Retiree Health Insurance: Gaps in Coverage and Availability

Description: Testimony issued by the General Accounting Office with an abstract that begins "In 1999, about 10 million Americans aged 55 and older relied on employer-sponsored health benefits until they became eligible for Medicare or to pay for out-of-pocket expenses not covered by Medicare. However, the number of employers offering these benefits has declined considerably during the past decade. Despite the recent strong economy and the relatively low increases in health insurance premiums during the late… more

Environmental Protection: Improved Inspections and Enforcement Would Ensure Safer Underground Storage Tanks

Description: Testimony issued by the General Accounting Office with an abstract that begins "Contaminated soil or water resulting from leaks at underground storage tanks can pose serious health risks. In 1984, Congress created the Underground Storage Tank (UST) program to protect the public from potential leaks. Under the program, the Environmental Protection Agency required tank owners to install new leak detection equipment and new spill-, overfill-, and corrosion-prevention equipment. GAO found that abou… more

Highlighting High Performance: Four Times Square

Description: 4 Times Square is a 48-story environmentally responsible building in New York City. Developed by the Durst Organization, the building is the first project of its size to adopt standards for energy efficiency, indoor ecology, sustainable materials, and responsible construction, operations, and maintenance procedures. Designers used a whole-building approach--considering how the building's systems can work together most efficiently--and educated tenants on the benefits of the design.

Review of Methods Related to Assessing Human Performance in Nuclear Power Plant Control Room Simulations

Description: With the increased use of digital systems in Nuclear Power Plant (NPP) control rooms comes a need to thoroughly understand the human performance issues associated with digital systems. A common way to evaluate human performance is to test operators and crews in NPP control room simulators. However, it is often challenging to characterize human performance in meaningful ways when measuring performance in NPP control room simulations. A review of the literature in NPP simulator studies reveals a … more

Hot Wire Needle Probe for In-Pile Thermal Conductivity Detection

Description: Thermal conductivity is a key property of interest for both nuclear fuel and structural materials, and must be known for proper design, test, and application of new fuels and structural materials in nuclear reactors. Thermal conductivity is highly dependent on the physical structure, chemical composition, and the state of the material. Typically, thermal conductivity changes that occur during irradiation are measured out-of-pile by Post Irradiated Examination (PIE) using a “cook and look” appro… more

Handheld Device for Simultaneous Monitoring of Fast Neutrons and Gamma Rays

Description: Currently at the INEEL, a handheld device is being developed to measure fast neutrons and gamma rays using a single detector instead of a previous two detector system. The handheld detection system presented here uses a single 1/2 inch (diameter) by 1/2 inch (long) liquid scintillator detector (BC501). This means the detection system can be made smaller, lighter, less expensive, and is expected to be more sensitive than the original system. A smaller and lighter device makes it possible to be u… more

Characteristics of laser-driven electron acceleration invacuum

Description: The interaction of free electrons with intense laser beamsin vacuum is studied using a 3D test particle simulation model thatsolves the relativistic Newton-Lorentz equations of motion inanalytically specified laser fields. Recently, a group of solutions wasfound for very intense laser fields that show interesting and unusualcharacteristics. In particular, it was found that an electron can becaptured within the high-intensity laser region, rather than expelledfrom it, and the captured electron c… more
