Medicare Secondary Payer: Additional Steps Are Needed to Improve Program Effectiveness for Non-Group Health Plans

Description: A letter report issued by the Government Accountability Office with an abstract that begins "During the initial implementation of mandatory reporting for non-group health plans (NGHP), the workloads of and Centers for Medicare & Medicaid Services (CMS) payments to Medicare Secondary Payer (MSP) contractors, and Medicare savings, all increased. From 2008 through 2011, the NGHP workloads of all three contractors CMS uses to implement the process for MSP situations—the Coordination of Benefits Con… more

Food Safety: Preslaughter Interventions Could Reduce E. coli in Cattle

Description: A letter report issued by the Government Accountability Office with an abstract that begins "U.S. Department of Agriculture (USDA) and university researchers identified several treatments administered before cattle are slaughtered, or preslaughter interventions, that could reduce Shiga toxin-producing Escherichia coli (STEC) in cattle. Such preslaughter interventions include bacteriophages (viruses that infect and kill bacteria), probiotics (live bacteria that can benefit the digestive system),… more

Novel Perspectives for Hadron Physics

Description: I discuss several novel and unexpected aspects of quantum chromodynamics. These include: (a) the nonperturbative origin of intrinsic strange, charm and bottom quarks in the nucleon at large x; the breakdown of pQCD factorization theorems due to the lensing effects of initial- and final-state interactions; (b) important corrections to pQCD scaling for inclusive reactions due to processes in which hadrons are created at high transverse momentum directly in the hard processes and their relation to… more

Advanced Fuel Cycle Initiative University Fellowship Program: Final Report

Description: 2004-2011 Final Report for AFCI University Fellowship Program. The goal of this effort was to be supportive of university students and university programs - particularly those students and programs that will help to strengthen the development of nuclear-related fields. The program also supported the stability of the nuclear infrastructure and developed research partnerships that are helping to enlarge the national nuclear science technology base. In this fellowship program, the U.S. Department … more

On the multiscale origins of fracture resistance in human bone and its biological degradation

Description: Akin to other mineralized tissues, human cortical bone can resist deformation and fracture due to the nature of its hierarchical structure, which spans the molecular to macroscopic length-scales. Deformation at the smallest scales, mainly through the composite action of the mineral and collagen, contributes to bone?s strength or intrinsic fracture resistance, while crack-tip shielding mechanisms active on the microstructural scale contribute to the extrinsic fracture resistance once cracking be… more

Appendix F: MetaArchive Microservices

Description: This is an appendix to the MetaArchive Final Report. The purpose of this document is to explain the PREMIS Event microservice as prototyped for the MetaArchive Cooperative, primarily from a developer's standpoint. The document will attempt to explain the purpose of the microservice, the underlying principles on which it operates, and a practical example of its usage. The MetaArchive has installed all of the components needed to deploy this microservice and looks forward to opportunities to expe… more

U.S. Trade Remedy Laws and Nonmarket Economies: A Legal Overview

Description: Two major U.S. trade remedies are antidumping (AD) law, which combats the sale of imported products at less than their fair market value, and countervailing duty (CVD) law, which aims to offset foreign government subsidization of imported goods. This report discusses these two law's impact on U.S. foreign relations.

Appendix B: MetaArchive-SRB Transfer

Description: This is an appendix to the MetaArchive Final Report. This appendix document is a report on the status of a two-phase transfer test being carried out between the MetaArchive Cooperative and Chronopolis. These tests aim to demonstrate a proof-of-concept that the MetaArchive network may use Chronopolis's data grid preservation service as an exit strategy in the event that either MetaArchive or LOCKSS becomes unsustainable in the future.

Appendix C: MetaArchive-iRODS Transfer Prep

Description: This is an appendix to the MetaArchive Final Report. This appendix document describes the preparation of archival units residing on a LOCKSS file system that have been designated for packaging and exchange with a non-LOCKSS-based preservation environment-in this case an iRODS grid-based environment.

Appendix D: LOCKSSBAGGER Tool

Description: This is an appendix to the MetaArchive Final Report. This appendix document describes tools. These tools are designed to facilitate the transfer of data contained within a number of LOCKSS archival units and packaged into bags. The bags are then transferred to the iRODS grid. The user has the option of creating and sending filled bags, or holey bags. The primary tools are written in Python, and make use of the iRODS command line utilities for data transfer.
