Acquisition Workforce: Status of Agency Efforts to Address Future Needs

Description: A letter report issued by the General Accounting Office with an abstract that begins "The federal government is dramatically changing the way it purchases goods and services--by relying more on judgment and initiative versus rigid rules to make purchasing decisions. At the same time, agencies are dealing with reductions in the civilian acquisition workforce. GAO was asked to determine what efforts federal civilian agencies are making to address their future acquisition workforce needs."

Natural Gas: Analysis of Changes in Market Price

Description: A letter report issued by the General Accounting Office with an abstract that begins "During the winter of 2000-2001, the wholesale price of natural gas peaked at a level four times greater than its usual level. Responding to the congressional interest and concern caused by these high prices, GAO undertook a study to address the (1) factors that influence natural gas price volatility and the high prices of 2000-2001; (2) federal government's role in ensuring that natural gas prices are determin… more

Information Technology Services: Agencies Complying with Revision to Federal Acquisition Regulation

Description: A letter report issued by the General Accounting Office with an abstract that begins "Concerned that minimum personnel experience or education requirements in agency solicitations for information technology (IT) services were contributing to worker shortages, Congress included a provision in the fiscal year 2001 Defense authorization act requiring that the Federal Acquisition Regulation (FAR) be amended to limit the use of such requirements. Specifically, agencies are not to include such minim… more

Effects of Globally Waste-Disturbing Activities on Gas Generation, Retention, and Release in Hanford Waste Tanks

Description: Various operations are authorized in Hanford single- and double-shell tanks that disturb all or a large fraction of the waste. These globally waste-disturbing activities have the potential to release a large fraction of the retained flammable gas and to affect future gas generation, retention, and release behavior. This report presents analyses of the expected flammable gas release mechanisms and the potential release rates and volumes resulting from these activities. The background of the flam… more

Final Report - Advanced Ion Trap Mass Spectrometry Program - Oak Ridge National Laboratory - Sandia National Laboratory

Description: This report covers the three main projects that collectively comprised the Advanced Ion Trap Mass Spectrometry Program. Chapter 1 describes the direct interrogation of individual particles by laser desorption within the ion trap mass spectrometer analyzer. The goals were (1) to develop an ''intelligent trigger'' capable of distinguishing particles of biological origin from those of nonbiological origin in the background and interferent particles and (2) to explore the capability for individual … more

GaInAsSb/A1GaAsSb/Sb Thermophotovoltaic Devices With an Internal Back-Surface Reflector Formed by Wafer Bonding

Description: A novel implementation for GAInAsSb/AlGaAsSb/GaSb TPV cells with an internal back-surface reflector (BSR) formed by wafer bonding to GaAs is demonstrated. The SiO{sub x}/Ti/Au internal BSR enhances optical absorption within the device, while the dielectric layer provides electrical isolation. This configuration has the potential to improve TPV device performance; is compatible with monolithic series-interconnection of TPV cells for building voltage; and can mitigate the requirements of filters … more

USE OF ONE-ON ANALYSIS TO EVALUATE TOTAL SYSTEM PERFORMANCE

Description: This report presents the results of analyses of the hypothetical performance of the various configurations of selected natural and engineered elements of the proposed Yucca Mountain nuclear-waste repository. These analyses were conducted upon the recommendation of the Nuclear Waste Technical Review Board (NWTRB) regarding an alternative approach to investigate the identified natural and engineered barriers and associated processes with respect to the postclosure performance of the proposed Yucc… more

Reduction of Contaminant Mobility at the TNX Outfall Delta Through the Use of Apatite and Zero-Valent Iron as Soil Amendments

Description: The TNX pilot-scale research facility released processed waste, containing high concentrations of several metals and radionuclides into an unlined seepage basin between 1958 and 1980. The contents of this basin have entered the nearby swamp, the TNX Outfall Delta (TNX OD), by subsurface and overland flow. A multi-faceted strategy has been proposed recently for mitigating contaminant migration at the site. The intent of this remediation strategy is not only to minimize contaminant leaching in a … more

Determination of Reportable Radionuclides for DWPF Sludge Batch 2 (Macro Batch 3)

Description: The Waste Acceptance Product Specifications (WAPS) 1.2 require that ''The Producer shall report the inventory of radionuclides (in Curies) that have half-lives longer than 10 years and that are, or will be, present in concentrations greater than 0.05 percent of the total inventory for each waste type indexed to the years 2015 and 3115''. As part of the strategy to meet WAPS 1.2, the Defense Waste Processing Facility (DWPF) will report for each waste type, all radionuclides (with half-lives grea… more

STREAM II-V4: Revision for STREAM II-V3 to Allow Mouse-Driven Selection of Release Location from a Graphical User Interface

Description: STREAM II-V3 is an aqueous transport module of the Savannah River Site emergency response Weather INformation Display (WIND) system. Stream II-V3 predicts peak concentration and peak concentration arrival time at downstream locations for releases from the SRS facilities to the Savannah River. Fifteen pre-determined potential release locations from SRS facilities were built into the current STREAM II-V3 model. Therefore, STREAM II-V3 can not be used for situations in which release locations diff… more

Microstructure development in hot-pressed silicon carbide: Effects of aluminum, boron, and carbon additives

Description: SiC was hot-pressed with aluminum, boron, and carbon additives. The Al content was modified either to obtain SiC samples containing a continuous Al gradient, or to vary the average Al content. In both cases, dramatic changes in microstructure, phase composition, and grain boundary structure were observed as a result of the Al variation. Similar processing and characterization were done with modified boron and carbon average contents. The systematic experiments allowed identification of the role… more
