Food Stamp Program: States' Use of Options and Waivers to Improve Program Administration and Promote Access

Description: A letter report issued by the General Accounting Office with an abstract that begins "To help states administer their Food Stamp Programs, the Food and Nutrition Service (FNS) offers options and waivers to their program rules and regulations. Almost all states used options or waivers in their food stamp eligibility determination process. More than half of the states chose to make households receiving Temporary Assistance for Needy Families (TANF) services automatically eligible for food stamps.… more

Roller Burnishing - A Cold Working Tool to Reduce Weld Induced Residual Stress

Description: The possibility of stress corrosion cracking (SCC) in regions of tensile residual stress introduced by weld deposited material has been a concern where environmental effects can reduce component life. Roller burnishing, a form of mechanical cold-working, has been considered as a means of providing for residual stress state improvements. This paper provides a computational evaluation of the roller burnishing process to address the permanent deformation needed to introduce a desirable residual st… more

Electron proton two-stream instability at the PSR.

Description: A strong, fast, transverse instability has long been observed at the Los Alamos Proton Storage Ring (PSR) where it is a limiting factor on peak intensity. Most of the available evidence, based on measurements of the unstable proton beam motion, is consistent with an electron-proton two-stream instability. The need for higher beam intensity at PSR [1] and for future high-intensity, proton drivers has motivated a multi-lab collaboration (LANL, ANL, FNAL, LBNL, BNL, ORNL, and PPPL) to coordinate r… more

Evaluation of Mass Transfer Performance for Caustic-Side Solvent Extraction of Cesium in a Conventional 5-cm Centrifugal Contactor

Description: Tests have been conducted to determine if satisfactory mass transfer performance is achieved using a fully pumping 5-cm centrifugal contactor under conditions present in the Caustic-Side Solvent Extraction (CSSX) process. Tests utilized a commercially available contactor that had been modified by installation of a rotor housing bottom that had straight radial vanes on the process side. As received from the vendor, the housing bottom was equipped with curved (impeller-type) vanes that were inten… more

Measurement of Gas and Liquid Velocities in an Air-Water Two-Phase Flow using Cross-Correlation of Signals from a Double Senor Hot-Film Probe

Description: Local gas and liquid velocities are measured by cross-correlating signals from a double sensor hot-film anemometer probe in pure water flow and air water two-phase flow. The gas phase velocity measured in two-phase flow agrees with velocity data obtained using high-speed video to within +/-5%. A turbulent structure, present in the liquid phase, allows a correlation to be taken, which is consistent with the expected velocity profiles in pure liquid flow. This turbulent structure is also present … more

Effects of lattice disorder in the UCu(5-x)Pd(x) system

Description: The UCu5-x Pdx system exhibits non-Fermi liquid (NFL) behavior in thermodynamic and transport properties at low temperatures for Pd concentrations 0.9 less than or approximately x less than or approximately 1.5. The local structure around the U, Cu, and Pd atoms has been measured for

Continuum simulation of dislocation dynamics: Predictions for internal friction response

Description: The amplitude dependent mechanical loss due to bosing of an idealized Frank-Read Source is studied using both simulation and analytical techniques. Dislocations are modeled within isotropic elasticity theory, and are assumed to be in the over-damped limit.

Carbon Monoxide Dehydrogenases and Acetyl-CoA Synthases: Light at the End of the Tunnel?

Description: OAK-B135 Metalloenzymes seem to ''come of age'' when their structures are known at atomic resolution, spectroscopic and catalytic properties are basically understood, and genetic expression systems are available. Such foundations allow detailed mechanistic and spectroscopic properties to be probed and correlated to structure. The objective of this article is to summarize what is known about the title group of enzymes, and show that, to a large degree, they have come of age.

Preliminary Efforts to Couple TETRAD with Geophysics Models

Description: The Geothermal Program at the Idaho National Engineering and Environmental Laboratory is enhancing our reservoir simulation capabilities by writing new subroutines with TETRAD that write necessary files for use with SAIC's geophysics models, including DC Resistivity, SP, and microgravity. This is part of long-term efforts to develop reservoir models that take advantage of various observations that are - or can be - made on both existing fields or during exploration efforts. These new routines w… more

Information Technology: Enterprise Architecture Use Across the Federal Government Can Be Improved

Description: A letter report issued by the General Accounting Office with an abstract that begins "An enterprise architecture includes descriptive models to help decisionmakers understand how an entity operates today and in the future. Although 52 percent of federal departments and agencies report that they have satisfied at least those management practices for developing, completing, and leveraging architectures, only four percent report that they have satisfied the management practices necessary for an ef… more

Application of Monte Carlo Methods in Molecular Targeted Radionuclide Therapy

Description: Targeted radionuclide therapy promises to expand the role of radiation beyond the treatment of localized tumors. This novel form of therapy targets metastatic cancers by combining radioactive isotopes with tumor-seeking molecules such as monoclonal antibodies and custom-designed synthetic agents. Ultimately, like conventional radiotherapy, the effectiveness of targeted radionuclide therapy is limited by the maximum dose that can be given to a critical, normal tissue, such as bone marrow, kidney… more

Development of Advanced Multi-Modality Radiation Treatment Planning Software

Description: The Idaho National Engineering and Environmental Laboratory (INEEL) has long been active in development of advanced Monte-Carlo based computational dosimetry and treatment planning methods and software for advanced radiotherapy, with a particular focus on Neutron Capture Therapy (NCT) and, to a somewhat lesser extent, Fast-Neutron Therapy. The most recent INEEL software product system of this type is known as SERA, Simulation Environment for Radiotherapy Applications. SERA is at a mature level … more

Fabrication and applications of large aperture diffractive optics

Description: Large aperture diffractive optics are needed in high power laser applications to protect against laser damage during operation and in space applications to increase the light gathering power and consequently the signal to noise. We describe the facilities we have built for fabricating meter scale diffractive optics and discuss several examples of these.

Progress at LLNL toward DPSSL-Driven Intertial Fusion Energy

Description: We describe research indicating that a diode-pumped solid-state laser (DPSSL) can serve as a viable driver for an inertial fusion energy (IFE) power plant. The ongoing construction of the National Ignition Facility (NIF) sets the stage for a new era to start in the next decade for target research aimed at achieving the high gains necessary for both defense and energy applications. In addition, advances in DPSSL research show that this type of laser can have adequate efficiency and reliability, … more

A Geospatial Model for Remedial Design Optimization and Performance Evaluation

Description: Soil and ground water remediation projects require collection and interpretation of large amounts of spatial data. Two-dimensional (2D) mapping techniques are often inadequate for characterizing complex subsurface conditions at contaminated sites. To interpret data from these sites, we developed a methodology that allows integration of multiple, three-dimensional (3D) data sets for spatial analysis. This methodology was applied to the Department of Energy (DOE) Building 834 Operable Unit at Law… more

A PVM Executive Program For Use With RELAP5-3D

Description: A PVM executive program has been developed for use with the RELAP5-3D computer program. The PVM executive allows RELAP5-3D to be coupled with any number of other computer programs to perform integrated analyses of nuclear power reactor systems and related experimental facilities. The executive program manages all phases of a coupled computation. It starts up and configures a virtual machine, spawns all of the coupled processes, coordinates the time step size between the coupled codes, manages t… more
