Journalists’ Privilege: Overview of the Law and Legislation in the 109th and 110th Congresses

Description: This report examines laws pertaining to journalists' privilege. Most states afford journalists some protection from compelled release of their confidential sources. The question remains, however, as to whether a concomitant federal privilege exists. The Supreme Court has addressed the issue of journalists’ privilege under the First Amendment only once; in Branzburg v. Hayes, it left open the question of whether the First Amendment provides journalists with any privilege.

Energy Efficiency and Renewable Energy Legislation in the 110th Congress

Description: This report reviews the status of energy efficiency and renewable energy legislation introduced during the 110th Congress. Most action in the second session is focused on the FY2009 budget request, the Farm Bill (H.R. 2419), and three bills (H.R. 6049, H.R. 5984/H.R. 3221 [S. 2821], and S. 2886) that would extend or modify selected renewable energy and energy efficiency tax incentives.

The Endangered Species Act (ESA) in the 110th Congress: Conflicting Values and Difficult Choices

Description: The 110th Congress is likely to oversee implementation and funding of the Endangered Species Act (ESA; P.L. 93-205, 16 U.S.C. §§ 1531-1543) and to consider proposals to amend the act. Estate Tax Legislation in the 110th Congress

Description: This report examines current legislation regarding estate taxes. Under provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 (EGTRRA, P.L. 107-16), the estate tax exclusion is scheduled to continue to rise, from $2 million for decedents dying in 2008, to $3.5 million in 2009. The estate tax is repealed for decedents dying in 2010 only.
