Restructuring of the District of Columbia Department of Public Works' Division of Transportation

Description: Correspondence issued by the General Accounting Office with an abstract that begins "To handle staffing shortages and rising workloads, states and other engineering and construction organizations have been relying more on contractors do work that was previously done in-house. This trend is reflected in two state highway departments that GAO visited. Both Arizona and South Carolina were relying extensively on consulting engineers to handle large parts of their workloads. Two recent studies also … more

Business Systems Modernization: IRS Has Satisfied Congressional Direction on the Custodial Accounting Project

Description: Correspondence issued by the General Accounting Office with an abstract that begins "As part of its business systems modernization program, the Internal Revenue Service (IRS) is acquiring a system known as the Custodial Accounting Project (CAP). In September 2000, Congress directed that IRS limit its spending on CAP until IRS provided a compelling business case for investing in this project and started managing CAP as an integrated part of the business systems modernization program. GAO found t… more

DOD Competitive Sourcing: Effects of A-76 Studies on Federal Employees' Employment, Pay, and Benefits Vary

Description: A letter report issued by the General Accounting Office with an abstract that begins "Office of Management and Budget Circular A-76 competitions have reduced the estimated costs of Defense Department activities primarily through reducing the number of positions needed to perform activities being studied. The impact on employment, pay, and benefits of individual employees affected by A-76 studies varies depending on factors such as the results of the competitions, the availability of other gover… more

Anomalies on orbifolds

Description: We discuss the form of the chiral anomaly on an S1/Z2 orbifold with chiral boundary conditions. We find that the 4-divergence of the higher-dimensional current evaluated at a given point in the extra dimension is proportional to the probability of finding the chiral zero mode there. Nevertheless the anomaly, appropriately defined as the five dimensional divergence of the current, lives entirely on the orbifold fixed planes and is independent of the shape of the zero mode. Therefore long distanc… more

Electron-capture delayed fission properties of 244Es

Description: Electron-capture delayed fission was observed in {sup 244}Es produced via the {sup 237}Np({sup 12}C,5n){sup 244}Es reaction at 81 MeV (on target) with a production cross section of 0.31{+-}0.12 {micro}b. The mass-yield distribution of the fission fragments is highly asymmetric. The average preneutron-emission total kinetic energy of the fragments was measured to be 186{+-}19 MeV. Based on the ratio of the number of fission events to the measured number of {alpha} decays from the electron-captur… more

Advanced Worker Protection System: Final Report

Description: From 1993 to 2000, OSS worked under a cost share contract from the Department of Energy (DOE) to develop an Advanced Worker Protection System (AWPS). The AWPS is a protective ensemble that provides the user with both breathing air and cooling for a NIOSH-rated duration of two hours. The ensemble consists of a liquid air based backpack, a Liquid Cooling Garment (LCG), and an outer protective garment. The AWPS project was divided into two phases. During Phase 1, OSS developed and tested a full-sc… more

Land and Water Conservation Fund: Current Status and Issues

Description: The Land and Water Conservation Fund (LWCF), a special account created in 1964, has been the principal federal source of monies to acquire new recreation lands. Four federal agencies--the Park Service, Bureau of Land Management, Fish and Wildlife Service, and Forest Service--receive a portion of these funds. The remainder is a matching grants program to assist states (and localities) in acquiring and developing recreation sites and facilities. The fund accumulates revenues from designated sourc… more

Advanced Experimental Analysis of Controls on Microbial Fe(III) Oxide Reduction - Final Report - 09/16/1996 - 03/16/2001

Description: Considering the broad influence that microbial Fe(III) oxide reduction can have on subsurface metal/organic contaminant biogeochemistry, understanding the mechanisms that control this process is critical for predicting the behavior and fate of these contaminants in anaerobic subsurface environments. Knowledge of the factors that influence the rates of growth and activity of Fe(III) oxide-reducing bacteria is critical for predicting (i.e., modeling) the long-term influence of these organisms on … more

Fracture Toughness Characterization of 304L and 316L and Alloy 718 After Irradiation in High-Energy, Mixed Proton/Neutron Spectrum

Description: This paper describes the fracture toughness characterization of annealed 304L and 316L stainless steels and precipitation hardened Alloy 718, performed at the Oak Ridge National Laboratory as a part of the experimental design and development for the Accelerator Production of Tritium (APT) target/blanket system. Materials were irradiated at 25 to 200 C by high-energy protons and neutrons from an 800-MeV, 1-mA proton beam at the Los Alamos Neutron Science Center (LANSCE). The proton flux produced… more

The Role of Ledge Nucleation/Migration in ''Omega'' Plate Thickening Behavior in Al-Cu-Mg-Ag Alloys

Description: The thickening kinetics of {Omega} plates in an Al-4Cu-0.3Mg-0.2Ag (wt. %) alloy have been measured at 200 C, 250 C and 300 C using conventional transmission electron microscopy techniques. At all temperatures examined the thickening showed a linear dependence on time. At 200 C the plates remained less than 6nm in thickness after 1000h exposure. At temperatures above 200 C the thickening kinetics are greatly increased. Atomic resolution Z-contrast microscopy has been used to examine the structu… more

Campaign Finance in the 2000 Federal Elections: Overview and Estimates of the Flow of Money

Description: Federal election law regulates money in federal elections through a ban on union and corporate treasury money, limits on contributions, and uniform, periodic disclosure of receipts and expenditures. Money raised and spent under these laws to directly influence federal elections is commonly known as hard money. Money that is largely outside the restrictions and prohibitions of the federal regulatory framework–but raised and spent in a manner suggesting possible intent to affect federal elections… more
