Information Technology: OMB's Dashboard Has Increased Transparency and Oversight, but Improvements Needed

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Federal IT spending has risen to an estimated $79 billion for fiscal year 2011. To improve transparency and oversight of this spending, in June 2009 the Office of Management and Budget (OMB) deployed a public website, known as the IT Dashboard, which provides information on federal agencies' major IT investments, including assessments of actual performance against cost and schedule targets (referred to … more

Military Training: Army and Marine Corps Face Challenges to Address Projected Future Requirements

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The Army's and Marine Corps' major training facilities--Army and Marine Corps combat training centers and Army mobilization training centers--have focused on training units for counterinsurgency missions in Iraq and Afghanistan. As troop levels decrease in Iraq and increase in Afghanistan, larger numbers of forces will be training for Afghanistan. To meet future requirements, the services plan to adjust… more

Consumer-Directed Health Plans: Health Status, Spending, and Utilization of Enrollees in Plans Based on Health Reimbursement Arrangements

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Consumer-directed health plans (CDHP) combine a high-deductible health plan with a tax-advantaged account, such as a health reimbursement arrangement (HRA), that enrollees can use to pay for health care expenses. In an effort to restrain cost growth, several employers, including the federal government through its Office of Personnel Management (OPM), have offered HRAs for several years. For enrollees in… more

Assessment of the 3430 Building Filtered Exhaust Stack Sampling Probe Location

Description: Pacific Northwest National Laboratory performed a demonstration to determine the acceptable location in which to place an air sampling probe for emissions monitoring for radionuclides in the exhaust air discharge from the new 3430 Building Filtered Exhaust Stack. The method was to adopt the results of a previously performed test series for a system of similar configuration, followed by a partial test on the actual system to verify the applicability of previously performed tests. The qualificati… more

A Comparison of Two Thermal Insulation and Structural Materials for Use in Type B Packagings

Description: This paper presents the summary of design features and test results of two Type B Shipping Package prototype configurations comprising different insulating materials developed by the Savannah River National Laboratory (SRNL) for the Department of Energy. The materials evaluated, a closed-cell polyurethane foam and a vacuformed ceramic fiber material, were selected to provide adequate structural protection to the package containment vessel during Normal Conditions of Transport (NCT) and Hypothet… more

Comparison of EXAFS Foil Spectra from Around the World

Description: The EXAFS spectra of Cu and Pd foil from many different beamlines and synchrotrons are compared to address the dependence of the amplitude reduction factor (S{sub 0}{sup 2}) on beamline specific parameters. Even though S{sub 0}{sup 2} is the same parameter as the EXAFS coordination number, the value for S{sub 0}{sup 2} is given little attention, and is often unreported. The S{sub 0}{sup 2} often differs for the same material due to beamline and sample attributes, such that no importance is give… more

Lithium and Zinc Sulfide Coated Plastic Neutron Detector Test

Description: Radiation portal monitors used for interdiction of illicit materials at borders include highly sensitive neutron detection systems. There is a declining supply of 3He in the world, and thus, methods to reduce the use of this gas in RPMs with minimal changes to the current system designs and sensitivity to cargo-borne neutrons are being investigated. Four technologies have been identified as being currently commercially available, potential alternative neutron detectors to replace the use of 3He… more

Switching a magnetic vortex by interlayer coupling in epitaxially grown Co/Cu/Py/Cu(001) trilayer disks

Description: Epitaxial Py/Cu/Co/Cu(001) trilayers were patterned into micron sized disks and imaged using element-specific photoemission electron microscopy. By varying the Cu spacer layer thickness, we study how the coupling between the two magnetic layers influences the formation of magnetic vortex states. We find that while the Py and Co disks form magnetic vortex domains when the interlayer coupling is ferromagnetic, the magnetic vortex domains of the Py and Co disks break into anti-parallel aligned mul… more

Bulk Data Movement for Climate Dataset: Efficient Data Transfer Management with Dynamic Transfer Adjustment

Description: Many scientific applications and experiments, such as high energy and nuclear physics, astrophysics, climate observation and modeling, combustion, nano-scale material sciences, and computational biology, generate extreme volumes of data with a large number of files. These data sources are distributed among national and international data repositories, and are shared by large numbers of geographically distributed scientists. A large portion of data is frequently accessed, and a large volume of d… more

THE WEATHERING OF A SULFIDE OREBODY: SPECIATION AND FATE OF SOME POTENTIAL CONTAMINANTS

Description: Various potentially toxic trace elements such as As, Cu, Pb and Zn have been remobilized by the weathering of a sulfide orebody that was only partially mined at Leona Heights, California. As a result, this body has both natural and anthropogenically modified weathering profiles only 500 m apart. The orebody is located in a heavily urbanized area in suburban Oakland, and directly affects water quality in at least one stream by producing acidic conditions and relatively high concentrations of dis… more

Comparison of the oxidation state of Fe in comet 81P/Wild 2 and chondritic-porous interplanetary dust particles

Description: The fragile structure of chondritic-porous interplanetary dust particles (CP-IDPs) and their minimal parent-body alteration have led researchers to believe these particles originate in comets rather than asteroids where aqueous and thermal alterations have occurred. The solar elemental abundances and atmospheric entry speed of CP-IDPs also suggest a cometary origin. With the return of the Stardust samples from Jupiter-family comet 81P/Wild 2, this hypothesis can be tested. We have measured the … more
