Same-Sex Marriages: Legal Issues

Description: Report that discusses Defense of Marriage Act (DOMA) and legal challenges to it. It reviews legal principles applied to determine the validity of a marriage contracted in another state and surveys the various approaches employed by states to address same-sex marriage. It also examines previous Congressional resolutions proposing a constitutional amendment and limiting federal courts' jurisdiction to hear or determine any question pertaining to the interpretation of DOMA.

Congressional Investigations of the Department of Justice, 1920-2012: History, Law, and Practice

Description: This report briefly reviews the legal basis for investigative oversight, followed by several prominent examples of congressional oversight that reflect the significant breadth and reach of the legislative investigative prerogative vis-à-vis the Department. The report alos reviews and assess the Department’s contentions, based on policy, common law, and constitutional privilege, that it has asserted to attempt to limit congressional access to agency information.

Final Technical Report - Integrated Hydrogeophysical and Hydrogeologic Driven Parameter Upscaling for Dual-Domain Transport Modeling

Description: The three major components of this research were: 1. Application of minimally invasive, cost effective hydrogeophysical techniques (surface and borehole), to generate fine scale (~1m or less) 3D estimates of subsurface heterogeneity. Heterogeneity is defined as spatial variability in hydraulic conductivity and/or hydrolithologic zones. 2. Integration of the fine scale characterization of hydrogeologic parameters with the hydrogeologic facies to upscale the finer scale assessment of heterogeneit… more

Long-Term Colloid Mobilization And Colloid-Facilitated Transport Of Radionuclides In A Semi-Arid Vadose Zone

Description: The main purpose of this project was to improve the fundamental mechanistic understanding and quantification of long-term colloid mobilization and colloid-facilitated transport of radionuclides in the vadose zone, with special emphasis on the semi-arid Hanford site. While we focused some of the experiments on hydrogeological and geochemical conditions of the Hanford site, many of our results apply to colloid and colloid-facilitated transport in general. Specific objectives were (1) to determine… more

Release of aged contaminants from weathered sediments: Effects of sorbate speciation on scaling of reactive transport

Description: Hanford sediments impacted by hyperalkaline high level radioactive waste have undergone incongruent silicate mineral weathering concurrent with contaminant uptake. In this project, we studied the impact of background pore water (BPW) on strontium, cesium and iodine desorption and transport in Hanford sediments that were experimentally weathered by contact with simulated hyperalkaline tank waste leachate (STWL) solutions. Using those lab-weathered Hanford sediments (HS) and model precipitates fo… more

Final Report for "Cloud-Aerosol Physics in Super-Parameterized Atmospheric Regional Climate Simulations (CAP-SPARCS)" (DE-SC0002003) for 8/15/2009 through 8/14/2012

Description: Improving the representation of local and non-local aerosol interactions in state-of-the-science regional climate models is a priority for the coming decade (Zhang, 2008). With this aim in mind, we have combined two new technologies that have a useful synergy: (1) an aerosol-enabled regional climate model (Advanced Weather Research and Forecasting Model with Chemistry WRF-Chem), whose primary weakness is a lack of high quality boundary conditions and (2) an aerosol-enabled multiscale modeling f… more

Keystone XL Pipeline Project: Key Issues

Description: This report describes the Keystone XL pipeline project, as proposed by TransCanada in its May 4, 2012, Presidential Permit application, and the process and procedures that the State Department is obligated to complete in processing that permit application. It also summarizes issues that arose during the 2008 permit application process, particularly those that may affect the current permit application. This report also summarizes key arguments that have been raised, both for and against the pipe… more

Extended Durability Testing of an External Fuel Processor for a Solid Oxide Fuel Cell (SOFC)

Description: Durability testing was performed on an external fuel processor (EFP) for a solid oxide fuel cell (SOFC) power plant. The EFP enables the SOFC to reach high system efficiency (electrical efficiency up to 60%) using pipeline natural gas and eliminates the need for large quantities of bottled gases. LG Fuel Cell Systems Inc. (formerly known as Rolls-Royce Fuel Cell Systems (US) Inc.) (LGFCS) is developing natural gas-fired SOFC power plants for stationary power applications. These power plants wil… more

The Endangered Species Act (ESA) in the 112th Congress: Conflicting Values and Difficult Choices

Description: The Endangered Species Act has been one of the more contentious environmental laws. This may stem from its strict substantive provisions, which can affect the use of both federal and nonfederal lands and resources. This report discusses oversight issues and legislation introduced in the 112th Congress to address Endangered Species Act implementation and management of endangered and threatened species.
