Joint Employment and the Save Local Business Act

Description: This report discusses the proposed "Save Local Business Act" in the House and its provisions and implications for employers and employees in businesses where unions exist. The National Labor Relations Board (NLRB) broadening of the definition of what constituted a joint employer in the case of Browning-Ferris Industries of California led to resist by some in the business community and the "Save Local Business Act" seeks to restore the former more narrow definition of joint employers.

Temporary Farm Labor: The H-2A Program and the U.S. Department of Labor's Proposed Changes in the Adverse Effect Wage Rate (AEWR)

Immigration: The Effects on Low-Skilled and High-Skilled Native-Born Workers

Davis-Bacon: The Act and the Literature

Description: The Davis-Bacon Act of 1931, as amended, requires that contractors, engaging in certain federal contract construction, pay workers on such projects not less than the locally prevailing wage for comparable work. In addition, such contractors are required to file payroll reports and to meet other administrative and labor standards requirements. Included in this report is a bibliography of published materials dealing with the Davis-Bacon Act and related issues.
