Federal Bureau of Investigation: Actions Taken to Address Most Procurement Recommendations

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The FBI has spent over $900 million on the Trilogy and Sentinel information technology (IT) projects intended to provide FBI with an upgraded IT infrastructure and an automated case management system to support FBI agents and analysts. In February 2006 and July 2008, GAO reported on significant internal control weaknesses related to FBI's contract administration, processing of contractor invoices, and a… more

Bureau of Prisons: Improved Evaluations and Increased Coordination Could Improve Cell Phone Detection

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The rates Bureau of Prisons (BOP) inmates pay to make phone calls generate revenue that funds inmate wages and other amenities; however, inmates' contraband cell phone use is growing. The Cell Phone Contraband Act of 2010 criminalized cell phone possession in federal prisons and mandated that GAO study related issues. In response to the mandate, this report addresses (1) how telephone rates for BOP inma… more

U.S. Postal Service: Actions Needed to Stave off Financial Insolvency

Description: Testimony issued by the Government Accountability Office with an abstract that begins "By the end of this fiscal year--in less than one month--the U.S. Postal Service (USPS) projects that it will incur a $9 billion loss; reach its $15 billion borrowing limit; not make its $5.5 billion retiree health benefits payment; and thus, become insolvent. USPS recently summarized this situation as the equivalent of facing Chapter 11 bankruptcy. In August 2011, USPS outlined new proposals to address the cr… more

Medicare Part D: Instances of Questionable Access to Prescription Drugs

Description: A letter report issued by the Government Accountability Office with an abstract that begins "In 2009, GAO reported on doctor shopping in Medicaid, where individuals see several doctors and pharmacies, receiving more of a drug than was intended by any single physician. Questions have been raised about whether similar activity exists in Medicare Part D. GAO was asked to (1) determine the extent to which Medicare beneficiaries obtained frequently abused drugs from multiple prescribers, (2) identif… more

A Lattice for a Hybrid Fast-Ramping Muon Accelerator to 750 GeV

Description: We describe a lattice for accelerating muons from 375 GeV to 750 GeV. The lattice is a fast-ramping synchrotron with a mixture of fixed-field superconducting dipoles and warm dipoles, so as to have a high average bending field while still being able to rapidly change the average bending field as the beam momentum increases. For a 1.5 TeV center of mass muon collider, muons must be rapidly accelerated to 750 GeV. To accomplish this efficiently, we wish to make as many passes through the RF cavit… more

Construction and Operational Experience with a Superconducting Octupole Used to Trap Antihydrogen

Description: A superconducting octupole magnet has seen extensive service as part of the ALPHA experiment at CERN. ALPHA has trapped antihydrogen, a crucial step towards performing precision measurements of anti-atoms. The octupole was made at the Direct Wind facility by the Superconducting Magnet Division at Brookhaven National Laboratory. The magnet was wound with a six-around-one NbTi cable about 1 mm in diameter. It is about 300 mm long, with a radius of 25 mm and a peak field at the conductor of 4.04 T… more

Acceleration of Radiance for Lighting Simulation by Using Parallel Computing with OpenCL

Description: We report on the acceleration of annual daylighting simulations for fenestration systems in the Radiance ray-tracing program. The algorithm was optimized to reduce both the redundant data input/output operations and the floating-point operations. To further accelerate the simulation speed, the calculation for matrix multiplications was implemented using parallel computing on a graphics processing unit. We used OpenCL, which is a cross-platform parallel programming language. Numerical experiment… more

Quantifying Uranium Isotope Ratios Using Resonance Ionization Mass Spectrometry: The Influence of Laser Parameters on Relative Ionization Probability

Description: Resonance Ionization Mass Spectrometry (RIMS) has been developed as a method to measure relative uranium isotope abundances. In this approach, RIMS is used as an element-selective ionization process to provide a distinction between uranium atoms and potential isobars without the aid of chemical purification and separation. We explore the laser parameters critical to the ionization process and their effects on the measured isotope ratio. Specifically, the use of broad bandwidth lasers with autom… more

L-H Threshold Studies in NSTX

Description: Recent experiments in the low aspect ratio National Spherical Torus Experiment (NSTX) have been run in support of the high priority ITER and ITPA issue of access to the H-mode. Specifically, a series of experiments showed reduced power threshold values for deuterium vs helium plasmas, and for plasmas with lower current, lower triangularity and with lithium conditioning. Application of n=3 fields at the plasma edge resulted in higher power thresholds. To within the constraints of temporal and sp… more
