Nuclear Nonproliferation: Further Actions Needed by U.S. Agencies to Secure Vulnerable Nuclear and Radiological Materials

Description: Testimony issued by the Government Accountability Office with an abstract that begins "The President’s 4-year initiative is a worthwhile effort designed to accelerate U.S. and international efforts to secure nuclear material worldwide. However, as GAO reported in December 2010, the governmentwide strategy approved by the National Security Council (NSC) for the initiative lacked specific details regarding how the initiative will be implemented. As a result, key details associated with the initia… more

Electron Charged Graphite-based Hydrogen Storage Material

Description: The electron-charge effects have been demonstrated to enhance hydrogen storage capacity using materials which have inherent hydrogen storage capacities. A charge control agent (CCA) or a charge transfer agent (CTA) was applied to the hydrogen storage material to reduce internal discharge between particles in a Sievert volumetric test device. GTI has tested the device under (1) electrostatic charge mode; (2) ultra-capacitor mode; and (3) metal-hydride mode. GTI has also analyzed the charge distr… more

Framework Application for Core Edge Transport Simulation (FACETS)

Description: The goal of the FACETS project (Framework Application for Core-Edge Transport Simulations) was to provide a multiphysics, parallel framework application (FACETS) that will enable whole-device modeling for the U.S. fusion program, to provide the modeling infrastructure needed for ITER, the next step fusion confinement device. Through use of modern computational methods, including component technology and object oriented design, FACETS is able to switch from one model to another for a given aspec… more

An Experimental and Theoretical Study of Ti-6Al-4V to Multi-mbar Pressures

Description: We report results from an experimental and theoretical study of the ternary alloy Ti-6Al-4V to 221 GPa. We observe a phase transition to the hexagonal {omega}-phase at approximately 30 GPa, and then a further transition to the cubic {beta}-phase starting at 94-99 GPa. We do not observe the orthorhombic {gamma} and {delta} phases reported previously in pure Ti. Computational studies show that this sequence is possible only if there is significant local atomic ordering during the compression proc… more

A Reconnection Switch to Trigger gamma-Ray Burst Jet Dissipation

Description: Prompt gamma-ray burst (GRB) emission requires some mechanism to dissipate an ultrarelativistic jet. Internal shocks or some form of electromagnetic dissipation are candidate mechanisms. Any mechanism needs to answer basic questions, such as what is the origin of variability, what radius does dissipation occur at, and how does efficient prompt emission occur. These mechanisms also need to be consistent with how ultrarelativistic jets form and stay baryon pure despite turbulence and electromagne… more

STATISTICAL ANALYSIS OF TANK 5 FLOOR SAMPLE RESULTS

Description: Sampling has been completed for the characterization of the residual material on the floor of Tank 5 in the F-Area Tank Farm at the Savannah River Site (SRS), near Aiken, SC. The sampling was performed by Savannah River Remediation (SRR) LLC using a stratified random sampling plan with volume-proportional compositing. The plan consisted of partitioning the residual material on the floor of Tank 5 into three non-overlapping strata: two strata enclosed accumulations, and a third stratum consisted… more

Summary of Lepton Photon 2011

Description: In this lecture, I summarize developments presented at the Lepton Photon 2011 conference and give my perspective on the current situation in high-energy physics. I am grateful to the organizers of Lepton Photon 2011 for providing us a very pleasant and simulating week in Mumbai. This year's Lepton Photon conference has covered the full range of subjects that fall within the scope of high-energy physics, including connections to cosmology, nuclear physics, and atomic physics. The experiments tha… more

Ultrafast Optical Excitation of a Persistent Surface-State Population in the Topological Insulator Bi2Se3

Description: Using femtosecond time- and angle-resolved photoemission spectroscopy, we investigated the nonequilibrium dynamics of the topological insulator Bi{sub 2}Se{sub 3}. We studied p-type Bi{sub 2}Se{sub 3}, in which the metallic Dirac surface state and bulk conduction bands are unoccupied. Optical excitation leads to a meta-stable population at the bulk conduction band edge, which feeds a nonequilibrium population of the surface state persisting for >10 ps. This unusually long-lived population of… more

Tools to support interpreting multiple regression in the face of multicollilnearity

Description: This article argues that rather than using one technique to investigate regression results, researchers should consider multiple indices to understand the contributions that predictors make not only to a regression model, but to each other as well.

Military Justice: Courts-Martial, An Overview

Description: Recent high profile military-related cases involving U.S. armed forces in Afghanistan, including the deadly attack on Afghan civilians allegedly by a service member, the accidental burning of the Quran, and service members allegedly urinating on Afghan corpses, have resulted in increased public and congressional interest in military discipline and the military justice system. The Uniform Code of Military Justice (UCMJ) authorizes three types of courts-martial: (1) summary court-martial; (2) spe… more

Russia's March 2012 Presidential Election: Outcome and Implications

Description: Challenges to Russia's democratic development have long been of concern to Congress as it has considered the course of U.S.-Russia cooperation. Some in Congress have criticized the conduct of the election, but have endorsed continued engagement, while others have called for stepping back and reevaluating the Obama Administration's engagement policy which assists in solving mutual strategic concerns. Congress may consider the implications of another Putin presidency, lagging democratization, and… more

Cybersecurity: Selected Legal Issues

Description: This report discusses selected legal issues that frequently arise in the context of recent legislation to address vulnerabilities of critical infrastructure to cyber threats, efforts to protect government networks from cyber threats, and proposals to facilitate and encourage sharing of cyber threat information amongst private sector and government entities. This report also discusses the degree to which federal law may preempt state law.

U.S. Trade Remedy Laws and Nonmarket Economies: A Legal Overview

Description: Two major U.S. trade remedies are antidumping (AD) law, which combats the sale of imported products at less than their fair market value, and countervailing duty (CVD) law, which aims to offset foreign government subsidization of imported goods. This report discusses these two law's impact on U.S. foreign relations.
