2000 Census: Coverage Measurement Programs' Results, Costs, and Lessons Learned

Description: A letter report issued by the General Accounting Office with an abstract that begins "To help measure the quality of the 2000 Census and to possibly adjust for any errors, the U.S. Census Bureau (Bureau) conducted the Accuracy and Coverage Evaluation (A.C.E.) program. However, after obligating around $207 million for A.C.E. and its predecessor program, Integrated Coverage Measurement (I.C.M.), from fiscal years 1996 through 2001, the Bureau did not use either program to adjust the census number… more

Abortion: Legislative Response

Description: The primary focus of this issue brief is legislative action in the 108th Congress with respect to abortion. However, discussion of those legislative proposals necessarily involves a brief discussion of the leading U.S. Supreme Court decisions concerning a woman’s right to choose whether to terminate her pregnancy. For a more detailed discussion of the relevant case law, see CRS Report 95-724, Abortion Law Development: A Brief Overview.

Accelerator improvement options for NuMI oroton intensity.

Description: In order to meet the needs for protons for MINOS and other experiments, substantial improvements will be necessary in the Booster and Main Injector. They have evaluated a number of improvements which would yield an increase in the number of protons on target for NuMI and Mini-BooNE in the years 2005-2008. They outline a possible program of improvements in the Booster and Main Injector which can be implemented in steps over a five year period and which could result in an increase in proton inten… more

AIDS in Africa

Description: Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 29.4 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than 70% of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.

The Air Force KC-767 Tanker Lease Proposal: Key Issues for Congress

Description: The Air Force is proposing to replace 133 of its oldest Boeing KC-135E aerial refueling tanker aircraft by leasing 100 new Boeing KC-767 tankers instead of initially buying them outright. The proposed lease was authorized by Section 8159 of the FY2002 DOD Appropriations Act (P.L. 107-117 of January 10, 2002). The main issue for Congress is whether to approve or disapprove the lease. This report examines the lease proposal and its ramifications by providing background information on the Air Forc… more

Allocations and Subdivisions in the Congressional Budget Process

Description: The annual budget resolution sets forth total spending and revenue levels for at least five fiscal years. The spending amounts are allocated, or “crosswalked,” to the House and Senate committees having jurisdiction over discretionary spending (the Appropriations Committees) and direct spending (the legislative committees). This report very briefly discusses the allocations and subdivisions portions of the congressional budget process.

Analysis of Devonian Black Shales in Kentucky for Potential Carbon Dioxide Sequestration and Enhanced Natural Gas Production Quarterly Report: July-September 2003

Description: CO{sub 2} emissions from the combustion of fossil fuels have been linked to global climate change. Proposed carbon management technologies include geologic sequestration of CO{sub 2}. A possible, but untested, sequestration strategy is to inject CO{sub 2} into organic-rich shales. Devonian black shales underlie approximately two-thirds of Kentucky and are thicker and deeper in the Illinois and Appalachian Basin portions of Kentucky than in central Kentucky. The Devonian black shales serve as bo… more

Analysis of Hypothetical Promoter Domains of DKFZp564A1164, NPHS1 and HSPOX1 Genes

Description: For this study, a high throughput method for identifying and testing regulatory elements was examined. In addition, the validity of promoters predicted by FirstEF was tested. It was found that by combining computer based promoter and first exon predictions from FirstEF (Davuluri et al., 2001) with PCR-based cloning to generate luciferase reporter constructs, and by testing reporter activity in cultured mammalian cells plated in a 96 well format one could identify promoter activity in a relative… more

Animal Agriculture: Issues in the 107th Congress

Description: A variety of animal agriculture issues, including prices, the impact of consolidation in the meat production/packing industry, trade, and the environmental impacts of large feedlots, continue to generate interest in Congress. This issue brief discusses these issues, as well as the 2002 farm bill, which contains several provisions affecting animal agriculture, including protections for contract growers, disaster assistance, country-of-origin labeling, and increased funding for conservation purpo… more

Applying Seismic Methods to National Security Problems: Matched Field Processing With Geological Heterogeneity

Description: Seismic imaging and tracking methods have intelligence and monitoring applications. Current systems, however, do not adequately calibrate or model the unknown geological heterogeneity. Current systems are also not designed for rapid data acquisition and analysis in the field. This project seeks to build the core technological capabilities coupled with innovative deployment, processing, and analysis methodologies to allow seismic methods to be effectively utilized in the applications of seismic … more

Are both symmetric and buckled dimers on Si(100) minima? Density functional and multireference perturbation theory calculations

Description: We report a spin-unrestricted density functional theory (DFT) solution at the symmetric dimer structure for cluster models of Si(100). With this solution, it is shown that the symmetric structure is a minimum on the DFT potential energy surface, although higher in energy than the buckled structure. In restricted DFT calculations the symmetric structure is a saddle point connecting the two buckled minima. To further assess the effects of electron correlation on the relative energies of symmetric… more

Beta-limiting MHD Instabilities in Improved-performance NSTX Spherical Torus Plasmas

Description: Global magnetohydrodynamic stability limits in the National Spherical Torus Experiment (NSTX) have increased significantly recently due to a combination of device and operational improvements. First, more routine H-mode operation with broadened pressure profiles allows access to higher normalized beta and lower internal inductance. Second, the correction of a poloidal field coil induced error-field has largely eliminated locked tearing modes during normal operation and increased the maximum ach… more

Campaign Finance: Constitutional and Legal Issues of Soft Money

Description: Prior to enactment of the Bipartisan Campaign Reform Act of 2002 (BCRA), P.L. 107-155, the term “soft money” generally referred to unregulated funds, perceived as resulting from loopholes in the Federal Election Campaign Act (FECA), 2 U.S.C. §§ 431 et seq. Generally, the intent of BCRA, (effective Nov. 6, 2002), which amends FECA, is to restrict the raising and spending of soft money. This Issue Brief discusses constitutional and legal issues surrounding two major types of soft money that BCRA … more

CAPACITIVE TOMOGRAPHY FOR THE LOCATION OF PLASTIC PIPE

Description: Throughout the utility industry, there is high interest in subsurface imaging of plastic, ceramic, and metallic objects because of the cost, reliability, and safety benefits available in avoiding impacts with the existing infrastructure and in reducing inappropriate excavations. Industry interest in locating plastic pipe has resulted in funding available for the development of technologies that enable this imaging. Gas Technology Institute (GTI) proposes to develop a compact and inexpensive cap… more

Characterization of Non-LTE Gold Plasmas in Controlled Conditions with Finite Tr

Description: Understanding the charge state distribution of golf plasmas, especially in conditions far from local thermodynamic equilibrium (non-LTE conditions), is among the issues in ICF hohlraum physics research. Detailed models of these plasmas have historically disagreed by several charge states under a given set of conditions; simplified models in radiation-hydrodynamics codes disagree more. This impacts the accurate prediction of radiation coupling within the hohlraum. Nova laser data for uniform gol… more
