Foreign Assistance: Actions Needed to Better Assess the Impact of Agencies' Marking and Publicizing Efforts

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The negative perceptions of the United States associated with U.S. foreign policy initiatives have underscored the importance of the United States presenting a complete portrayal of the benefits that many in the world derive from U.S. foreign assistance efforts. Congress has expressed concerns that the United States has frequently understated or not publicized information about its foreign assistance pr… more

Simulation and Analysis of Microwave Transmission through an Electron Cloud, a Comparison of Results

Description: Simulation studies for transmission of microwaves through electron cloudes show good agreement with analytic results. The elctron cloud produces a shift in phase of the microwave. Experimental observation of this phenomena would lead to a useful diagnostic tool for acessing the local density of electron clouds in an accelerator. These experiments are being carried out at the CERN SPS and the PEP-II LER at SLAC and is proposed to be done at the Fermilab maininjector. In this study, a brief analy… more

Agroterrorism: Threats and Preparedness

Description: The potential of terrorist attacks against agricultural targets (agroterrorism) is increasingly recognized as a national security threat, especially after the events of September 11, 2001. This report focuses primarily on biological weapons (rather than chemical weapons) because biological weapons generally are considered the more potent agroterrorism threat. This report also focuses more on the threat of agroterrorism against agricultural production, rather than on food processing and distribu… more

Iraq: Post-Saddam Governance and Security

Description: This report discusses the current political and social climate of Iraq, specifically in regards to the influence of the U.S. military presence over recent years. This report addresses planned and possible future efforts under the Obama Administration, including the scheduled gradual troops withdrawal. Some U.S. officials believe that a U.S. military presence is needed beyond the scheduled August 31, 2010 date, by which point all U.S. troops will have been withdrawn. This report also discusses t… more

Probing the quark-gluon plasma at the LHC with Z0-tagged jets in CMS

Description: An important tool in quark-gluon plasma studies at RHIC has been the measurement of dijets investigated via leading hadron correlations. With much higher rates for hard processes at the Large Hadron Collider, studies of Z{sup 0}-tagged jets become possible. A clear experimental signature is provided by the measurement of muon pairs from the Z{sup 0} decays, for which CMS is an ideally suited detector. Instead of measuring back-to-back correlations of two strongly interacting particles, one side… more

Simulations of the Electron Cloud Build Up and Instabilities for Various ILC Damping Ring Configurations

Description: In the beam pipe of the positron damping ring of the International Linear Collider (ILC), an electron cloud may be first produced by photoelectrons and ionization of residual gases and then increased by the secondary emission process. This paper reports the assessment of electron cloud effects in a number of configuration options for the ILC baseline configuration. Careful estimates were made of the secondary electron yield (sometimes in the literature also referred as secondary emission yield … more

Design and Fabrication of a Novel Cryogenic Laser-Driven Ignition Target

Description: The targets used in the campaign to achieve fusion ignition at the National Ignition Facility (NIF), the world's largest laser, will be some of the most complex and precise ever built. Key to the success of the campaign is repeatable performance of the targets as components of each experiment. We have developed a target design that will achieve the necessary precision and manufacturability, and will also provide the necessary repeatability while retaining experimental flexibility.

Smart Surfaces: New Coatings & Paints with Radiation Detection Functionality

Description: Paints are being developed and tested that might ultimately be able to detect radiological agents in the environment by incorporating special pigments into an organic polymeric binder that can be applied as a paint or coatings. These paints detect radioactive sources and contaminants with inorganic or organic scintillation or thermo-luminescent pigments, which are selected based upon the radiation ({alpha}, {beta}, {gamma} or n) to be detected, and are shown in Figure 1.

The Potential of the LFR and the ELSY Project

Description: This paper presents the current status of the development of the Lead-cooled Fast Reactor (LFR) in support of Generation IV (GEN IV) Nuclear Energy Systems. The approach being taken by the GIF plan is to address the research priorities of each member state in developing an integrated and coordinated research program to achieve common objectives, while avoiding duplication of effort. The integrated plan being prepared by the LFR Provisional System Steering Committee of the GIF, known as the LFR … more
