Infrastructure and interfaces for large-scale numerical software.

Description: The complexity of large-scale scientific simulations often necessitates the combined use of multiple software packages developed by different groups in areas such as adaptive mesh manipulations, scalable algebraic solvers, and optimization. Historically, these packages have been combined by using custom code. This practice inhibits experimentation with and comparison of multiple tools that provide similar functionality through different implementations. The ALICE project, a collaborative effort… more

Microstructural development in waste form alloys cast from irradiated cladding residual from the electrometallurgical treatment of EBR-II spent fuel.

Description: A metallic waste form alloy that consists primarily of stainless steel and zirconium is being developed by Argonne National Laboratory to contain metallic waste constituents that are residual from an electrometallurgical treatment process for spent nuclear fuel. Ingots have been cast in an induction furnace in a hot cell using actual, leftover, irradiated, EBR-II cladding hulls treated in an electrorefiner. The as-cast ingots have been sampled using a core-drilling and an injection-casting tech… more

Remote sensing of the atmosphere for environmental assessment and national security

Description: The research performed this year marked the beginning of a collaboration between Howard University and LLNL to advance and apply remote sensing technology to a broad range of applications centered on probing the state of the atmosphere. Central to this research was the evolution of a telescope facility at Howard University into an atmospheric observatory and instrument development test-bed. Our work in applying laser technology to remote sensing helped lead to the development and subsequent pat… more

Accident Prevention under the Clean Air Act Section 112(r): Risk Management Planning by Propane Users and Internet Access to Worst-Case Accident Scenarios

Description: This report briefly describes two issues associated with EPA implementation of risk management planning requirements in the Clean Air Act Section 112(r): whether dealers and distributors of propane and other flammable fuels should be covered by the law, and whether electronic access to off-site consequence analyses (OCA), and especially worst-case analyses, should be restricted to avoid misuse by terrorists or criminals. These issues are addressed by S. 880, as reported, and H.R. 1301 in the 10… more

The D.C. Circuit Remands the Ozone and Particulate Matter Clean-Air Standards:

Description: On May 14, 1999, in American Trucking Ass'ns v. EPA, a U.S. court of Appeals ruled that deficiencies in EPA's promulgation of new primary and secondary air quality standards required that they be remanded to the agency for further consideration. The decision is controversial, in part because the two-judge majority opinion relied principally on a long-moribund legal doctrine known as the nondelegation doctrine. The decision, if it survives appeal, will thus have implications for all delegations … more

Reactions of atomic hydrogen in water : solvent and isotope effects.

Description: It has been known for many years that hydrogen atoms can be easily created and studied in water using radiolytic techniques [1]. The use of CW EPR detection coupled with electron radiolysis proved extremely useful in estimating many reaction rates, and revealed the interesting phenomenon of chemically induced dynamic electron polarization (CIDEP) [2]. In recent years, we have made use of pulsed EPR detection to make precision reaction rate measurements which avoid the complications of CIDEP [3]… more

CHIRAL MODEL FOR DENSE, HOT AND STRANGE HADRONIC MATTER

Description: Until now it is not possible to determine the equation of state (EOS) of hadronic matter from QCD. One successfully applied alternative way to describe the hadronic world at high densities and temperatures are effective models like the RMF-models, where the relevant degrees of freedom are baryons and mesons instead of quarks and gluons. Since approximate chiral symmetry is an essential feature of QCD, it should be a useful concept for building and restricting effective models. It has been shown… more

Agent Communications using Distributed Metaobjects

Description: There are currently two proposed standards for agent communication languages, namely, KQML (Finin, Lobrou, and Mayfield 1994) and the FIPA ACL. Neither standard has yet achieved primacy, and neither has been evaluated extensively in an open environment such as the Internet. It seems prudent therefore to design a general-purpose agent communications facility for new agent architectures that is flexible yet provides an architecture that accepts many different specializations. In this paper we exh… more

China Green Lights Program: A Review and Recommendations

Description: This report reviews the development of China's Green Lights Program in the last two years, and discusses the remaining barriers to the widespread adoption of efficient lighting technologies in China: chiefly quality, high initial costs, and lack of accurate information. A variety of policy options are recommended for the future expansion of China's Green Lights Program.

Risk Insights Gained from Fire Incidents

Description: There now exist close to 20 years of history in the application of Probabilistic Risk Assessment (PRA) for the analysis of fire risk at nuclear power plants. The current methods are based on various assumptions regarding fire phenomena, the impact of fire on equipment and operator response, and the overall progression of a fire event from initiation through final resolution. Over this same time period, a number of significant fire incidents have occurred at nuclear power plants around the world… more

Mass-Transport-Limited Electrodeposition of High-Surface-Area Coatings for Surface Acoustic Wave Sensor Technology

Description: The sensitivity of surface acoustic wave (SAW) sensors has been enhanced by increasing the active surface area of these devices. Electrodepositions of Ni, Pd, and Pt in a mass-transport-limited mode with trace foreign metals yield highly dendritic crystal structures of uniform macroscopic thickness. The concentration of metal ions, supporting electrolyte, agitation, and additives greatly impact the crystal morphology of the deposit. This methodology can be used simply and economically to provid… more

Towards a 4/3 Approximation for the Asymmetric Traveling Salesman Problem

Description: A long-standing conjecture in combinatorial optimization says that the integrality gap of the famous Held-Karp relaxation of the symmetric TSP is precisely 4/3. In this paper, we show that a slight strengthening of this conjecture implies a tight 4/3 integrality gap for a linear programming relaxation of the asymmetric TSP. This is surprising since no constant-factor approximation is known for the latter problem. Our main tools are a new characterization of the integrality gap for linear object… more

Isentropic Compression of Iron with the Z Accelerator

Description: Development of isentropic loading techniques is a long standing goal of the shock physics community. The authors have used the Sandia Z Accelerator to produce smoothly increasing pressure loading on planar iron specimens over time durations of 100 ns and for pressures to 300 Mbar. Free surface velocity measurements on the rear surface of the continuously loaded specimens were made on specimens 0.5-mm and 0.8-mm thick and clearly show the effects of wave evolution into the well known two-wave st… more

Removing unreasonable conservatisms in DOE safety analysis

Description: While nuclear safety analyses must always be conservative, invoking excessive conservatisms does not provide additional margins of safety. Rather, beyond a fairly narrow point, conservatisms skew a facility's true safety envelope by exaggerating risks and creating unreasonable bounds on what is required for safety. The conservatism has itself become unreasonable. A thorough review of the assumptions and methodologies contained in a facility's safety analysis can provide substantial reward, redu… more
