Appropriations for FY2002: Foreign Operations, Export Financing, and Related Programs

Description: Appropriations are one part of a complex federal budget process that includes budget resolutions, appropriations (regular, supplemental, and continuing) bills, rescissions, and budget reconciliation bills. This report is a guide to one of the 13 regular appropriations bills that Congress passes each year. It is designed to supplement the information provided by the House and Senate Foreign Operations Appropriations Subcommittees.

Armenia-Azerbaijan Conflict

Description: This report presents an overview of the Armenia-Azerbaijan conflict. This is a clash between the principles of territorial integrity and self-determination that is occurring in the Caucasus, creating the longest inter-ethnic dispute in the former Soviet Union. The report includes the background and analysis of history, warfare and peace process in the region. The report discusses the Armenian and Azerbaijani perspective, the role and views of others (Iran, Turkey, Russia), as well as the U.S. p… more

D.C. Tuition Assistance Grants: Program May Increase College Choices, but a Few Program Procedures May Hinder Grant Receipt for Some Residents

Description: A letter report issued by the General Accounting Office with an abstract that begins "Twenty-one percent of grant-eligible applicants who did not use the District of Columbia's tuition assistance grant (TAG) funding to attend a participating college or university may have encountered such barriers as college entrance requirements and the absence of minority outreach programs. Whether enrollment caps at colleges posed a barrier for applicants is unclear. In the program's first year, 516 of the n… more

Campaign rework of Z-Plant material at Purex

Description: The Purex Plant has been requested to process Z-Plant MR and EPT solutions containing about 200 kilograms of plutonium in order to alleviate processing problem at Z-Plant and to reduce the inventory of MR and EPT rework. Campaign recycle of uranium through the main plant is recommended as an economical and effective means of reworking large quantities of Z-Plant plutonium solutions. This memorandum outlines process alternates and costs for reworking the solutions and itemizes specific recommend… more

Centrifugal Distortion Corrections to Calculated Thermodynamic Functions

Description: Complete parition functions for non-rigid rotators are obtained for the linear, spherical top, and symmetric top cases, From these are derived expression giving the corrections to the thermodynamic functions due to centrifugal distortion as functions of the rotational distortion constants D. Numerical examples are given for HCN, methane, and ammonia.

Chemical Technology Division, Unit Operations Section Monthly Progress Report, May 1961

Description: The experimental results on the oxidation of H from a He stream with CuO pellets were very close to the predicted behavior based on the mathematical model. Experimental measurements of uranyl sulfate loading rates on chloride equilibrated resin showed little variation with solution concentrations. A tentative flowsbeet was proposed for cost analysis of processing a Pebble Bed Reactor. A U-Zr plate was dissolved in nitrate-free Zirflex solution. An authentic TRIGA prototype was processed in engi… more

A Correlation for Boiling Heat Transfer to Saturated Fluids in Convective Flow

Description: An additive mechanism of micro- and macro-convective heat transfer was formulated to represent boiling heat transfer with net vapor generation to saturated, non-metallic fluids in convective flow. The final equations are [equations not transcribed]. The second equation will be recognized as the Dittus-Boelter equation with the additional factor F. The two functions F and S are defined as [equations not transcribed] where Re is the effective Reynolds number for the two-phase fluid and ΔTe is the… more

The distribution of an illustrated timeline wall chart and teacher's guide of 20th century physics

Description: The American Physical Society's part of its centennial celebration in March of 1999 decided to develop a timeline wall chart on the history of 20th century physics. This resulted in eleven consecutive posters, which when mounted side by side, create a 23-foot mural. The timeline exhibits and describes the millstones of physics in images and words. The timeline functions as a chronology, a work of art, a permanent open textbook, and a gigantic photo album covering a hundred years in the life of … more

The effect of chemical additives and coating materials on the adsorption of radionuclide parent elements of aluminum surfaces

Description: Laboratory studies have been conducted under simulated reactor operating conditions to determine the effect of various chemical additives and coatings on the adsorption of trace elements on aluminum surfaces. Of the materials tested, silicate additives and organic ink coatings were by far the most effective, reducing the adsorption of arsenic and phosphorus tracers by as much as one to three orders of magnitude. The laboratory techniques and results are discussed.

Experimental and analytical determination of the motion of hydraulically operated valve stems in oil engine injection systems

Description: This research on the pressure variations in the injection system of the N.A.C.A. Spray Photography Equipment and on the effects of these variations on the motion of the timing valve stem was undertaken in connection with the study of fuel injection systems for high-speed oil engines. The methods of analysis of the pressure variations and the general equation for the motion of the spring-loaded stem for the timing valve are applicable to a spring-loaded automatic injection valve, and in general … more

Experimental Study and Analysis of Loading and Pressure Distributions on Delta Wings Due to Thickness and to Angle of Attack at Supersonic Speeds

Description: Memorandum presenting the aerodynamic loading on delta wings at supersonic speeds, which was studied primarily to determine the coupling and nonlinear interference effects between the pressures due to angle of attack and due to thickness. Results regarding span loadings and lift coefficients, pressure distributions due to thickness, pressure distributions due to angle of attack and interference pressures produced by thickness, and Reynolds number effects are provided.
