Water Infrastructure: Information on Financing, Capital Planning, and Privatization

Description: A chapter report issued by the General Accounting Office with an abstract that begins "According to the Environmental Protection Agency (EPA) and water utility industry groups, communities will need as much as $1 trillion during the next 20 years to repair, replace, or upgrade aging drinking water and wastewater facilities; accommodate a growing population; and meet new water quality standards. GAO found that the amount of funds obtained from user charges and other local sources of revenue was … more

Veterans' Benefits: Quality Assurance for Disability Claims and Appeals Processing Can Be Further Improved

Description: A letter report issued by the General Accounting Office with an abstract that begins "For fiscal year 2002, the Department of Veterans Affairs (VA) will pay $25 billion in cash disability benefits to 3.3 million disabled veterans and their families. Veterans who are dissatisfied with VA's 57 regional offices' decisions may file appeals with VA's Board of Veteran's Appeals. In about half of such appeals, the Board has either granted the benefits denied or returned the cases to regional offices f… more

Wilson lines and symmetry breaking on orbifolds

Description: Gauge symmetry breaking by boundary conditions on a manifold is known to be equivalent to Wilson-line breaking through a background gauge field, and is therefore spontaneous. These equivalent pictures are related by a non-periodic gauge transformation. However, we find that boundary condition gauge symmetry breaking on orbifolds is explicit; there is no gauge where all the breaking can be attributed to a background gauge field. In the case of a five-dimensional SU(5) grand unified theory on S{s… more

ALTERNATE HIGH EFFICIENCY PARTICULATE AIR (HEPA) FILTRATION SYSTEM

Description: In Phase IIA of this project, CeraMem has further developed and scaled up ceramic HEPA filters that are appropriate for use on filtration of vent gas from HLW tanks at DOE sites around the country. This work included procuring recrystallized SiC monoliths, developing membrane and cement materials, and defining a manufacturing process for the production of prototype full sizes HEPA filters. CeraMem has demonstrated that prototype full size filters can be manufactured by producing 9 full size fil… more

Results of the SNS front end commissioning at Berkeley Lab

Description: The Front-End Systems (FES) for the Spallation Neutron Source (SNS) project comprise an rf-driven H{sup -} ion source, an electrostatic 2-lens LEBT, a 2.5 MeV RFQ, followed by a 14-quadrupole, 4-rebuncher MEBT including traveling-wave fast choppers. The nominal 2.5 MeV H{sup -} beam has a current of 38 mA at a repetition rate of 60 Hz and 1 ms pulse length, for a macro duty-factor of 6%, and is chopped at a rate of approximately 1 MHz with a mini duty-factor of 68%. The normalized rms beam emit… more

The Particle Physics Data Grid. Final Report

Description: The main objective of the Particle Physics Data Grid (PPDG) project has been to implement and evaluate distributed (Grid-enabled) data access and management technology for current and future particle and nuclear physics experiments. The specific goals of PPDG have been to design, implement, and deploy a Grid-based software infrastructure capable of supporting the data generation, processing and analysis needs common to the physics experiments represented by the participants, and to adapt experi… more

The SNS RFQ Commissioning

Description: LBNL has built for the Spallation Neutron Source (SNS) project a 402.5 MHz RFQ that is designed to accelerate up to 60 mA H{sup -} from 65 keV to 2.5 MeV [1]. A one millisecond pulse length at 60 Hz provides a 6% duty factor. The RFQ has now been built, conditioned at full duty factor and tested with beam. This paper will present results from the final installation, tuning and beam commissioning. Beam measurements include acceleration and transport efficiencies and transverse emittances. The LE… more

Texture development of MgO buffer layers grown by inclined substrate deposition.

Description: Biaxially textured magnesium oxide (MgO) films used as template layers for YBa{sub 2}Cu{sub 3}O{sub 7-x} (YBCO)-coated conductors have been grown efficiently and consistently by inclined substrate deposition (ISD). Further improvement in texture and a decrease in surface roughness were obtained by depositing a homoepitaxial MgO layer on the ISD MgO layer at an elevated temperature and flat angle. The texture of the ISD layer was studied as a function of thickness by X-ray diffraction and scanni… more
