The 1997/98 El Nino: A Test for Climate Models

Description: Version 3 of the Hadley Centre Atmospheric Model (HadAM3) has been used to demonstrate one means of comparing a general circulation model with observations for a specific climate perturbation, namely the strong 1997/98 El Nino. This event was characterized by the collapse of the tropical Pacific's Walker circulation, caused by the lack of a zonal sea surface temperature gradient during the El Nino. Relative to normal years, cloud altitudes were lower in the western portion of the Pacific and hi… more

2010 Census: Fundamental Building Blocks of a Successful Enumeration Face Challenges

Description: Testimony issued by the Government Accountability Office with an abstract that begins "The decennial census is a constitutionally-mandated activity that produces data used to apportion congressional seats, redraw congressional districts, and allocate billions of dollars in federal assistance. In March 2008, GAO designated the 2010 Census a high-risk area in part because of problems with the performance of handheld computers used to collect data. The U.S. Census Bureau has since strengthened its… more

Ab Initio Studies of Coke Formation on Ni Catalysts During Methane Reforming

Description: The atomic-scale processes that control the formation of carbon deposits on Ni catalysts in reforming applications are poorly understood. Ab initio Density Functional Theory calculations have been used to examine several key elementary steps in the complex network of chemical reactions that precedes carbon formation on practical catalysts. Attention has been focused on the disproportionation of CO. A comparative study of this reaction on flat and stepped crystal planes of Ni has provided the fi… more

Aberration correction for analytical in situ TEM - the NTEAM concept.

Description: Future aberration corrected transmission electron microscopes (TEM) will have a strong impact in materials science, since such microscopes yield information on chemical bonding and structure of interfaces, grain boundaries and lattice defects at an atomic level. Beyond this aberration correction offers new possibilities for in situ experiments performed under controlled temperature, magnetic field, strain etc. at atomic resolution. Such investigations are necessary for solving problems arising … more

Actinic Mask Inspection at the ALS Initial Design Review

Description: This report is the first milestone report for the actinic mask blank inspection project conducted at the VNL, which forms sub-section 3 of the Q1 2003 mask blank technology transfer program at the VNL. Specifically this report addresses deliverable 3.1.1--design review and preliminary tool design. The goal of this project is to design an actinic mask inspection tool capable of operating in two modes: high-speed scanning for the detection of multilayer defects (inspection mode), and a high-resol… more

Advanced Energy Technologies: Budget Trends and Challenges for DOE's Energy R&D Program

Description: Testimony issued by the Government Accountability Office with an abstract that begins "For decades, the nation has benefited from relatively inexpensive energy, in the process growing heavily reliant on conventional fossil fuels--oil, natural gas, and coal. However, in the current wake of higher energy costs and environmental concerns about fossil fuel emissions, renewed attention is turning to the development of advanced energy technologies as alternatives. In the United States, the Department… more

Advanced hardware and software methods for thread and gear dimensional metrology. CRADA final report

Description: The Oak Ridge Centers for Manufacturing Technology (ORCMT) and Apeiron Incorporated have collaborated on an effort to develop a frequency modulated continuous wave (FMCW) fiber lidar system for dimensional metrology of internal threads, gears, and splines. The purpose of this effort was to assist a small company in developing an instrument that would exceed the performance of competing foreign instruments and provide measurement capabilities necessary to assure compliance for NASA facilities an… more

Advances in processing of Ag-sheathed (Bi,Pb){sub 2}Sr{sub 2}Ca{sub 2}Cu{sub 3}O{sub x} superconductors.

Description: Advances in the processing and fabrication of Ag-sheathed (Bi,Pb){sub 2}Sr{sub 2}Ca{sub 2}Cu{sub 3}O{sub x} (Bi-2223) high-T{sub c} superconductors by the powder-in-tube technique continue to bring this material closer to commercial applications. Enhancement of the transport critical current density (J{sub c}) of Ag-sheathed Bi-2223 tapes was achieved by increasing the packing density of the precursor powder, improving mechanical deformation, and adjusting the cooling rate. Long lengths (>15… more

Afghanistan: U.S. Foreign Assistance

Description: The U.S. program of assistance to Afghanistan is intended to stabilize and strengthen the Afghan economic, social, political, and security environment so as to blunt popular support for extremist forces in the region. Since 2001, nearly $47 billion has been appropriated toward this effort. This report provides a "big picture" overview of the U.S. aid program and congressional action. It describes what various aid agencies report they are doing in Afghanistan. It does not address the effectivene… more

Aircraft configurations developing high lift-drag ratios at high supersonic speeds

Description: From Introduction: "Range in more or less steady level flight depends directly on aerodynamic lift-drag ratio at high supersonic speeds, just as it does at lower speeds. This result follows from the classical Breguet range equation in the case of powered flight, and it may be easily deduced from the equations of motion for unpowered or gliding flight (see refs. 1 and 2)."

Allinea DDT as a Parallel Debugging Alternative to Totalview

Description: Totalview, from the Etnus Corporation, is a sophisticated and feature rich software debugger for parallel applications. As Totalview has gained in popularity and market share its pricing model has increased to the point where it is often prohibitively expensive for massively parallel supercomputers. Additionally, many of Totalview's advanced features are not used by members of the scientific computing community. For these reasons, supercomputing centers have begun to search for a basic parallel… more

Analysis of Geomechanical Behavior for the Drift Scale Test

Description: The Drift Scale Test (DST) now underway at Yucca Mountain has been simulated using a Drift Scale Distinct Element (DSDE) model. Simulated deformations show good agreement with field deformation measurements. Results indicate most fracture deformation is located above the crown of the Heated Drift. This work is part of the model validation effort for the DSDE model, which is used to assess thermal-mechanical effects on the hydrology of the rock mass surrounding a potential repository.

Analysis of Off-Design Performance of a 16-Stage Axial-Flow Compressor With Various Blade Modifications

Description: "The over-all performance of a 16-stage axial-flow compressor was determined with various stator-blade resettings and a reduction in solidity of the rotor blades in the last three stages. It was shown that little control over the sudden change in slope of the surge-limit line at intermediate speeds was obtained with the blade modifications attempted, except that some change in speed at which the change in slope occurred could be effected by stator-blade resettings" (p. 1).
