10CFR71) external radiation level limits. 10CFR71.33 states that a shipping application i… more

LSST Camera Optics Design

Description: The Large Synoptic Survey Telescope (LSST) uses a novel, three-mirror, telescope design feeding a camera system that includes a set of broad-band filters and three refractive corrector lenses to produce a flat field at the focal plane with a wide field of view. Optical design of the camera lenses and filters is integrated in with the optical design of telescope mirrors to optimize performance. We discuss the rationale for the LSST camera optics design, describe the methodology for fabricating, … more

The Challenge for Arms Control Verification in the Post-New START World

Description: Nuclear weapon arms control treaty verification is a key aspect of any agreement between signatories to establish that the terms and conditions spelled out in the treaty are being met. Historically, arms control negotiations have focused more on the rules and protocols for reducing the numbers of warheads and delivery systems - sometimes resorting to complex and arcane procedures for counting forces - in an attempt to address perceived or real imbalances in a nation's strategic posture that cou… more

Rapid Determination Of Radiostrontium In Large Soil Samples

Description: A new method for the determination of radiostrontium in large soil samples has been developed at the Savannah River Environmental Laboratory (Aiken, SC, USA) that allows rapid preconcentration and separation of strontium in large soil samples for the measurement of strontium isotopes by gas flow proportional counting. The need for rapid analyses in the event of a Radiological Dispersive Device (RDD) or Improvised Nuclear Device (IND) event is well-known. In addition, the recent accident at Fuku… more

Coupling Impedance of a Periodic Array of Diaphragms (Erratum)

Description: A method is presented for calculating the high-frequency longitudinal and transverse coupling impedances in a periodic array of diaphragms in a circular perfectly conducting pipe. The method is based on Weinstein's theory of diffraction of a plane electromagnetic wave on a stack of halfplanes. Using Weinstein's solution, it is shown that the problem of finding the beam field in the pipe reduces to an effective boundary condition at the radius of the diaphragms that couples the longitudinal elec… more

Final Report

Description: The overall objective is to create robust artificial protein modules as scaffolds to control both (a) the conformation of novel cofactors incorporated into the modules thereby making the modules possess a desired functionality and (b) the organization of these functional modules into ordered macroscopic ensembles, whose macroscopic materials properties derive from the designed microscopic function of the modules. We focus on two specific types of cofactors for imparting functionality in this pr… more

Photonic Doppler Velocimetry Multiplexing Techniques: Evaluation of Photonic Techniques

Description: This poster reports progress related to photonic technologies. Specifically, the authors developed diagnostic system architecture for a Multiplexed Photonic Doppler Velocimetry (MPDV) that incorporates frequency and time-division multiplexing into existing PDV methodology to provide increased channel count. Current MPDV design increases number of data records per digitizer channel 8x, and also operates as a laser-safe (Class 3a) system. Further, they applied heterodyne interferometry to allow f… more

Determination of the 242Pu Branching Ratio via Alpha-Gamma Coincidence

Description: When the burn-up is high, the {sup 242}Pu isotopic content becomes more important. The traditional correlation method will fail. The {sup 242}Pu isotopic content in the sample plays an essential role if the neutron coincidence method is used to quantify the total amount of plutonium. In one of the earlier measurements we had a chance to measure an isotopic pure (> 99.95 %) {sup 242}Pu thick sample and realized that the difference in the branching ratio (BR) value among current nuclear data3)… more

Pakistan-U.S. Relations

Description: In a security alliance since 2004 and "strategic partners" since 2006, the United States and Pakistan for decades experienced major shifts in the nature and tone of their relations. In the post- 9/11 period, assisting in the creation of a more stable, democratic, and prosperous Pakistan actively combating religious militancy has been among the most important U.S. foreign policy efforts. Pakistan is among the leading recipients of U.S. aid in the post-9/11 period, having been appropriated about … more

What Is Systemic Risk? Does It Apply to Recent JP Morgan Losses?

Description: Systemic risk refers to the possibility that the financial system as a whole might become unstable, rather than the health of individual market participants. Stable financial systems do not transmit or magnify shocks to the broader economy. A firm, person, government, financial utility, or policy might create systemic risk if (1) its failure causes other failures in a domino effect; (2) news about its assets signals that others with similar assets may also be distressed, called contagion; (3) … more

Syria: Unrest and U.S. Policy

Description: Syria remains mired in political confrontation and violence, and is perched on the edge of civil war. U.S. officials and many analysts believe that President Bashar al Asad, his family members, and his supporters will ultimately be forced from power. President Obama and his Administration have been calling for Asad's resignation since August 2011, and have been vocal advocates for United Nations Security Council action to condemn the Syrian government and end the bloodshed. The United States ha… more
