This report discusses the Bipartisan Budget Act of 2018 (BBA 2018, P.L. 115-123) and the inclusion in it of an FY2019 budget resolution. The report then discusses the differences between a traditional budge resolution and a substitute budget resolution like the one found in the BBA.
