Private Health Insurance: Coverage of Key Colorectal Cancer Screening Tests is Common but Not Universal

Description: A letter report issued by the General Accounting Office with an abstract that begins "Colorectal cancer is the second leading cause of cancer deaths in the United States. Its mortality can be reduced through early detection and treatment. Four key tests are used to detect the cancer--fecal occult blood test (FOBT), flexible sigmoidoscopy, double-contrast barium enema (DCBE), and colonoscopy. Private health insurance plans generally cover these tests to diagnose cancer; however, the extent to wh… more

Air Force Depot Maintenance: Improved Pricing and Cost Reduction Practices Needed

Description: A letter report issued by the General Accounting Office with an abstract that begins "The Air Force depot maintenance activity group in-house operations generate about $5 billion in annual revenue principally by repairing aircraft, missiles, engines, and other assets. In doing so, the group operates under the working capital fund concept, where customers are to be charged the anticipated costs of providing goods and services to them. The group's average price for in-house work almost doubled be… more

Internet Pharmacies: Some Pose Safety Risks for Consumers and Are Unreliable in Their Business Practices

Description: Testimony issued by the General Accounting Office with an abstract that begins "As the demand for and the cost of prescription drugs rise, many consumers have turned to the Internet to purchase them. However, the global nature of the Internet can hinder state and federal efforts to identify and regulate Internet pharmacies to help assure the safety and efficacy of products sold. Recent reports of unapproved and counterfeit drugs sold over the Internet have raised further concerns. This testimon… more

Internet Pharmacies: Hydrocodone, an Addictive Narcotic Pain Medication, Is Available Without a Prescription Through the Internet

Description: Testimony issued by the General Accounting Office with an abstract that begins "GAO summarized the results of its investigation of some of the business practices of certain U.S. Internet pharmacies that sold narcotics without a prescription. At the request of the Chairman, Permanent Subcommittee on Investigations, Senate Committee on Governmental Affairs, GAO attempted to obtain information about the sources of hydrocodone that it purchased without a prescription from eight U.S. online pharmaci… more

Foreign Assistance: Observations on USAID's Commodity Import Program in Egypt

Description: Testimony issued by the General Accounting Office with an abstract that begins "The Commodity Import Program (CIP), managed by the U.S. Agency for International Development (USAID), is intended to foster a competitive private sector in Egypt, in addition to assisting U.S. exporters. The program also supports the government of Egypt and USAID activities and expenses in Egypt. Since 1992, Congress has appropriated at least $200 million per year for the CIP. In 1998, the United States negotiated a… more

Veterans Health Administration: Inadequate Controls over the Purchase Card Program Resulted in Improper and Questionable Purchases

Description: Testimony issued by the General Accounting Office with an abstract that begins "The Department of Veterans Affairs (VA) Office of Inspector General (OIG) has continued to identify significant vulnerabilities in the department's use of government purchase cards. Over the years, the OIG has identified internal control weaknesses that resulted in instances of fraud and numerous improper and questionable uses of purchase cards. The OIG has made a number of recommendations for corrective action. Giv… more

DNAPL invasion into a partially saturated dead-end fracture

Description: The critical height for DNAPL entry into a partially watersaturated, dead-end fracture is derived and compared to laboratoryobservations. Experiments conducted in an analog, parallel-plate fracturedemonstrate that DNAPL accumulates above the water until the height ofthe DNAPL overcomes the sum of the capillary forces at the DNAPL-airinterface and at the DNAPL-water interface. These experiments also showthat DNAPL preferentially enters the water at locations where DNAPL haspreviously entered, an… more

REGIONAL-SCALE WIND FIELD CLASSIFICATION EMPLOYING CLUSTER ANALYSIS

Description: The classification of time-varying multivariate regional-scale wind fields at a specific location can assist event planning as well as consequence and risk analysis. Further, wind field classification involves data transformation and inference techniques that effectively characterize stochastic wind field variation. Such a classification scheme is potentially useful for addressing overall atmospheric transport uncertainty and meteorological parameter sensitivity issues. Different methods to cla… more

Transferring Electron Beam Welding Parameters Between DIfferent Machines and Facilities Using Advanced Diagnostics

Description: Transferring electron beam (EB) welding parameters between different welders can be a costly and time consuming process requiring the completion of expensive weld parameter studies. In order to modernize and streamline this process, the LLNL Beam Profiler diagnostic tool, which has been developed and tested at Lawrence Livermore National Laboratory (LLNL) to measure the size, shape, and power density distribution of electron beams, is currently being used to characterize the performance of EB m… more

Nickel (II) Oxide Solubility and Phase Stability in High Temperature Aqueous Solutions

Description: A platinum-lined, flowing autoclave facility was used to investigate the solubility behavior of nickel(II) oxide (NiO) in deoxygenated ammonium and sodium hydroxide solutions between 21 and 315 C. Solubilities were found to vary between 0.4 and 400 nmol kg{sup -1}. The measured nickel ion solubilities were interpreted via a Ni(II) ion hydroxo-and amino-complexing model and thermodynamic functions for these equilibria were obtained from a least-squares analysis of the data. Two solid phase trans… more

Tevatron collider operations and plans

Description: Fermilab's Tevatron is a proton-antiproton collider with center of mass energy of 1.96 TeV. The antiprotons are produced by 125 GeV protons from the Main Injector striking a stainless steel target. The 8 GeV antiprotons are collected and cooled in the Debuncher and Accumulator rings of the Antiproton Source and, just recently, in the Recycler ring before acceleration by the Main Injector and the Tevatron. In addition to energy, a vital parameter for generating physics data is the Luminosity del… more

Robust Wiener filtering for Adaptive Optics

Description: In many applications of optical systems, the observed field in the pupil plane has a non-uniform phase component. This deviation of the phase of the field from uniform is called a phase aberration. In imaging systems this aberration will degrade the quality of the images. In the case of a large astronomical telescope, random fluctuations in the atmosphere lead to significant distortion. These time-varying distortions can be corrected using an Adaptive Optics (AO) system, which is a real-time co… more

Fast modal wave-front reconstruction

Description: In this project I apply the concepts and techniques learned in Applied Computational Harmonic Analysis (ACHA) to my research. I am currently developing fast wave-front reconstruction techniques for high-order Adaptive Optics systems. The fast reconstruction technique which we plan on using is based on the DFT. Reconstruction and optional filtering occur in the frequency domain. This is a significantly different approach than current methods of wave-front reconstruction, which use a matrix multi… more

Fermion Masses and Neutrino Oscillations in So(10) X Su(2)F*

Description: We present in this talk a model based on SO(10) x SU(2){sub F} having symmetric mass textures with 5 zeros constructed by us recently. The symmetric mass textures arising from the left-right symmetry breaking chain of SO(10) give rise to good predictions for the masses, mixing angles and CP violation measures in the quark and lepton sectors (including the neutrinos), all in agreement with the most up-to-date experimental data within 1 {sigma}. Various lepton flavor violating decays in our model… more
