Federal Land Management: Observations on a Possible Move of the Forest Service into the Department of the Interior

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Growing ecological challenges ranging from wildland fires to climate change have revived interest in moving the Department of Agriculture's (USDA) Forest Service into the Department of the Interior (Interior). The Forest Service manages almost a quarter of the nation's lands but is the only major land management agency outside Interior. GAO was asked to report on the potential effects of moving the Fore… more

Defense Acquisitions: Assessments Needed to Address V-22 Aircraft Operational and Cost Concerns to Define Future Investments

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Since the 1980s, the V-22, developed to transport combat troops, supplies, and equipment for the U.S. Marine Corps and to support other services' operations, has experienced several fatal crashes, demonstrated various deficiencies, and faced virtual cancellation--much of which it has overcome. Although until recently deployed in Iraq and regarded favorably, it has not performed the full range of mission… more

Public Housing: HUD's Oversight of Housing Agencies Should Focus More on Inappropriate Use of Program Funds

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Housing and Urban Development (HUD) provided over $6.7 billion in fiscal year 2008 to housing agencies to operate, modernize, and develop about 1.2 million public housing units. It is important that HUD exercise sufficient oversight of housing agencies to help ensure that public housing funds are being used as intended and properly managed. In this report, GAO examines HUD's oversight … more

Ionic Liquids for Utilization of Waste Heat from Distributed Power Generation Systems

Description: The objective of this research project was the development of ionic liquids to capture and utilize waste heat from distributed power generation systems. Ionic Liquids (ILs) are organic salts that are liquid at room temperature and they have the potential to make fundamental and far-reaching changes in the way we use energy. In particular, the focus of this project was fundamental research on the potential use of IL/CO2 mixtures in absorption-refrigeration systems. Such systems can provide cooli… more

Sludge Batch 5 Slurry Fed Melt Rate Furnace Test with Frits 418 and 550

Description: Based on Melt Rate Furnace (MRF) testing for the Sludge Batch 5 (SB5) projected composition and assessments of the potential frits with reasonable operating windows, the Savannah River National Laboratory (SRNL) recommended Slurry Fed Melt Rate Furnace (SMRF) testing with Frits 418 and 550. DWPF is currently using Frit 418 with SB5 based on SRNL's recommendation due to its ability to accommodate significant sodium variation in the sludge composition. However, experience with high boron containi… more

Tank 26 Evaporator Feed Pump Transfer Analysis

Description: The transfer of liquid salt solution from Tank 26 to an evaporator is to be accomplished by activating the evaporator feed pump, located approximately 72 inches above the sludge layer, while simultaneously turning on the downcomer. Previously, activation of the evaporator feed pump was an isolated event without any other components running at the same time. An analysis of the dissolved solution transfer has been performed using computational fluid dynamics methods to determine the amount of ent… more

NERI FINAL TECHNICAL REPORT, DE-FC07-O5ID14647, OPTIMIZATION OF OXIDE COMPOUNDS FOR ADVANCED INERT MATRIX MATERIALS

Description: In order to reduce the current excesses of plutonium (both weapon grade and reactor grade) and other transuranium elements, a concept of inert matrix fuel (IMF) has been proposed for an uranium free transmutation of fissile actinides which excludes continuous uranium-plutonium conversion in thermal reactors and advanced systems. Magnesium oxide (MgO) is a promising candidate for inert matrix (IM) materials due to its high melting point (2827 C), high thermal conductivity (13 W/K {center_dot} m … more

Tracking the Sun: The Installed Cost of Photovoltaics in the U.S. from 1998-2007

Description: As installations of grid-connected solar photovoltaic (PV) systems have grown, so too has the desire to track the installed cost of these systems over time, by system characteristics, by system location, and by component. This report helps to fill this need by summarizing trends in the installed cost of grid-connected PV systems in the United States from 1998 through 2007. The report is based on an analysis of installed cost data from nearly 37,000 residential and non-residential PV systems, to… more

Final Report 200 MW L-Band Annular Beam Klystron for Accelerators

Description: This program developed a 200 MW, 1.3 GHz, Annular Beam Klystron (ABK) for accelerator systems. An ABK provides lower impedance than a conventional klystron, making it possible to produce higher RF powers with lower voltages. With a higher power per unit, fewer klystrons would be required for a large accelerator. Lower voltage also simplifies and reduces the cost of the power supply system. Both features will significantly lower the cost of an RF system. This device operates at 475 kV. The klyst… more

Foam Transport in Porous Media - A Review

Description: Amendment solutions with or without surfactants have been used to remove contaminants from soil. However, it has drawbacks such that the amendment solution often mobilizes the plume, and its movement is controlled by gravity and preferential flow paths. Foam is an emulsion-like, two-phase system in which gas cells are dispersed in a liquid and separated by thin liquid films called lamellae. Potential advantages of using foams in sub-surface remediation include providing better control on the vo… more

Energy Saving Glass Lamination via Selective Radio-Frequency Heating

Description: This Inventions and Innovations program supported the technical and commercial research and development needed to elevate Ceralink's energy saving process for flat glass lamination from bench scale to a self-supporting technology with significant potential for growth. Radio-frequency heating was any un-explored option for laminating glass prior to this program. With significant commercial success through time and energy savings in the wood, paper, and plastics industries, RF heating was found t… more

Tank Space Options Report

Description: Since this report was originally issued in 2001, several options proposed for increasing double-shell tank (DST) storage space were implemented or are in the process of implementation. Changes to the single-shell tank (SST) waste retrieval schedule, completion of DST space saving options, and the DST space saving options in progress have delayed the projected shortfall of DST storage space from the 2007-2011 to the 2018-2025 timeframe (ORP-11242, River Protection Project System Plan). Paleontological overview of oil shale and tar sands areas in Colorado, Utah, and Wyoming.

Description: In August 2005, the U.S. Congress enacted the Energy Policy Act of 2005, Public Law 109-58. In Section 369 of this Act, also known as the ''Oil Shale, Tar Sands, and Other Strategic Unconventional Fuels Act of 2005,'' Congress declared that oil shale and tar sands (and other unconventional fuels) are strategically important domestic energy resources that should be developed to reduce the nation's growing dependence on oil from politically and economically unstable foreign sources. In addition, … more

Separation of Highly Complex Mixtures by Two-Dimension Liquid Chromatography

Description: This report summarizes the progress made on the title project during the grant period. We developed a new classification of two-dimensional separations based on the observation that separations can be made in time or in space. Thus, two-dimensional separations can be made in time×time, space×space, space×time, or time×space. The two successive separations must use two different modes of chromatography that afford uncorrelated or weakly correlated patterns of retention factors for the components… more
