Advanced Fuel Cycle Initiative University Fellowship Program: Final Report

Description: 2004-2011 Final Report for AFCI University Fellowship Program. The goal of this effort was to be supportive of university students and university programs - particularly those students and programs that will help to strengthen the development of nuclear-related fields. The program also supported the stability of the nuclear infrastructure and developed research partnerships that are helping to enlarge the national nuclear science technology base. In this fellowship program, the U.S. Department … more

America COMPETES 2010 and the FY2013 Budget

Description: This report discusses the 112th Congress' possible changes to the implementation of the America COMPETES Reauthorization Act of 2010. Signed on January 4, 2011, this law seeks to improve U.S. competitiveness and innovation by authorizing, among other things, increased federal support for research in the physical sciences and engineering; and science, technology, engineering, and mathematics (STEM) education. The specific debate about FY2013 funding for America COMPETES 2010 provisions will occu… more

Analysis of Drought Impacts on Electricity Production in the Western and Texas Interconnections of the United States.

Description: Electricity generation relies heavily on water resources and their availability. To examine the interdependence of energy and water in the electricity context, the impacts of a severe drought to assess the risk posed by drought to electricity generation within the western and Texas interconnections has been examined. The historical drought patterns in the western United States were analyzed, and the risk posed by drought to electricity generation within the region was evaluated. The results of … more

An Analysis of STEM Education Funding at the NSF: Trends and Policy Discussion

Description: This report analyzes National Science Foundation funding trends and selected closely related STEM (science, technology, engineering, and math) education policy issues in order to place conversations about FY2013 funding in broader fiscal and policy context. It concludes with an analysis of potential policy options.

Application of Stochastic Radiative Transfer Theory to the ARM Cloud-Radiative Parameterization Problem

Description: This project had two primary goals: (1) development of stochastic radiative transfer as a parameterization that could be employed in an AGCM environment, and (2) exploration of the stochastic approach as a means for representing shortwave radiative transfer through mixed-phase layer clouds. To achieve these goals, climatology of cloud properties was developed at the ARM CART sites, an analysis of the performance of the stochastic approach was performed, a simple stochastic cloud-radiation param… more

Atmospheric Radiation Measurement Climate Research Facility Operations Quarterly Report October 1–December 31, 2011

Description: Individual raw datastreams from instrumentation at the Atmospheric Radiation Measurement (ARM) Climate Research Facility fixed and mobile sites are collected and sent to the Data Management Facility (DMF) at Pacific Northwest National Laboratory (PNNL) for processing in near real-time. Raw and processed data are then sent approximately daily to the ARM Archive, where they are made available to users. For each instrument, we calculate the ratio of the actual number of processed data records rece… more

ATPA Renewal: Background and Issues

Description: The Andean Trade Preference Act (ATPA) extends special duty treatment to certain U.S. imports from Bolivia, Colombia, Ecuador, and Peru that meet domestic content and other requirements. The purpose of ATPA is to promote economic growth in the Andean region and to encourage a shift away from dependence on illegal drugs by supporting legitimate economic activities. This report outlines the various aspects of the ATPA, including significant dates and modifications.

B+ and D(S)+ Decay Constants from Belle and BaBar

Description: The Belle and Babar experiments have measured the branching fractions for B{sup +} {yields} {tau}{sup +}{nu} and D{sub s}{sup +} {yields} {mu}{sup +}{nu} decays. From these measurements one can extract the B{sup +} and D{sub s}{sup +} decay constants, which can be compared to lattice QCD calculations. For the D{sub s}{sup +} decay constant, there is currently a 2.1 {sigma} difference between the calculated value and the measured value.

BEHAVIOR OF MERCURY DURING DWPF CHEMICAL PROCESS CELL PROCESSING

Description: The Defense Waste Processing Facility has experienced significant issues with the stripping and recovery of mercury in the Chemical Processing Cell (CPC). The stripping rate has been inconsistent, often resulting in extended processing times to remove mercury to the required endpoint concentration. The recovery of mercury in the Mercury Water Wash Tank has never been high, and has decreased significantly since the Mercury Water Wash Tank was replaced after the seventh batch of Sludge Batch 5. Budget "Sequestration" and Selected Program Exemptions and Special Rules

Description: This report looks at the history and current status of sequestration at it relates to Congress, including how it is enacted and special rules that can apply. "Sequestration" is a process of automatic, largely across-the-board spending reductions under which budgetary resources are permanently canceled to enforce certain budget policy goals.

Cavity Beam Position Monitor System for ATF2

Description: The Accelerator Test Facility 2 (ATF2) in KEK, Japan, is a prototype scaled demonstrator system for the final focus required for a future high energy lepton linear collider. The ATF2 beam-line is instrumented with a total of 38 C and S band resonant cavity beam position monitors (CBPM) with associated mixer electronics and digitizers. The current status of the BPM system is described, with a focus on operational techniques and performance. The ATF2 C-band system is performing well, with individ… more

Characterization of Slow Orbit Motion in the SPEAR3

Description: SPEAR3 is a third-generation synchrotron light source storage ring. The beam stability requirements are {approx}10% of the beam size, which is about 1 micron in the vertical plane. Hydrostatic level system (HLS) measurements show that the height of the SPEAR3 tunnel floor varies by tens of microns daily. We present analysis of the HLS data, including accounting for common-mode tidal motion. We discuss the results of experiments done to determine the primary driving source of ground motion. We p… more
