2004 Progress Report for Grant No. DE-FG03-03NA00076 Nuclear Level Densities and Gamma-ray Strength Functions: Stewardship Sciences Academic Alliances Program

Description: To verify the apparent large enhancement of the radiative strength function in light and medium nuclei, the 56Fe(n,2gamma)57Fe reaction was measured. The two-step cascade intensities with soft primary intensities confirm the enhancement. The combined results have been published in Physical Review Letters and featured in the Physics News Update. Data for the Yb isotopes have been combined to examine the systematics of level densities and strength function in three Yb isotopes. A paper on these r… more

Accelerated Carbonate Dissolution as a CO2 Separation and Sequestration Strategy

Description: We have proposed a technique that could reduce CO{sub 2} emissions from near coastal fossil-fuel power plants using existing power plant cooling water flow rates (Rau and Caldeira, 1999; Caldeira and Rau, 2000). Preliminary cost estimates are as low as $68 per tonne C sequestered, as compared to > $170 per tonne C estimated for other approaches to CO{sub 2} separation with geologic or deep-ocean storage. Engineers at McDermott Technologies, Inc., have independently estimated the cost of our … more

Accelerating the Reduction of Excess Russian Highly Enriched Uranium

Description: This paper presents the latest information on one of the Accelerated Highly Enriched Uranium (HEU) Disposition initiatives that resulted from the May 2002 Summit meeting between Presidents George W. Bush and Vladimir V. Putin. These initiatives are meant to strengthen nuclear nonproliferation objectives by accelerating the disposition of nuclear weapons-useable materials. The HEU Transparency Implementation Program (TIP), within the National Nuclear Security Administration (NNSA) is working to … more

An adaptive radiation model for the origin of new genefunctions

Description: The evolution of new gene functions is one of the keys to evolutionary innovation. Most novel functions result from gene duplication followed by divergence. However, the models hitherto proposed to account for this process are not fully satisfactory. The classic model of neofunctionalization holds that the two paralogous gene copies resulting from a duplication are functionally redundant, such that one of them can evolve under no functional constraints and occasionally acquire a new function. Advanced Photon Source Activity Report 2002 at Argonne National Laboratory, Argonne, IL, December 2003 - contribution title:"Microdiffraction Study of Epitaxial Growth and Lattice Tilts in Oxide Films on Polycrystalline Metal Substrates"

Description: Texture, the preference for a particular crystallographic orientation in polycrystalline materials, plays an important role in controlling such diverse materials properties as corrosion resistance, recording density in magnetic media and electrical transport in superconductors [1]. Without texture, polycrystalline oxide superconductors contain many high-angle, weak-linked grain boundaries which reduce critical current densities by several orders of magnitude [2]. One approach for inducing textu… more

Amendments in the House: Types and Forms

Description: This report briefly discusses the amending process, which is central to the consideration of legislation by the House of Representatives, and the rules, practices, and precedents that underlie this process frequently depend on distinguishing among amendments based on their type and form. Simply put, not all amendments are equal in a procedural sense, and the form or type of amendment frequently determines what further amendments may be offered, and therefore what alternatives the House may choo… more

Annual Technical Progress Report of Radioisotope Power System Materials Production and Technology Program Tasks for October 1, 2002 Through September 30, 2003

Description: The Office of Space and Defense Power Systems of the Department of Energy (DOE) provides Radioisotope Power Systems (RPS) for applications where conventional power systems are not feasible. For example, radioisotope thermoelectric generators were supplied by the DOE to the National Aeronautics and Space Administration for deep space missions including the Cassini Mission launched in October of 1997 to study the planet Saturn. The Oak Ridge National Laboratory (ORNL) has been involved in develop… more

Antiferromagnetism in Pr3In: Singlet/triplet physics withfrustration

Description: We present neutron diffraction, magnetic susceptibility and specific heat data for a single-crystal sample of the cubic (Cu{sub 3}Au structure) compound Pr{sub 3}In. This compound is believed to have a singlet ({Lambda}{sub 1}) groundstate and a low-lying triplet ({Lambda}{sub 4}) excited state. In addition, nearest-neighbor antiferromagnetic interactions are frustrated in this structure. Antiferromagnetic order occurs below T{sub N} = 12K with propagation vector (0, 0, 0.5 {center_dot}{delta})… more

Area Monitoring Dosimeter Program for the Pacific Northwest National Laboratory: Results for CY 2003

Description: Pacific Northwest National Laboratory (PNNL) established an area monitoring dosimeter program in accordance with Article 514 of the Department of Energy (DOE) Radiological Control Manual (RCM) in January 1993. This program is to minimize the number of areas requiring issuance of personnel dosimeters and to demonstrate that doses outside Radiological Buffer Areas are negligible. In accordance with 10 CFR Part 835.402 (a)(1)-(4) and Article 511.1 of the PNNL Radiological Control Program Descripti… more

Assessment of the Poloidal Distribution of Core Plasma Fueling and Impurity Sources in DIII-D

Description: Measurements and modeling of the 2D poloidal D{sub {alpha}} intensity distribution in DIII-D low density L-mode and medium density ELMy H-mode plasmas indicate that the core plasma is predominately fueled near the divertor x-point region. The neutral hydrogen and ion carbon emission were measured in the divertor and inner main chamber scrape-off layer (SOL) using a plasma imaging technique, covering 85% of the poloidal cross-section. Typically, the peak emission in the inner main SOL at the tok… more

Assistance to Afghan and Iraqi Women: Issues for Congress

Description: This report reviews the U.S.-sponsored funding and programs directed toward women and children in Afghanistan and Iraq. The national and international response to the plight of Afghan and Iraqi women, even to their most recent experience under the Taliban in Afghanistan or Baathist regime in Iraq, will impact their future role and the long-term developments in each country, such as the implementation of a new constitution, the incorporation of women in local and national governance, the role of… more

B Physics at CDF

Description: Due to the large b{bar b} cross section at 1.96 TeV p - {bar p} collisions, the Tevatron is currently the most copious source of B hadrons. Recent detector upgrades for Run II have made these more accessible, allowing for a wide range of B and C/P physics with B hadrons of all flavours. In this paper we present B-physics results, and, using the versatile hadronic Two Track Trigger, a search for {Xi}(1860), from up to 240 pb{sup -1} of data.

Beam Anisotropy Effect on Alfven Eigenmode Stability in ITER-like Plasma

Description: This work studies the stability of the toroidicity-induced Alfven Eigenmodes (TAE) in the proposed ITER burning plasma experiment, which can be driven unstable by two groups of energetic particles, the 3.5-MeV {alpha}-particle fusion products and the tangentially injected 1-MeV beam ions. Both species are super-Alfvenic but they have different pitch-angle distributions and the drive for the same pressure gradients is typically stronger from co-injected beam ions as compared with the isotropical… more
