Human Capital: Retirements and Anticipated New Reactor Applications Will Challenge NRC's Workforce

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The Nuclear Regulatory Commission (NRC) is responsible for licensing and inspecting the nation's nuclear power plants to ensure their safety and security. By 2010, about one third of NRC's workforce with mission-critical skills will be eligible to retire. At the same time, NRC's workforce needs to expand because NRC expects to receive at least 20 applications for 29 new nuclear power reactors beginning … more

NASA Procurement: Use of Award Fees for Achieving Program Outcomes Should Be Improved

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Cost-plus-award-fee contracts accounted for almost half of the National Aeronautic and Space Administration's (NASA) obligated contract dollars for fiscal years 2002-2004. Since 1990, we have identified NASA's contract management as a high-risk area--in part because of a lack of emphasis on end results. Congress asked us to examine (1) the extent NASA's guidance on award fees addresses problems previous… more

DOD's High-Risk Areas: Progress Made Implementing Supply Chain Management Recommendations, but Full Extent of Improvement Unknown

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Military operations in Iraq and Afghanistan have focused attention on the Department of Defense's (DOD) supply chain management. The supply chain can be critical to determining outcomes on the battlefield, and the investment of resources in DOD's supply chain is substantial. In 2005, with the encouragement of the Office of Management and Budget (OMB), DOD prepared an improvement plan to address some of … more

Agricultural Conservation: USDA Should Improve Its Management of Key Conservation Programs to Ensure Payments Promote Environmental Goals

Description: Testimony issued by the Government Accountability Office with an abstract that begins "The Environmental Quality Incentives Program (EQIP) and the Conservation Security Program (CSP), administered by the U.S. Department of Agriculture's (USDA) Natural Resources Conservation Service (NRCS), are designed to promote conservation goals. In recently issued reports on these programs, GAO assessed (1) NRCS's process for allocating EQIP funds to the states to optimize environmental benefits, (2) NRCS's… more

Defense Acquisitions: DOD Needs to Exert Management and Oversight to Better Control Acquisition of Services

Description: Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) is relying more and more on contractors to provide billions of dollars in services. Congress has been concerned about DOD's ability to prudently manage these funds, and this subcommittee in particular has pushed DOD to employ sound business practices when using the private sector for services. Nevertheless, DOD may not have always obtained good value while spending billions of … more

Cooperative Research and Development of Primary Surface Recuperator for Advanced Microturbine Systems

Description: Recuperators have been identified as key components of advanced gas turbines systems that achieve a measure of improvement in operating efficiency and lead the field in achieving very low emissions. Every gas turbine manufacturer that is studying, developing, or commercializing advanced recuperated gas turbine cycles requests that recuperators operate at higher temperature without a reduction in design life and must cost less. The Solar Cooperative Research and Development of Primary Surface Re… more

Dihadron Tomography of High-Energy Nuclear Collisions inNext-to-Leading Order Perturbative QCD

Description: Back-to-back dihadron spectra in high-energy heavy-ioncollisions are studied within the next-to-leading order (NLO)perturbative QCD parton model with jet quenching incorporated viamodified jet fragmentation functions due to radiative parton energy lossin dense medium. The experimentally observed appearance of back-to-backdihadron sat high p_T is found to originate mainly from jet pairsproduced close and tangential to the surface of the dense matter. However, a substantial fraction of observed hi… more

Properties of Ellipticity Correlation with Atmospheric Structure From Gemini South

Description: Cosmic shear holds great promise for a precision independent measurement of {Omega}{sub m}, the mass density of the universe relative to the critical density. The signal is expected to be weak, so a thorough understanding of systematic effects is crucial. An important systematic effect is the atmosphere: shear power introduced by the atmosphere is larger than the expected signal. Algorithms exist to extract the cosmic shear from the atmospheric component, though a measure of their success appli… more

The Islamic Traditions of Wahhabism and Salafiyya

Description: The terrorist attacks of September 11, 2001, and subsequent discussions of religious extremism have called attention to Islamic puritanical movements known as Wahhabism and Salafiyya. Al Qaeda leaders and their ideological supporters have advocated a violent message that some suggest is an extremist interpretation of this line of puritanical Islam. Other observers have accused Saudi Arabia, the center of Wahhabism, of having disseminated a religion that promotes hatred and violence, targeting t… more

Mechanisms underlying the adaptive response against spontaneous neoplastic transformation induced by low doses of low LET radiation - Final Technical Report

Description: The objective of the research was to examine mechanisms underlying the suppressive effects of low doses (<10 cGy) of low-LET radiation on the endpoint of neoplastic transformation in vitro. The findings indicated a role for upregulation of DNA repair but not of antioxidants.
