Biscuit Fire Recovery Project: Analysis of Project Development, Salvage Sales, and Other Activities

Description: A letter report issued by the Government Accountability Office with an abstract that begins "In 2002, the Biscuit Fire burned almost 500,000 acres of the Rogue River-Siskiyou National Forest in southwestern Oregon. In its wake, the Biscuit Fire Recovery Project (Project) is one of the largest, most complex postfire recovery projects undertaken by the Forest Service. Considerable controversy exists over the Project and its salvage sales to harvest dead trees. GAO was asked to determine (1) how t… more

Justification for the Development of a Bending Magnet Beamline at Sector 10 at the APS.

Description: The long-planned and much-needed merger of EnviroCAT into the Materials Research Collaborative Access Team (MR-CAT) will provide dedicated state-of-the-art facilities that are critical to research on a broad range of issues in environmental sciences. These CATs will focus on developing a bending magnet (BM) beamline for x-ray absorption fine structure (XAFS) and micro x-ray analysis of environmental samples through integration with existing insertion device (ID) capabilities in XAFS, micro x-ra… more

Remaining Sites Verification Package for the 100-B-24 Spillway, Waste Site Reclassification Form 2006-051

Description: The 100-B-24 Spillway is a spillway that was designed to serve as an emergency discharge point for the 116-B-7 outfall in the event that the 100-B-15 river effluent pipelines were blocked, damaged, or undergoing maintenance. The site meets the remedial action objectives specified in the Remaining Sites ROD. The results of confirmatory sampling show that residual contaminant concentrations do not preclude any future uses and allow for unrestricted use of shallow zone soils. The results also demo… more

Studies of Actinides Reduction on Iron Surfaces by Means ofResonant Inelastic X-ray Scattering

Description: The interaction of actinides with corroded iron surfaces was studied using resonant inelastic x-ray scattering (RIXS) spectroscopy at actinide 5d edges. RIXS profiles, corresponding to the f-f excitations are found to be very sensitive to the chemical states of actinides in different systems. Our results clearly indicate that U(VI) (as soluble uranyl ion) was reduced to U(IV) in the form of relatively insoluble uranium species, indicating that the iron presence significantly affects the mobilit… more

Remaining Sites Verification Package for the 100-B-26 Spillway, Waste Site Reclassification Form 2006-052

Description: The 100-B-26 Spillway waste site is a spillway that served as an emergency discharge point for the 132-C-2 outfall in the event that the 100-B-15 river effluent pipelines were blocked, damaged, or undergoing maintenance. The selected action involved demonstrating through confirmatory sampling that cleanup goals have been met and proposing a reclassification of this site to No Action. The results of the confirmatory sampling demonstrate that residual contaminant concentrations remaining in the s… more

Increasing the Fuel Economy and Safety of New Light-DutyVehicles

Description: One impediment to increasing the fuel economy standards forlight-duty vehicles is the long-standing argument that reducing vehiclemass to improve fuel economy will inherently make vehicles less safe. This technical paper summarizes and examines the research that is citedin support of this argument, and presents more recent research thatchallenges it. We conclude that the research claiming that lightervehicles are inherently less safe than heavier vehicles is flawed, andthat other aspects of vehi… more

Deep Resistivity Structure of Yucca Flat, Nevada Test Site, Nevada.

Description: The Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) at their Nevada Site Office are addressing groundwater contamination resulting from historical underground nuclear testing through the Environmental Management program and, in particular, the Underground Test Area project. One issue of concern is the nature of the somewhat poorly constrained pre Tertiary geology and its effects on ground-water flow in the area adjacent to a nuclear test. Ground water modelers… more

Hunting the Scalar Glueball: Prospects for BES III

Description: The search for the ground state scalar glueball $G_0$ isreviewed. Spin zero glueballs will have unique dynamical properties ifthe $<G_0|\overline qq>$ amplitude is suppressed by chiralsymmetry, as it is to all orders in perturbation theory: for instance, mixing of $G_0$ with $\overline qq$ mesons would be suppressed, radiative$\jp$ decay would be a filter for new physics in the spin zero channel, and the decay $G_0 \rightarrow \overline KK$ could be enhanced relativeto $G_0 \rightarrow \pi \pi$. … more

FY2006 Engineering Tech Base Report: Defect Detection in Large CT Image Sets

Description: This image analysis project is constructing a tool for performing computer assisted detection of defects in large CT data sets. We address two primary challenges: proving an algorithm that can reliably highlight the objects of interest, and coupling this algorithm to efficient and effective data management and interface routines. The goal of this project is to create an end to end tool that will efficiently extract from large CT data sets a manageable set of candidate defects that highlights 10… more

Study of CP Symmetry Violation in the Charmonium-K*(892) Channel By a Complete Time Dependent Angular Analysis (BaBar Experiment)

Description: This thesis presents the full-angular time-dependent analysis of the vector-vector channel B{sub d}{sup 0} {yields} J/{psi}(K{sub S}{sup 0}{pi}{sup 0})*{sup 0}. After a review of the CP violation in the B meson system, the phenomenology of the charmonium-K*(892) channels is exposed. The method for the measurement of the transversity amplitudes of the B {yields} J/{psi}K*(892), based on a pseudo-likelihood method, is then exposed. The results from a 81.9 fb{sup -1} of collected data by the BABAR… more

On the Nature of Ultraluminous X-Ray Sources, Or What a Black Hole Should Look Like

Description: We derive the luminosity-temperature relation for the accreting black holes (BHs). At the accretion rates below the critical Eddington, the BHs are described by the standard Shakura-Sunyaev model resulting in the L {infinity} T{sup 4} {infinity} M relation. At super-Eddington rates, {dot m} = {dot M}/{dot M}{sub Edd} >> 1, a strong outflow forms within the spherization radius R{sub sp} {infinity} {dot M}. If the angular momentum of the outflowing matter is conserved and typical outflow ve… more

Adult Education and Literacy: Overview and Reauthorization Proposals of the 109th Congress

Description: This report discusses the reauthorization of federal adult education and literacy programs being considered by the 109th Congress. The Adult Education and Family Literacy Act (AEFLA) authorized these programs through FY2003. The General Education Provisions Act (GEPA) provided a one-year extension of authorization through FY2004, and annual appropriations have continued AEFLA programs since.

Measurement of CP Parameters in B- --> D(pi+pi-pi0)K- and Study of the X(3872) in B --> J/psi pi+ pi- K with the BaBar Detector

Description: This dissertation presents two analyses performed on data collected with the BABAR detector at the SLAC PEP-II e{sup +}e{sup -} asymmetric-energy B Factory. First, a Dalitz analysis is shown that performs the first measurement of CP violation parameters in the decay B{sup -} {yields} D{sub {pi}{sup +}{pi}{sup -}{pi}{sup 0}}K{sup -} using the decay rate asymmetry and D{sup 0} - {bar D}{sup 0} interference. The results can be used to further constrain the value of the CKM angle {gamma}. The secon… more
