DOD Business Transformation: Sustained Leadership Needed to Address Long-standing Financial and Business Management Problems

Description: Testimony issued by the Government Accountability Office with an abstract that begins "In July 2004, GAO testified before Congress on the impact and causes of financial and related business weaknesses on the Department of Defense's (DOD) operations and the status of DOD reform efforts. The report released today highlights that DOD still does not have management controls to ensure that its business systems investments are directed towards integrated corporate system solutions. GAO's reports cont… more

Measurement of Branching Fraction and CP-Violating Asymmetry for B-> omega K0s

Description: The authors present a preliminary measurement of the branching fraction and CP-violating parameters S and C for the decay B{sup 0} {yields} {omega}K{sub S}{sup 0}. The data sample corresponds to 232 x 10{sup 6} B{bar B} pairs produced from e{sup +}e{sup -} annihilation at the {Upsilon}(4S) resonance. They measure {Beta}(B{sup 0} {yields} {omega}K{sup 0}) = (5.9 {+-} 1.0 {+-} 0.4) x 10{sup -6}, S = 0.50{sub -0.38}{sup +0.34} {+-} 0.02 and C = -0.56{sub -0.27}{sup +0.29} {+-} 0.03.

Development of Continuous Solvent Extraction Processes for Coal Derived Carbon Products Quarterly Report

Description: The purpose of this DOE-funded effort is to develop continuous processes for solvent extraction of coal for the production of carbon products. These carbon products include materials used in metals smelting, especially in the aluminum and steel industries, as well as porous carbon structural material referred to as ''carbon foam'' and carbon fibers. During this reporting period, efforts have focused on the development of continuous processes for hydrogenation as well as continuous production of… more

Restoring Sustainable Forests on Appalachian Mined Lands for Wood Products, Renewable Energy, Carbon Sequestration, and Other Ecosystems Services Quarterly Report

Description: The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. We are currently estimating the acreage of lands in VA, WV, KY, OH, and PA mined under SMCRA and reclaimed to non-forested post-mining land uses that are not currently under active management, and therefore can be considered as availab… more

NAFTA at Ten: Lessons from Recent Studies

Description: This report evaluates multiple studies, whose assessments of NAFTA, by and large, are analytical in nature, use established methodologies, caveat their own work to reflect limitations of the research, and draw on academic rather than special interest research.

Identification of recently handled materials by analysis of latenthuman fingerprints using infrared spectromicroscopy

Description: Analysis of fingerprints has predominantly focused on matching the pattern of ridges to a specific person as a form of identification. The present work focuses on identifying extrinsic materials that are left within a person's fingerprint after recent handling of such materials. Specifically, we employed infrared spectromicroscopy to locate and positively identify microscopic particles from a mixture of common materials in the latent human fingerprints of volunteer subjects. We were able to fin… more

Physical Characterization of RX-55-AE-5 A formulation of 97.5 % 2, 6-diamino-3, 5-dinitropyrazine-1-oxide (LLM 105) and 2.5 % Viton A

Description: With the use of modern tools such as molecular modeling on increasingly powerful computers, new materials can be evaluated by their structural activity relationships, SAR, and their approximate physical and chemical properties can be calculated in some cases with surprising accuracy. These new capabilities enable streamlined synthetic routes based on safety, performance and processing requirements, to name a few [1]. Current work includes both understanding properties of old explosives and meas… more

Cherenkov Radiation from e+e- Pairs and Its Effect on nu e InducedShowers

Description: We calculate the Cherenkov radiation from an e{sup +}e{sup -} pair at small separations, as occurs shortly after a pair conversion. The radiation is reduced (compared to that from two independent particles) when the pair separation is smaller than the wavelength of the emitted light. We estimate the reduction in light in large electromagnetic showers, and discuss the implications for detectors that observe Cherenkov radiation from showers in the Earth's atmosphere, as well as in oceans and Anta… more

Quench Protection and Magnet Supply Requirements for the MICE Focusing and Coupling Magnets

Description: This report discusses the quench protection and power supply requirements of the MICE superconducting magnets. A section of the report discusses the quench process and how to calculate the peak voltages and hotspot temperature that result from a magnet quench. A section of the report discusses conventional quench protection methods. Thermal quench back from the magnet mandrel is also discussed. Selected quench protection methods that result in safe quenching of the MICE focusing and coupling ma… more

Stifling of Crevice Corrosion in Alloy 22

Description: Artificially creviced Alloy 22 (N06022) specimens may be susceptible to crevice corrosion in presence of hot chloride containing solutions. The presence of oxyanions in the electrolyte, especially nitrate, may inhibit the nucleation and growth of crevice corrosion. Constant potential tests were performed using tightly creviced specimens of Alloy 22. It was found that crevice corrosion may initiate when a constant potential above the crevice repassivation potential is applied. It was found that … more

Welfare Reauthorization: Overview of the Issues

Description: In February 2002, the Administration proposed its welfare reauthorization plan. The debate was dominated by controversy over the amount of child care funding and the Administration's proposed changes to Temporary Assistance for Needy Families (TANF) work participation standards. The final agreement reflects the same child care funding increase that was provided in House-passed welfare reauthorization measures in 2002 and 2003 ($1 billion in additional mandatory child care funding over five year… more
