Coast Guard: Strategy Needed for Setting and Monitoring Levels of Effort for All Missions

Description: A letter report issued by the General Accounting Office with an abstract that begins "The September 11th attacks affected the scope of activities of many federal agencies, including the Coast Guard. Homeland security, a long-standing but relatively small part of the Coast Guard's duties, took center stage. Still, the Coast Guard remains responsible for many other missions, such as helping stem the flow of drugs and illegal migration, protecting important fishing grounds, and responding to marin… more

Optimization of Hydroacoustic Deployments at John Day Dam

Description: This report describes short-term studies conducted in late November and early December 2001 to optimize hydroacoustic sampling techniques for John Day Dam before the 2002 fish passage efficiency (FPE) study. Knowledge gained in this study should significantly improve hydroacoustic sampling and the accuracy of estimates of fish passage at two locations that have presented problems in past studies. The spillway has been most problematic because many fish detected there were not entrained. Without… more

Compression dynamics of an indirect drive fast ignition target

Description: In an x-ray driven reentrant cone fast ignition target the x-ray spectrum contains a high energy component that cause preheating of the reentrant cone and mixing of its gold into the collapsing shell. Direct laser drive might avoid this problem.

Closure Report for Corrective Action Unit 356: Mud Pits and Disposal Sites, Nevada Test Site, Nevada with Errata Sheet

Description: This Closure Report (CR) has been prepared for Corrective Action Unit (CAU) 356, Mud Pits and Disposal Sites, in accordance with the Federal Facility Agreement and Consent Order. This CAU is located in Areas 3 and 20 of the Nevada Test Site (NTS) approximately 65 miles northwest of Las Vegas, Nevada. Corrective Action Unit 356 consists of seven Corrective Action Sites (CASs): 03-04-01, Area 3 Change House Septic System; 03-09-01, Mud Pit Spill Over; 03-09-03, Mud Pit; 03-09-04, Mud Pit; 03-09-0… more

Fission Multiplicity Detection with Temporal Gamma-Neutron Discrimination from Higher-Order Time Correlation Statistics

Description: The current practice of nondestructive assay (NDA) of fissile materials using neutrons is dominated by the {sup 3}He detector. This has been the case since the mid 1980s when Fission Multiplicity Detection (FMD) was replaced with thermal well counters and neutron multiplicity counting (NMC). The thermal well counters detect neutrons by neutron capture in the {sup 3}He detector subsequent to moderation. The process of detection requires from 30 to 60 {micro}s. As will be explained in Section 3.3… more

Performance Data of a Pulsed Power Photo Injector

Description: There has been a lot of interest in compact sources of high brightness, relativistic electron beams. One approach for developing such a source is to apply a high gradient that remains constant during the generation and acceleration of the electron beam. In this paper, we describe high voltage pulse generators that deliver up to 5 MV with 1 ns pulse duration. These devices are synchronizable to an external trigger with jitter of {approx}0.5 ns and can establish gradients in excess of 1 GV/m betw… more

Thermogravimetric Thin Aqueous Film Corrosion Studies of Alloy 22; Calcium Chloride Solutions at 150C and Atmospheric Pressure

Description: The extent of reaction of alloy-22 with limited amounts of aqueous calcium chloride (CaCl{sub 2}) was investigated. Alloy-22 is a highly corrosion-resistant nickel-chromium-molybdenum-tungsten alloy. Specimens were polished to a mirror finish prior to aerosol salt deposition. An aqueous film was formed by deliquescence of deposited CaCl{sub 2} at 150 C and 22.5% relative humidity (RH). The reactant gas was a continuous flow of purified humidified laboratory air. The reaction progress as a funct… more

An Updated Point Design for Heavy Ion Fusion

Description: An updated, self-consistent point design for a heavy ion fusion (HIF) power plant based on an induction linac driver, indirect-drive targets, and a thick liquid wall chamber has been completed. Conservative parameters were selected to allow each design area to meet its functional requirements in a robust manner, and thus this design is referred to as the Robust Point Design (RPD-2002). This paper provides a top-level summary of the major characteristics and design parameters for the target, dri… more

The National Ignition Facility: Status and Plans for the Experimental Program

Description: The National Ignition Facility (NIF), currently under construction at the University of California's Lawrence Livermore National Laboratory, is a stadium-sized facility containing a 192-beam, 1.8-Megajoule, 500-Terawatt, 351-nm laser system and a 10-meter diameter target chamber with room for nearly 100 experimental diagnostics. NIF is being built by the National Nuclear Security Administration and when completed will be the world's largest laser experimental system, providing a national center… more

Counter Propagation of Electron and CO2 Laser Beams in a Plasma Channel

Description: A high-energy CO{sub 2} laser is channeled in a capillary discharge. Occurrence of guiding conditions at a relatively low plasma density (<10{sup 18} cm{sup -3}) is confirmed by MHD simulations. Divergence of relativistic electron beam changes depending on the plasma density. Counter-propagation of the electron and laser beams inside the plasma channel results in intense x-ray generation.
