Report on audit of work force restructuring at the Oak Ridge Operations Office

Description: DOE`s downsizing goals were achieved at Oak Ridge without resorting to involuntary terminations; voluntary separations and worker transfers negated the need for layoffs and associated worker assistance programs. Nevertheless, Lockheed Martin Energy Systems, Inc., established training programs and an outplacement center which was felt by IG to provide little benefit to displaced workers or the Oak Ridge region, because DOE was not adequately involved in preparing the restructuring plans and did … more

Environmental Assessment for the High Explosives Wastewater Treatment Facility, Los Alamos National Laboratory, Los Alamos, New Mexico

Description: The Department of Energy (DOE) has identified a need to improve the management of wastewater resulting from high explosives (HE) research and development work at Los Alamos National Laboratory (LANL). LANL`s current methods off managing HE-contaminated wastewater cannot ensure that discharged HE wastewater would consistently meet the Environmental Protection Agency`s (EPA`s) standards for wastewater discharge. The DOE needs to enhance He wastewater management to e able to meet both present and … more

U.S.-Japan Trade: Framework Talks and Other Issues

Description: The United States and Japan are closely tied economically. Japan ranks second only to Canada as the largest U.S. export market. Japan is the leading market for American agricultural exports, such as corn and meat; for U.S. crude materials such as wood; and for U.S.-produced aircraft. Japan is also the second largest supplier of U.S. imports. These include cars, consumer electronics, telecommunications equipment, and computers. The United States ranks as Japan's number one export market and impo… more

Japanese Trade Balance and Exchange Rate: Seeing Through the Numbers

Description: Measured in dollars, Japan's global trade surplus stands at a record level. Also in recent months the Japanese yen has appreciated markedly against the dollar. The two events seem to foster a sizable degree of concern among many Americans, perhaps, taken to be evidence of Japan's economic success and the United States' economic failure. Things need not be as they seem, however.

Gamma-ray imaging as a tool for uranium processing plants

Description: Gamma-radiation is frequently used as an analysis and characterization signal to monitor material in the nuclear fuel processing cycle. The selection as a diagnostic is self-evident since the radiation is ubiquitous, characteristic of the isotopes present, and sufficiently penetrating so that measurements may be made remotely. However, save through detector proximity or minimal collimation, the directional nature of the radiation is generally not used in traditional nondestructive assay (NDA) m… more

Near infra-red astronomy with adaptive optics and laser guide stars at the Keck Observatory

Description: A laser guide star adaptive optics system is being built for the W. M. Keck Observatory`s 10-meter Keck II telescope. Two new near infra-red instruments will be used with this system: a high-resolution camera (NIRC 2) and an echelle spectrometer (NIRSPEC). The authors describe the expected capabilities of these instruments for high-resolution astronomy, using adaptive optics with either a natural star or a sodium-layer laser guide star as a reference. They compare the expected performance of th… more

Co-firing high sulfur coal with refuse derived fuels. Technical report {number_sign}4

Description: In order to study combustion performance under conditions similar to that in the AFBC system, the authors conducted a series of experiments at a heating rate of 100 C/min using the TGA/FTIR/MS system. Results indicate that more hydrocarbons are evolved at the faster heating rate, owing to incomplete combustion of the fuel. Chlorinated organic compounds can be formed at high heating rates. Certain oxidation products such as organic acids and alcohols are obtained at the slow heating rate. To sim… more
