DOE Laboratory Restructuring Legislation

Description: Interest in restructuring (including eliminating) the Department of Energy (DOE) and its laboratories has increased since the end of the Cold War, and especially since the beginning of the 104th Congress. A number of non-legislative proposals and activities to this end are reviewed, including DOE's own proposals for "alignment and downsizing" of the Department and its laboratories.

Pesticide Policy Issues

Description: On August 3, 1996, President Clinton signed P.L. 104-170, which contains significant amendments to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and Federal Food, Drug, and Cosmetic Act (FFDCA). Although it does not repeal the Delaney Clause, the new law removes pesticide residues from its purview. It requires EPA to set "safe" tolerances for residues of pesticides on both raw and processed food to provide "a reasonable certainty of no harm" from exposure to the pesticide resi… more

Desalination with carbon aerogel electrodes. Revision 1

Description: Electrically regenerated electrosorption process (carbon aerogel CDI) was developed by LLNL for continuously removing ionic impurities from aqueous streams. A salt solution flows in a channel formed by numerous pairs of parallel carbon aerogel electrodes. Each electrode has a very high BET surface area (2-5.4x10{sup 6}ft{sup 2}lb{sup -1} or 400-1100 m{sup 2}g{sup -1}) and very low electrical resistivity ({le}40 m{Omega}). Ions are removed from the electrolyte by the electric field and electroso… more

Superplastic forming using NIKE3D

Description: The superplastic forming process requires careful control of strain rates in order to avoid strain localizations. A load scheduler was developed and implemented into the nonlinear finite element code NIKE3D to provide strain rate control during forming simulation and process schedule output. Often the sheets being formed in SPF are very thin such that less expensive membrane elements can be used as opposed to shell elements. A large strain membrane element was implemented into NIKE3D to assist … more

Use of the existing shielded cells melter for CST vitrification

Description: Oak Ridge National Laboratory (ORNL) and SRTC are participating in a joint project in which supernate waste from the Melton Valley Storage Tanks at Oak Ridge (OR) will be treated by passage through a crystalline silicotitanate (CST) ion exchange medium1. The CST was designed to sorb cesium, the primary radionuclide (Cs-137) in the supernate of the Melton Valley tanks. A smaller amount of strontium will also be sorbed. The loaded sorbent will then be shipped to SRTC where it will be mixed with g… more

Accuracy of teleseismic event locations in the Middle East and North Africa

Description: Seismic characterization at the regional level requires accurate determination of phases and travel times for many combinations of stations and events. An important consideration in the process is the accuracy of event locations. The LLNL Comprehensive Test Ban Treaty Research Program is currently working on data from the Middle East and North Africa, where seismic station coverage is relatively sparse and ``ground truth`` seismic source information is practically nonexistent. In this report th… more

Demonstration of plasma in-situ vitrification at the K-Reactor seepage basin (904-65G)

Description: The Savannah River Technology Center at SRS had begun investigating the possibility of utilizing a plasma torch for ``bottoms up`` in-situ vitrification and had funded pilot plant scale testing at the Georgia Institute of Technology (GIT) and at Clemson University. By the spring of 1996, the GIT trials had indicated that the process was potentially viable for vitrification of SRS soils but that the process needed to be validated on a clean site at a near production scale, before deployment into… more
