2009 Fuel Cell Market Report, November 2010

Description: Fuel cells are electrochemical devices that combine hydrogen and oxygen to produce electricity, water, and heat. Unlike batteries, fuel cells continuously generate electricity, as long as a source of fuel is supplied. Moreover, fuel cells do not burn fuel, making the process quiet, pollution-free and two to three times more efficient than combustion. Fuel cell systems can be a truly zero-emission source of electricity, if the hydrogen is produced from non-polluting sources. Global concerns abou… more

Abstraction of Information From 2- and 3-Dimensional Porflow Models Into a 1-D Goldsim Model - 11404

Description: The Savannah River National Laboratory has developed a 'hybrid' approach to Performance Assessment modeling which has been used for a number of Performance Assessments. This hybrid approach uses a multi-dimensional modeling platform (PorFlow) to develop deterministic flow fields and perform contaminant transport. The GoldSim modeling platform is used to develop the Sensitivity and Uncertainty analyses. Because these codes are performing complementary tasks, it is incumbent upon them that for th… more

Accelerating Design of Batteries Using Computer-Aided Engineering Tools

Description: Computer-aided engineering (CAE) is a proven pathway, especially in the automotive industry, to improve performance by resolving the relevant physics in complex systems, shortening the product development design cycle, thus reducing cost, and providing an efficient way to evaluate parameters for robust designs. Academic models include the relevant physics details, but neglect engineering complexities. Industry models include the relevant macroscopic geometry and system conditions, but simplify … more

Accountable Care Organizations and the Medicare Shared Savings Program

Description: This report describes the problem of fragmented health care in the United States. The issues the report pinpoints are that it is more costly and of lower quality. The report addresses these issues by summarizing the integrated care delivery model in Medicare. Moreover, the report outlines the two pieces of this program as Accountable Care Organizations (ACOs) and the Medicare Shared Savings Program. Finally, the report discusses the mechanics of these programs to relieve the two issues identifi… more

Activation Layer Stabilization of High Polarization Photocathodes in Sub-Optimal RF Gun Environments

Description: Specific activation recipes for bulk, 100 nm thick MBE grown and high polarization III-V photocathode material have been developed which mitigate the effects of exposure to background gasses. Lifetime data using four representative gasses were acquired for bulk GaAs, 100 nm unstrained GaAs and strained superlattice GaAs/GaAsP, all activated both with Cs and then Cs and Li (bi-alkali). Each photoemitter showed marked resilience improvement when activated using the bi-alkali recipe compared to th… more

Adaptive and Efficient Computing for Subsurface Simulation within ParFlow

Description: This project is concerned with the PF.WRF model as a means to enable more accurate predictions of wind fluctuations and subsurface storage. As developed at LLNL, PF.WRF couples a groundwater (subsurface) and surface water flow model (ParFlow) to a mesoscale atmospheric model (WRF, Weather Research and Forecasting Model). It was developed as a unique tool to address coupled water balance and wind energy questions that occur across traditionally separated research regimes of the atmosphere, land … more

Addendum to High Pressure Burn Rate Measurements on an Ammonium Perchlorate Propellant

Description: As part of a small follow-on study, the burn rate of the ammonium perchlorate (AP) based material TAL-1503 was studied at a relatively mild pressure. The goal of this final experiment was to burn TAL-1503 at the lowest pressures possible using the LLNL High Pressure Strand Burner (LLNL-HPSB). The following is a description of the experiment and the results with a brief discussion of data and a comparison to the higher pressure data. This is not meant to be a stand-alone report and readers shoul… more

Advance Appropriations, Forward Funding, and Advance Funding

Description: pppropriations acts generally make budget authority (or BA) available for use (or obligation) at the start of the fiscal year covered by the act. Sometimes appropriations bills provide a different date for specified budget authority within the act to become first available so that the funding cycle does not coincide with the fiscal year generally covered by the act. There are three types of this kind of budget authority: advance appropriations, forward funding, and advance funding.
