The outstanding debt is $17.8 billion as of March 2011. This sizeable debt, plus operational and management challenges that GAO has identified at the Federal Emergency Management Agency (FEMA), which administers NFIP, have comb… more

The Strategic Petroleum Reserve and Refined Product Reserves: Authorization and Drawdown Policy

Description: This report discusses the Strategic Petroleum Reserve (SPR) in the Energy Policy and Consevation Act, which was authorized to help prevent a repetition of the economic dislocation caused by the 1973-1974 Arab oil embargo. The Government Accountability Office recently observed that the proportion of crude oil grades in the SPR has been growing less compatible with the heavier grades of crude oil that U.S. refineries have been upgrading to handle. This finding has raised questions about the SPR's… more

Access to Broadband Networks: The Net Neutrality Debate

Description: This report discusses the current debate over "net neutrality." While there is no single accepted definition of "net neutrality," most agree that any such definition should include the general principles that owners of the networks that compose and provide access to the Internet should not control how consumers lawfully use that network, and they should not be able to discriminate against content provider access to that network.

Assessment of the Group 5-6 (LB C2, LB S2, LV S1) Stack Sampling Probe Locations for Compliance with ANSI/HPS N13.1 1999

Description: This document reports on a series of tests to assess the proposed air sampling locations for the Hanford Tank Waste Treatment and Immobilization Plant (WTP) Group 5-6 exhaust stacks with respect to the applicable criteria regarding the placement of an air sampling probe. The LB-C2, LV-S1, and LB S2 exhaust stacks were tested together as a group (Test Group 5-6) because the common factor in their design is that the last significant flow disturbance upstream of the air sampling probe is a reducti… more

Reduction of Glass Surface Reflectance by Ion Beam Surface Modification

Description: This is the final report for DOE contract DE-EE0000590. The purpose of this work was to determine the feasibility of the reduction of the reflection from the front of solar photovoltaic modules. Reflection accounts for a power loss of approximately 4%. A solar module having an area of one square meter with an energy conversion efficiency of 18% generates approximately 180 watts. If reflection loss can be eliminated, the power output can be increased to 187 watts. Since conventional thin-film an… more

Mask roughness induced LER control and mitigation: aberrations sensitivity study and alternate illumination scheme

Description: Here we conduct a mask-roughness-induced line-edge-roughness (LER) aberrations sensitivity study both as a random distribution amongst the first 16 Fringe Zernikes (for overall aberration levels of 0.25, 0.50, and 0.75nm rms) as well as an individual aberrations sensitivity matrix over the first 37 Fringe Zernikes. Full 2D aerial image modeling for an imaging system with NA = 0.32 was done for both the 22-nm and 16-nm half-pitch nodes on a rough mask with a replicated surface roughness (RSR) of… more

Comparative analysis of twelve Dothideomycete plant pathogens

Description: The Dothideomycetes are one of the largest and most diverse groups of fungi. Many are plant pathogens and pose a serious threat to agricultural crops grown for biofuel, food or feed. Most Dothideomycetes have only a single host and related Dothideomycete species can have very diverse host plants. Twelve Dothideomycete genomes have currently been sequenced by the Joint Genome Institute and other sequencing centers. They can be accessed via Mycocosm which has tools for comparative analysis

Replicated mask surface roughness effects on EUV lithographic pattering and line edge roughness

Description: To quantify the roughness contributions to speckle, a programmed roughness substrate was fabricated with a number of areas having different roughness magnitudes. The substrate was then multilayer coated. Atomic force microscopy (AFM) surface maps were collected before and after multilayer deposition. At-wavelength reflectance and total integrated scattering measurements were also completed. Angle resolved scattering based power spectral densities are directly compared to the AFM based power spe… more

22X mask cleaning effects on EUV lithography process and lifetime

Description: For this paper, we evaluated the impact of repetitive cleans on a photomask that was fabricated and patterned for extreme ultraviolet lithography exposure. The lithographic performance of the cleaned mask, in terms of process window and line edge roughness, was monitored with the SEMATECH Berkeley micro-exposure tool (MET). Each process measurement of the cleaned mask was compared to a reference mask with the same mask architecture. Both masks were imaged on the same day in order to eliminate a… more

Magnetic Profiles in Ferromagnetic/Superconducting Superlattices.

Description: Throughout the past decade, frequent discussions and debates have centered on the geological sequestration of carbon dioxide (CO{sub 2}). For sequestration to have a reasonably positive impact on atmospheric carbon levels, the anticipated volume of CO{sub 2} that would need to be injected is very large (many millions of tons per year). Many stakeholders have expressed concern about elevated formation pressure following the extended injection of CO{sub 2}. The injected CO{sub 2} plume could pote… more
