Threats to U.S. National Security Interests in Space: Orbital Debris Mitigation and Removal

Description: This report discusses the National Security Space Strategy. After decades of activities in space, Earth's orbit is littered with man-made objects that no longer serve a useful purpose that potentially threaten U.S. national security interests in space, both governmental (military, intelligence, and civil) and commercial. Congress has broadly supported the full-range of these national security interests and has a vested concern in ensuring a strong and continued U.S. presence in space.

Regulatory Burden: Some Agencies' Claims Regarding Lack of Rulemaking Discretion Have Merit

Description: A letter report issued by the General Accounting Office with an abstract that begins "Pursuant to a congressional request, GAO reviewed federal agencies' assertions that certain private-sector regulatory concerns were, at least in part, attributable to underlying statutes, focusing on: (1) the amount of discretion the underlying statutes gave the rulemaking agencies in developing the regulatory requirements that the agencies had said were attributable to the underlying statutes; (2) whether the… more

Financial Regulation: A Framework for Crafting and Assessing Proposals to Modernize the Outdated U.S. Financial Regulatory System

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The United States and other countries are in the midst of the worst financial crisis in more than 75 years. While much of the attention of policymakers understandably has been focused on taking short-term steps to address the immediate nature of the crisis, these events have served to strikingly demonstrate that the current U.S. financial regulatory system is in need of significant reform. To help polic… more

Depot Maintenance: Army Needs Plan to Implement Depot Maintenance Report's Recommendations

Description: A letter report issued by the General Accounting Office with an abstract that begins "Each year, the U.S. Army spends about $3 billion on depot-level maintenance and repair work for weapons systems and other equipment. However, because its data gathering and reporting processes have been limited, the Army historically has been unable to fully identify how much depotlevel maintenance takes place outside its five public depots. As a result, it has not been able to determine with precision how wel… more

Federal Employees: Pay and Pension Increases Since 1969

Description: Under the terms of the Federal Employees' Pay Comparability Act of 1990 (P.L. 101-509), pay for civilian federal employees is adjusted each year to keep the salaries of federal workers competitive with comparable occupations in the private sector. The annual increases in federal employee pay are based on changes in the cash compensation paid to workers in the private sector, as measured by the ECI. Under certain circumstances, the President may limit the annual increase in federal pay by execut… more

Heavy Truck Engine Program

Description: The Heavy Duty Truck Engine Program at Cummins embodied three significant development phases. All phases of work strove to demonstrate a high level of diesel engine efficiency in the face of increasingly stringent emission requirements. Concurrently, aftertreatment system development and refinement was pursued in support of these efficiency demonstrations. The program's first phase focused on the demonstration in-vehicle of a high level of heavy duty diesel engine efficiency (45% Brake Thermal … more

Low-Temperature Synthesis Routes to Intermetallic Superconductors

Description: Over the past few years, our group has gained expertise at developing low-temperature solution-based synthetic pathways to complex nanoscale solids, with particular emphasis on nanocrystalline intermetallic compounds. Our synthetic capabilities are providing tools to reproducibly generate intermetallic nanostructures with simultaneous control over crystal structure, composition, and morphology. This DOE-funded project aims to expand these capabilities to intermetallic superconductors. This coul… more

Geochemical Rate/RNA Integration Study (GRIST): A Pilot Field Experiment for Inter-Calibration of Biogeochemistry and Nucleic Acid Measurements Final Report

Description: The Geochemical Rate/RNA Integration Study (GRIST) project sought to correlate biogeochemical flux rates with measurements of gene expression and mRNA abundance to demonstrate the application of molecular approaches to estimate the presence and magnitude of a suite of biogeochemical processes. The study was headed by Lee Kerkhoff of Rutgers University. In this component of the GRIST study, we characterized ambient nutrient concentrations and measured uptake rates for dissolved inorganic nitroge… more

Upgraded Coal Interest Group

Description: The Upgraded Coal Interest Group (UCIG) is an EPRI 'users group' that focuses on clean, low-cost options for coal-based power generation. The UCIG covers topics that involve (1) pre-combustion processes, (2) co-firing systems and fuels, and (3) reburn using coal-derived or biomass-derived fuels. The UCIG mission is to preserve and expand the economic use of coal for energy. By reducing the fuel costs and environmental impacts of coal-fired power generation, existing units become more cost effec… more

Seismic-Scale Rock Physics of Methane Hydrate

Description: We quantify natural methane hydrate reservoirs by generating synthetic seismic traces and comparing them to real seismic data: if the synthetic matches the observed data, then the reservoir properties and conditions used in synthetic modeling might be the same as the actual, in-situ reservoir conditions. This approach is model-based: it uses rock physics equations that link the porosity and mineralogy of the host sediment, pressure, and hydrate saturation, and the resulting elastic-wave velocit… more

(Aerodynamic focusing of particles and heavy molecules)

Description: By accelerating a gas containing suspended particles or large molecules through a converging nozzle, the suspended species may be focused and therefore used to write fine lines on a surface. Our objective was to study the limits on how narrow this focal region could be as a function of particle size. We find that, for monodisperse particles with masses m{sub p} some 3.6 {times} 10{sup 5} times larger than the molecular mass m of the carrier gas (diameters above some 100{angstrom}), there is no … more

Industrial fuel choice analysis model. Volume I: primary model documentation. First draft

Description: IFCAM is an energy-demand model developed in response to the need to evaluate fuel-choice decisions in the industrial sector over a 10- to 15-year forecasting horizon. The model generates complete model outputs for 1985, 1990, and 1995. These outputs, providing fuel-mix results in either absolute amounts or as distribution percentages, are available under several formats. The fuel-use figures can be presented by new or existing combustors, functional uses (boilers vs process heaters), nine indu… more

Interface stability and defect formation during crystal growth

Description: Unidirectional solidification experiments have been carried out in organic crystals with the aim of improving our knowledge on the effects of constraints on the interface morphology and to increase our understanding of the growth of anisotropic materials. The experimental information shows that lateral constraints such as a sharp change in the cross-sectional area in the solid liquid interface path, can produce important changes in the microstructure if the interface morphology is planar, cellu… more
