The Nation's Long-Term Fiscal Outlook: January 2007 Update

Description: Correspondence issued by the Government Accountability Office with an abstract that begins "Since 1992, GAO has published long-term fiscal simulations of what might happen to federal deficits and debt levels under varying policy assumptions. GAO developed its long-term model in response to a bipartisan request from Members of Congress who were concerned about the long-term effects of fiscal policy. In 1992 GAO said: "The federal budget is structurally unbalanced. This will do increasing damage … more

Telecommunications: GSA Has Accumulated Adequate Funding for Transition to New Contracts but Needs Cost Estimation Policy

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The General Services Administration (GSA) and its customer agencies are preparing to transition new governmentwide telecommunications contracts known as the Networx program. GSA estimated the costs for which it is responsible to be $151.5 million. This report addresses (1) the soundness of the analysis GSA used to derive the estimate of funding that would be required for the transition and (2) whether G… more

Federal Capital: Three Entities' Implementation of Capital Planning Principles Is Mixed

Description: A letter report issued by the Government Accountability Office with an abstract that begins "In fiscal year 2005, the federal government spent nearly $117 billion on capital investments intended to yield long-term benefits for its operations. Effective capital planning ensures that the sizable investments made by federal agencies result in the most efficient return to taxpayers. Accordingly, GAO evaluated (1) how well selected entities followed the planning phase principles of GAO's Executive G… more

Highway Emergency Relief: Reexamination Needed to Address Fiscal Imbalance and Long-term Sustainability

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Since 1972, Congress has authorized $100 million a year for highway disaster recovery needs through the Federal Highway Administration's (FHWA) Emergency Relief (ER) program. Increasingly, the program's actual costs have exceeded this amount, and Congress has provided additional funding. Because of this fiscal imbalance between program funding and program needs, we reviewed ER under the Comptroller Gene… more

Evidence for Distinct Components of the Galactic Stellar Halo from 838 RR Lyrae Stars Discovered in the LONEOS-I Survey

Description: We present 838 ab-type RR Lyrae stars from the Lowell Observatory Near Earth Objects Survey Phase I (LONEOS-I). These objects cover 1430 deg{sup 2} and span distances ranging from 3-30kpc from the Galactic Center. Object selection is based on phased, photometric data with 28-50 epochs. We use this large sample to explore the bulk properties of the stellar halo, including the spatial distribution. The period-amplitude distribution of this sample shows that the majority of these RR Lyrae stars re… more

Finite Element approach for Density Functional Theory calculations on locally refined meshes

Description: We present a quadratic Finite Element approach to discretize the Kohn-Sham equations on structured non-uniform meshes. A multigrid FAC preconditioner is proposed to iteratively solve the equations by an accelerated steepest descent scheme. The method was implemented using SAMRAI, a parallel software infrastructure for general AMR applications. Examples of applications to small nanoclusters calculations are presented.

Dynamic Diamond Anvil Cell (dDAC): A novel device for studying the dynamic-pressure properties of materials

Description: We have developed a unique device, a dynamic diamond anvil cell (dDAC), which repetitively applies a time-dependent load/pressure profile to a sample. This capability allows studies of the kinetics of phase transitions and metastable phases at compression (strain) rates of up to 500 GPa/sec ({approx}0.16 s{sup -1} for a metal). Our approach adapts electromechanical piezoelectric actuators to a conventional diamond anvil cell design, which enables precise specification and control of a time-depe… more

Closed Orbit Distortion and the Beam-Beam Interaction

Description: We study the applicability of beam-beam deflection techniques as a tuning tool for the SLAC/LBL/LLNL B factory, PEP-II. Assuming that the closed orbits of the two beams are separated vertically at the interaction point by a local orbit bump that is nominally closed, we calculate the residual beam orbit distortions due to the beam-beam interaction. Difference orbit measurements, performed at points conveniently distant from the IP, provide distinct coordinate- or frequency-space signatures that … more

Environmental Consequences of Large-Scale Deployment of New Energy Systems

Description: This project's scientific goal was to achieve better understanding of where land cover change may mitigate climate change, accounting for both direct climate effects as well as the impacts on the global carbon cycle. As tools for investigating this problem, several models of different complexities were used: an offline land model, a standard coupled climate model, and a model in which coupled carbon-climate interactions were explicitly represented. Results from all model simulations were qualit… more

Final Report LDRD 04-ERD-021

Description: In this project, we performed experiments and simulations to establish constitutive models for plastic behavior and to determine the deformation mechanism of nanocrystalline materials at different grain sizes (<100 nm) and high strain rates (>10{sup 6}/s). The experiments used both laser-induced shocks and isentropic compression to investigate, for the first time, the high-strain-rate deformation of nanocrystalline Ni. Samples were characterized using transmission electron microscopy, nan… more

LDRD Final Report: Surrogate Nuclear Reactions and the Origin of the Heavy Elements (04-ERD-057)

Description: Research carried out in the framework of the LDRD project ''Surrogate Nuclear Reactions and the Origin of the Heavy Elements'' (04-ERD-057) is summarized. The project was designed to address the challenge of determining cross sections for nuclear reactions involving unstable targets, with a particular emphasis on reactions that play a key role in the production of the elements between Iron and Uranium. This report reviews the motivation for the research, introduces the approach employed to addr… more

X-ray Free-electron Lasers

Description: In a free-electron laser (FEL) the lasing medium is a high-energy beam of electrons flying with relativistic speed through a periodic magnetic field. The interaction between the synchrotron radiation that is produced and the electrons in the beam induces a periodic bunching of the electrons, greatly increasing the intensity of radiation produced at a particular wavelength. Depending only on a phase match between the electron energy and the magnetic period, the wavelength of the FEL radiation ca… more

Final Task Report on NRF Measurements of Photon Scattering Resonances in Plutonium at the High Voltage Research Laboratory of MIT

Description: Conclusions of this report are that there are 13 new transitions associated with NRF states in {sup 239}Pu that have been discovered. These resonances are between 2- and 2.5-MeV relative to the ground state in {sup 239}Pu. The strengths of most these resonances are between 15 and 20 eV b. This approximately is the strength required for using the transmission detection method for NRF [Pruet et al J. Appl. Phys. 99 12310 (2006)] for six-sigma alarm confidence levels. Future measurements on {sup 2… more

Droplet-Based Segregation and Extraction of Concentrated Samples

Description: Microfluidic analysis often requires sample concentration and separation techniques to isolate and detect analytes of interest. Complex or scarce samples may also require an orthogonal separation and detection method or off-chip analysis to confirm results. To perform these additional steps, the concentrated sample plug must be extracted from the primary microfluidic channel with minimal sample loss and dilution. We investigated two extraction techniques; injection of immiscible fluid droplets … more

Nonproliferation and Threat Reduction Assistance: U.S. Programs in the Former Soviet Union

Description: This report summarizes many issues raised in Congressional debates on the future of U.S. nonproliferation and threat reduction assistance. However, it first reviews the history of these programs, describing their origins in 1991, their expansion and evolution during the 1990s, and the changes in their direction during the first two years of the Bush Administration. The report also provides a broad summary of many of the program areas and projects supported by U.S. funding.
